Management Analyst – CMO Classification Specification ____________________________________________________________________________________________________________________________________________ MANAGEMENT ANALYST – CITY MANAGER’S OFFICE ____________________________________________________________________________________________________________________________________________ DEFINITION Under general direction, performs a wide variety of professional administrative and analytical duties in support of department and citywide specialized functions; research, analyze, and prepare complex and highly visible projects and technical reports; coordinates and performs a variety of tasks in contract and grant administration; budget development, analysis and management; contributes to the City’s public information operation and community outreach efforts; liaison with different departments to improve the efficiency and effectiveness of city operations; monitors information, data and program outcomes; coordinates assigned activities with external agencies, community organizations and the general public; provides excellent internal and external customer service; administers a variety of special projects and performs related duties as needed. CLASS CHARACTERISTICS The Management Analyst is the journey-level class in which the incumbent is distinguished by the difficulty and complexity of work performed. An incumbent in this class is expected to demonstrate a high level of independent problem-solving abilities and perform the full scope of administrative, analytical and management duties within assigned program areas. Discretion is required in applying general city goals and policies, and in resolving organizational and program implementation issues. This position is considered to be a public administration generalist and may be assigned specific activities within the broad range of City operations. Such assignments may include the on-going administration of certain services, activities, projects and/or programs which are of special concern to the City Manager’s Department. Assignments in this class may include confidential assignments. SUPERVISION EXCERCISED The incumbent receives direction and general supervision from the City Manager, Deputy City Manager and/or designee, and may exercise technical and functional guidance and direction to lower level administrative support and technical staff. ESSENTIAL FUNCTIONS Duties may include but are not limited to: •Performs a wide variety of professional level research, administrative, and analytical duties in support of assigned functions, operations and programs; conducts duties in support of various administrative operations and activities within assigned area of responsibility including special projects, research studies, budget analysis and development, and other specialized functions. •Conducts special surveys and studies, including gathering information from Attachment 1 Management Analyst-CMO Classification Specification Date Updated: 04/15/2024 Class Code: NREP-ACEA Salary Range: 3295 Page 2 of 5 ____________________________________________________________________________________________________________________________________________ other cities and agencies; researches a variety of information sources, compiles and interprets statistical and financial data; analyzes findings, makes recommendations and prepares reports. • Analyzes federal, state, and local legislative proposals for impact on city operations and local issues such as economic/business development, land use and zoning, public health and safety; prepares letters of support/opposition. • Provides staff assistance to higher-level management staff; participates on and provides staff support to a variety of committees, boards, and commissions; prepares and presents staff reports and other correspondence as appropriate and necessary. • Coordinates and manages assigned special projects; supports or prepares grant applications related to neighborhood services and other programs; develops recommendations and prepares and presents reports to committees, commissions, and/or the City Council; handles correspondence as assigned. • Writes letters, policies, memos, speeches, press releases and related documents; answers inquiries from the public, providing information regarding various city functions, policies, procedures, programs and services. • Prepares graphics, marketing and public information materials, publications, and campaigns; contributes to website maintenance/management and maintains digital platforms and social media presence. • Coordinates and collaborates with departments, divisions and outside agencies; establishes positive working relationships and serves as a liaison with public and private organizations, community groups and other social organizations; provides information and serves as a resource. • Performs other related duties as required. QUALIFICATIONS Education and/or Experience • Education: Bachelor’s degree from an accredited college or university with major course work in in public or business administration, political science, economics, environmental science/studies, or a closely related field. Experience in administering programs in a governmental jurisdiction is highly desirable. Post graduate work may be substituted on a year for year basis for experience not to exceed two years. Bilingual skills desirable. Ability to exercise cultural sensitivity awareness is desirable. Licenses or Certification • Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record. Independently prepare correspondence, staff reports and memoranda. • Oversee and/or manage specialty projects and programs. • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. • Adapt to changing technologies and learn functionality of new equipment and systems. • Develop graphics and content for digital platforms and social media. • Serve as a liaison between various community groups and public agencies. • Train, supervise, evaluate and motivate support personnel as assigned. • Communicate clearly and concisely, both orally and in writing. • Establish and maintain effective working relationships with those contacted in the course of work, including management, staff and the public. MARGINAL FUNCTIONS These are position functions which may be changed, deleted, or reassigned to accommodate an individual with a disability. Environmental Conditions • Work is performed primarily in a standard office setting; • Incumbents may be required to work extended hours including evenings and weekends from time-to-time. Physical Conditions • Prolonged sitting and regular standing, walking, reaching, twisting, turning, kneeling, bending squatting and stooping in the performance of daily activities. • Grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. • Near and far vision in reading written reports and work related documents.
