SUBJECT: REQUEST TO INCREASE FISCAL YEAR 2023/2024 BLANKET PURCHASE
ORDER WITH BEST BEST & KRIEGER, LLC. FOR LEGAL SERVICES FOR
THE COMMUNITY IMPROVEMENT DIVISION.
BACKGROUND:
According to Section 2-518 (a) of the Azusa Municipal Code, purchase orders exceeding $50,000
require Council approval. The Community Improvement Division requests authorization to
increase the Fiscal Year 2023/24 blanket purchase order (BPO) 039931 from $75,000 to $125,000
for legal services rendered by Best Best & Krieger, LLC. This increase is attributed to a rise in
code cases requiring legal support.
RECOMMENDATIONS:
Staff recommends that the City Council take the following actions:
1)Waive the competitive bidding process as authorized under Azusa Municipal Code Section.
2-517(a) (14) – Attorney Services; and
2)Approve the increase of Blanket Purchase Order 039931 with Best Best & Kreiger, LLC.
in the amount not to exceed $125,000 for Legal Services.
ANALYSIS:
Best Best & Kreiger provides legal services to the Community Improvement Division. Over the
past year, the Division has been dealing with various matters that require the specialized aide and
assistance of Best Best & Kreiger. Examples include, but are not limited, to Receivership Cases,
Nuisance Abatement and regular conference discussions. Council consideration is necessary to

augment BPO 037794, as this request surpasses the City Manager’s $50,000 approval limit per the
City’s purchasing policy.
FISCAL IMPACT:
Funding for the proposed recommendation is included in the FY 2023-24 approved budget under
account number 10-35-643-000-6301.
