In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Archived video of recorded meetings is also available on the City website. Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their appropriate CEQA determination will be listed below each recommendation. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items listed or not listed on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments may be handled after the speaker has completed his/her comments. RECOMMENDED ACTION: 1) Open the Public Hearing, receive public testimony, and close the Public Hearing; 2) Adopt Resolution No. 2024-C33 approving the list of delinquent accounts to be placed on special assessment for inclusion to the property tax roll by the Los Angeles County Assessor on the FY 2024- 2025 tax bill; and 3) Approve the Director of Administrative Services, or her designee, to turn over to the Los Angeles County Assessor the delinquent account list after the adoption of Resolution No. 2024-C33 Total Cost: $18,225 Is the Cost of this item budgeted? ADOPTION OF YEAR TWO (ENDING JUNE 30, 2025) OF THE FISCAL YEARS 2023-24 AND 2024-25 CITY, UTILITIES, PUBLIC FINANCING AUTHORITY, AND SUCCESSOR AGENCY OPERATING AND CAPITAL IMPROVEMENT PLAN BIENNIAL BUDGET AND GENERAL FUND RESERVE POLICY. RECOMMENDED ACTION: 1) Adopt Resolution 2024-C34, A Resolution of the City Council of the City of Azusa adopting Year Two (fiscal year ending June 30, 2025) of the biennial budget and approving appropriations for the City of Azusa for the Fiscal Years commencing July 1, 2023 and ending June 30, 2025; 2) Adopt Resolution 2024-UB04, A Resolution of the Utility Board of the City of Azusa adopting Year Two (fiscal year ending June 30, 2025) of the biennial budget and approving appropriations for Utilities for the Fiscal Years commencing July 1, 2023 and ending June 30, 2025; 3) Adopt Resolution 2024-P01, A Resolution of the Azusa Public Financing Authority of the City of Azusa adopting Year Two (fiscal year ending June 30, 2025) the biennial budget and approving appropriations for the City of Azusa for the Fiscal Years commencing July 1, 2023 and ending June 30, 2025; 4) Adopt Resolution 2024-R09, A Resolution of the Successor Agency for the Former Redevelopment Agency of the City of Azusa adopting Year Two (fiscal year ending June 30, 2025) of the biennial budget and approving appropriations for the City of Azusa for the Fiscal Years commencing July 1, 2023 and ending June 30, 2025; and 5) Adopt Resolution No. 2024-C35, A Resolution of the City Council of the City of Azusa adopting a revised General Fund Reserve Policy. RECOMMENDED ACTION: 1) It is recommended the City Council review the City’s existing Mayor Pro Tem selection policy and additional sample policies from other cities and provide direction concerning a proposed Mayor and Mayor Pro Tem Selection Policy to be adopted by Resolution at a future meeting. APPROVAL OF INCREASE TO BLANKET PURCHASE ORDER WITH THE COUNTY OF LOS ANGELES DEPARTMENT OF PUBLIC WORKS FOR GENERAL MAINTENANCE SERVICES. RECOMMENDED ACTION: Approve an increase to the blanket purchase order for traffic maintenance services to $75,000 for FY 2023- 24; and Approve the blanket purchase order for traffic maintenance services be set at $75,000 for FY 2024- 25. RECOMMENDED ACTION: Approve the First Amendment to the Maintenance Services Agreement between the City of Azusa and Mariposa Landscapes Inc. for landscape and irrigation maintenance services; and Authorize the City 6/17/2024 - 6 - Manager to execute the Contract Amendment, in a form acceptable to the City Attorney, on behalf of the City. REQUEST TO APPROVE A 3-YEAR PROFESSIONAL SERVICES AGREEMENT WITH LAW OFFICES OF PELAYES & BOLANDER, APC FOR ATTORNEY SERVICES – POLICE DEPARTMENT LEGAL COUNSEL. RECOMMENDED ACTION: Approve a Professional Services Agreement with The Law Offices of Pelayes & Bolander, APC, for Legal Counsel Services in Police Matters from July 1, 2024 through June 30, 2027 with the option for two, one (1) year extensions in an amount not to exceed $100,000 annually; and Authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on behalf of the City; and waive the competitive bidding process as authorized under Azusa Municipal Code Section 2-517(14) – Attorney Services. RECOMMENDED ACTION: Approve a Professional Services Agreement with JL Group, LLC, for Investigation Services for Confidential Employment Matters from July 1, 2024 through June 30, 2027 with the option for two, one (1) year extensions in an amount not to exceed $100,000 annually; and Authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on behalf of the City; and waive the competitive bidding process as authorized under Azusa municipal Code Section 2-517(14) - Attorney Services.
