SUBJECT: ADOPT A RESOLUTION IDENTIFYING A LIST OF PROJECTS THE CITY
PROPOSES FOR FISCAL YEAR 2024-2025 FUNDED BY SB1: THE ROAD REPAIR
AND ACCOUNTABILITY ACT OF 2017
BACKGROUND:
On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and
Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs
on both the state highway and local streets systems. The State Controller deposits various portions of
this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A
percentage of this new RMRA funding is apportioned by formula to eligible cities and counties. Prior to
receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities and
counties must submit to the California Transportation Commission a list of projects proposed to be
funded with RMRA funds. The submission of the list of projects to the State Controller is mandatory to
be eligible to receive the SB1 annual allocation. The proposed action adopts Resolution No. 2024-C28
identifying the projects the City will fund with its apportionment of 2024-2025 RMRA funds.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Adopt Resolution No. 2024-C28 identifying the projects the City will fund with its
apportionment of 2024-2025 Road Maintenance and Rehabilitation Account.
2)Authorize staff to carryover existing RMRA funds from the Gladstone Street Rehabilitation
Project to 2023-24 Fiscal Year budget and CalSMART system.

ANALYSIS:
The Road Repair and Accountability Act of 2017 was created by Senate Bill 1, approved by a two-thirds
majority of the Legislature, and signed by Governor Edmund G. Brown Jr. on April 28, 2017. The new
law provides a new and much needed infusion of money to maintain and rehabilitate the state highway
and local streets system. It is projected to raise a total of $54 billion over the next ten years, divided
between state and local governments. Caltrans and other state agencies are due to receive roughly half of
that amount, $26 billion. The other half will go to local roads, transit agencies, and an expansion of the
state’s growing network of pedestrian and cycle routes. The funds will be generated by a combination of
higher gas and diesel taxes at the pump, new road improvements fess assessed on vehicles at the time of
registration, and a special fee on zero-emission vehicles.
The State Controller deposits various portions of this new funding into the newly created Road
Maintenance and Rehabilitation Account. A percentage of the funding is apportioned by formula to
eligible cities and counties pursuant to the Streets and Highways Code. The City is projected to receive
approximately $1,306,917 in Fiscal Year 2024-2025. Prior to receiving an apportionment of RMRA
funds from the State Controller in a fiscal year, cities and counties must submit to the California
Transportation Commission a list of projects proposed to be funded with RMRA funds. Staff proposes to
fund the following projects with its Fiscal Year 2023-2024 apportionment of RMRA funds.
The apportioned RMRA funds for the Council approved 2023 & 2024 Gladstone Street Rehabilitation
Project, has not been fully utilized in the current fiscal year. The project will carry over to the upcoming
fiscal year. Staff proposes to carryover these existing funds in the 2024-25 Fiscal Year budget and
CalSMART system.
The proposed project is to be funded with Fiscal Year 2024-2025 apportionment of RMRA funds
include:
Foothill Boulevard Pavement Rehabilitation Project
This project will rehabilitate the pavement on Foothill Boulevard from Orange Avenue to Alosta
Avenue, and Alosta Avenue between Foothill Boulevard to Citrus Avenue with a 3-inch cold
mill and 3-inch Asphalt Concrete overlay.
Estimated Project Schedule: Start (07/24)– Completion (10/24) based on the component being
funded with RMRA funds
Estimated Useful Life: 15-20 years without major repair work required.
Staff proposes the following project be funded with Fiscal Year 2023-2024 apportionment of RMRA
funds:
Gladstone Street Rehabilitation Project
This project will rehabilitate the pavement on Gladstone Street from the westerly City limits to
the easterly city limits with a 3-Inch Cold Mill and 3-Inch Asphalt Concrete Overlay.

Estimated Useful Life: 15-20 years without major repair work required.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions. The City is projected to receive
$1,306,917 in Fiscal Year 2024-25 from the Road Repair and Accountability Act of 2017, and the
revenue estimate was included in the FY2024-25 proposed revenue budget. Upon Council approval and
once funds are approved in the CalSmart system, staff will prepare any necessary budget amendments.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR
2024-2025 FUNDED BY SB 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor
in April 2017 to address the significant multi-modal transportation funding shortfalls statewide;
and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure
the residents of our City are aware of the projects proposed for funding in our community and
which projects have been completed each fiscal year; and
WHEREAS, the City of Azusa must adopt by resolution a list of projects proposed to
receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA),
created by SB 1, which must include a description and the location of each proposed project, a
proposed schedule for the project’s completion, and the estimated useful life of the improvement;
and
WHEREAS, the City of Azusa, will receive an estimated $1,306,917 in RMRA funding
in Fiscal Year 2024-25 from SB 1; and
WHEREAS, this is the eighth year in which the City of Azusa is receiving SB 1 funding
and will enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, repairing and replacing aging bridges, and increasing access and mobility options
for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the City of Azusa has undergone a robust public process to ensure public
input into our community’s transportation priorities/the project list; and
WHEREAS, the City of Azusa used a Pavement Management System to develop the SB
1 project list to ensure revenues are being used on the most high-priority and cost-effective
projects that also meet the community’s priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate streets or
roads, and active transportation infrastructure throughout the City this year and similar projects
into the future; and
WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment
found that the City’s streets and roads are in an “at-risk” condition and this revenue will help us
increase the overall quality of our road system and over the next decade will bring our streets and
roads into an excellent condition; and

WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, materials and practices, will have significant
positive co-benefits statewide.
WHEREAS, the following project is proposed to be funded with the Fiscal Year 2024-
2025 apportionment of RMRA Funds:
Project Title: Foothill Boulevard Pavement Rehabilitation Project
Project Description: This project will rehabilitate the pavement on Foothill Blvd from

WHEREAS, the following previously proposed and adopted projects may also utilize
Fiscal Year 2024-25 Road Maintenance and Rehabilitation Account revenues in their delivery.
With the relisting of these projects in the adopted fiscal year resolution, the City of Azusa is
reaffirming to the public and the State our intent to fund these projects with Road Maintenance
and Rehabilitation Account revenues:
Project Title: Gladstone Street Rehabilitation Project
Project Description: This project will rehabilitate the pavement on Gladstone Street
from the westerly City limits to the easterly city limits with a 3-Inch Cold Mill and 3-Inch
Asphalt Concrete Overlay.
Project Location: Gladstone Street from the westerly City limits to the easterly city
limits.
Estimated Project Schedule: Start (05/25)– Completion (10/25) based on the
component being funded with RMRA funds.
Estimated Project Useful Life: 15-20 years without major repair work required.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Approves programming the Foothill Boulevard Pavement Rehabilitation
Project in the 2024-25 Fiscal Year budget.
SECTION 2. Approves the apportioned RMRA funds for the Gladstone Street
Rehabilitation Project not utilized in the current Fiscal Year to be carried over in the 2024-25
Fiscal Year budget.
SECTION 3. The City Clerk shall certify the adoption of this resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR
2023-2024 FUNDED BY SB 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor

in Fiscal Year 2023-24 from SB 1; and
WHEREAS, this is the seventh year in which the City of Azusa is receiving SB 1
funding and will enable the City to continue essential road maintenance and rehabilitation
projects, safety improvements, and increasing access and mobility options for the traveling
public that would not have otherwise been possible without SB 1; and
WHEREAS, the City of Azusa used a Pavement Management System to develop the SB
1 project list to ensure revenues are being used on the most high-priority and cost-effective
projects that also meet the community’s priorities for transportation investment; and,
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate
streets/roads, and active transportation infrastructure throughout the City this year and similar

WHEREAS, in Fiscal Year 2022-2023, RMRA funds were apportioned for the Residential
Roadway Rehabilitation Projects per approved Resolution No. 2022-C37, adopted May 16, 2022,
but have not been fully utilized; and
WHEREAS, the following project is proposed to be funded with the Fiscal Year 2023-
2024 apportionment of RMRA Funds; and

Crack Fill and Cape Seal treatment. Those Streets include the following:
