The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order.
In the absence of Rev. Gilbert Allan of Azusa Church of
Christ, invocation was given by Director of Community
Services Guarrera.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Arkison, Solem
Also Present: City Attorney Newton, City Administrator
Dangleis, Superintendent of Light & Power
Gerharz, Director of Public Works Wells,
Fire Chief Torrance, Planning Director

There being no additions or corrections, Minutes of the
June 6, 1977,regular meeting stand approved as written.
Councilman Decker presented plaque to Mr. Lonnie Lewis
for his many years of service as Chairman of the Mayor's
Committee on Aging.
Mayor Solem presented 1st Class Award plaques, from the
Girl Scouts of America, to Kathleen Rozee and Nanette
Fisher.
The hour of 7:30 p.m. being the time set for a Public
Hearing on proposed revenue sharing expenditures for
the fiscal year 1977-78, the Mayor declared the hearing
open.
City Clerk read affidavit of proof of publication of
notice of hearing published in Azusa Herald on June 9,
1977.
City Administrator advised that a public hearing is now
required each year for input from the public concerning
expenditures of revenue sharing funds; no action is
required by Council.
Art Morales addressed Council expressing his wish that
youth projects be receipients of revenue sharing funds.
There being no one else in the audience wishing to

and unanimously carried to close the hearing.
The hour of 7:30 p.m. being the time set for a Public
Hearing on proposed amendment to the Azusa Municipal
'Code redefining garage and carport, the Mayor declared
the hearing open.
City Clerk read affidavit of proof of publication of
notice of this hearing published in the Azusa Herald
on June 9, 1977.
Planning Director addressed Council explaining Commission's
concern over the -number of open garages in the City, and
attendent problems. It is their recommendation that the
amendment to the Azusa Municipal Code consist of the
following:

CARPORT - Carport means an accessory residential
use consisting of an open sided roofed
structure, whether attached too or
detached from the dwelling and estab-
lished for the temporary accomodation
of automobiles belonging to the
occupants of the property and/or their
guests.
GARAGE, PRIVATE - Garage, private, means an acces-
sory residential use consisting of a
roofed structure closed on all sides
(solid wall with door is considered
closed) whether attached to or detached
from the dwelltng established for the
purpose of parking automobiles belonging
to the occupants of the property or their
guests.

and unanimously carried to close the hearing.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to direct the City Attorney to
"prepare the necessary Ordinance in include above changes
to the Municipal Code.
City Clerk announced that bids were opened in his office
at 10:00 a.m. on Thursday, June 16, 1977, for the sale
of the Library Bookmobile.
City Clerk read affidavit of proof of publication of
Notice Inviting Bids published in the Azusa Herald on
May 12th and 19th, and various publications, May issues.
As no bids were received, it was the consensus of
Council and the Director of Community Services to with-
hold decision on this matter to a later date.
City Clerk announced that bids were opened in his office
at 10:00 a.m. on Thursday, June 16, 1977, for the annual
asphaltic paving materials and rental of certain
specialized equipment.
City Clerk read affidavit of proof of publication of
Notice Inviting Bids published in the Azusa Herald on
May 26th and June 2, 1977.
Two bids were received, Industrial Asphalt and Blue
Diamond, with the low bidder being Industrial Asphalt
of Van Nuys, Calif.
It was recommended by the Director of Public Works that
Council award the contract to Industrial Asphalt, low
bidder, and direct the City Clerk to return the bid
guarantee to the unsuccessful bidder.
Moved by Councilman Decker, seconded by Councilman Arkison
and unanimously carried by roll call to approve recommenda-
tion of Director of Public Works.
Mayor Solem made the following appointee nts to various
Boards and Commissions:
Mrs. Lydia Wheelehan and Mr. John Rodriguez reappointed
as members of the City Library Commission.

A proposed Resolution was presented supporting the City Res.#6537
of Los Angeles in it bid to the U.S. Olympic Committee supporting the

Councilman Arkison suggested a change in the wording,

Pauline Donley for alleged damage to vehicle and personal
injuries due to accident caused by street sweeper on
March 22, 1977.

tion No. 1377 conditionally approved a Variance permitting
a reduced side yard setback of "0" ft. instead of required

The Personnel Board submitted revision of the Police
Clerk -Dispatcher classification, as requested by the

Request was received from Irene Gilbertson, Assistant
Director of Civil Defense, to attend NCP Planning
Seminar, July 27-29, 1977, in Hawthorne, Calif.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried that request be granted.
Mayor Solem reappointed Mr. William Jones as member of
the Personnel Board.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to approve reappointment.
Councilman Cruz brought up the matter of permitted uses
in C-3 and C-2 zones in the downtown area.
Planning Director provided a summary of the zoning
history of the downtown area, and answered questions by
Council re: uses permitted in the C-3 and C-2 zones.
Councilman Cruz, joined by the other members of Council
stated that apparently zoning requirements are in-
correctly applied to the two zones.

business district, while C-2 permits only enclosed
businesses.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried Planning Commission to study the
situation and provide recommendations as to possibility
for amendment.
Councilman Fry questioned if something could be done Existing
about the deplorable condition existing at the apartments conditions
on 451 W. Foothill Blvd. (Crestmore Arms); and further at 451 W.

Mr. Darrell Gardner, Player Agent for the National Remarks by
Little League addressed Council requesting possibility Agent for
