Home My WebLink AboutE-4 Staff Report - CAT Skid Steer PurchaseCONSENT ITEM E-4 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: MAY 6, 2024 SUBJECT: APPROVAL OF SKID STEER PURCHASE FROM QUINN COMPANY BACKGROUND: On June 20, 2022 the City Council adopted the City’s Fiscal Year 2022/23 City, Utilities, Public Financing Authority, and Successor Agency Operating and Capital Improvement Plan Budgets. This budget included the City’s Capital Outlay and Public Works’ proposed equipment purchases. The Public Works Street Maintenance Division is responsible for the maintenance of city streets, sidewalk, and sanitary sewer system. The skid steer loader is a highly utilized and versatile piece of equipment within the City’s fleet. The equipment will be used for roadway clean up and construction, sidewalk and concrete repair, and encampment clean up, as well as assisting in a variety of operations. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approve the purchase of a CAT 262D3 XPS Skid Steer Loader and attachments in the amount not to exceed $134,587.22 from QUINN Company. 2)Authorize the City Manager to execute a purchase agreement with QUINN Company for the purchase of the CAT 262D3 XPS Skid Steer Loader and proposed attachments. Approved City Council May 6, 2024 Approval of Skid Steer Purchase from QUINN Company May 6, 2024 Page 2 ANALYSIS: The City’s purchasing procedures allow for the acquisition of equivalent equipment through a process of competitive bidding by using other municipalities or through joint powers programs. In this case, QUINN Company was able to provide the City with a Sourcewell Contract (#011723- CAT). As a result, the City can achieve the benefits of a competitive bid without the additional costs and delays associated with the standard procurement process. QUINN Company will be providing a standard 2-year Full-Machine warranty FISCAL IMPACT: Funding for the purchase of the CAT 262D3 XPS Skid Steer Loader was approved in the FY22- 23 Capital Outlay Budget. A reallocation of funding was approved by Council on September 19, 2022 to Utilize the City’s Road Maintenance Rehabilitation Account (SB1-RMRA) funds rather than Gas Tax Funds. Therefore, half of the cost or $67,293.61 was included in the FY2022-23 approved budget under Sewer Fund account #3455665000-7140 and the remaining $67,293.61 under SB1-RMRA account #0555661000-7140. Upon Council approval, staff will prepare a budget amendment and carry forward the respective Skid Steer Loader FY2022-23 Budgets to FY2023-24 in the amount of $67,293.61 under account 0555661000-7140 and $67,293.61 under account 3455665000-7140.
