CLOSED SESSION REPORT
City Attorney Marco Martinez reported the City Council met in closed session for eight items and reported two
items related to workers compensation claims have no reportable actions. Two items related to conflicts with labor
negotiators concerning the groups listed on the agenda and there was no reportable action. The item regarding 300
Bancroft St., City Council by a vote of 5-0 authorized the filing of a receivership petition in court regarding that
property. There was a conference with labor negotiators on three properties listed on the agenda where staff
provided direction to staff and the City Attorney’s Office and there was no further reportable action.

REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. City Manager Communications
City Manager Gonzalez announced that the City of Azusa has begun an extensive Capital Improvement Program to
rehabilitate Alosta Avenue and Foothill Boulevard from Citrus Avenue to Orange Avenue. The project is expected
to take three months to complete.
2. Presentation on Telecommunications by Doug McAllister, Vice President, External Affairs with Frontier
Doug McAllister, Vice President, External Affairs with Frontier, delivered the presentation and provided a
comprehensive overview regarding Frontier Teleommunications.
COUNCIL COMMENTS
Mayor Pro-Tem Alvarez announced that there will be a Flag Exchange event on June 8, 2024, at City Hall. The
Canyon City Classic and Community Festival is scheduled for May 11, 2024, at Memorial Park.
Councilmember Avila Jr. added that there would be a retirement ceremony on June 15, 2024, at 10 a.m. dedicated
to retiring the old American flags properly. Flags can be dedicated in honor of someone who has served or who is
currently serving in the military. Azusa Leaders for Learning Spring Fundraiser is scheduled for May 19, 2024, and
tickets are $30 per person at the VFW. Memorial Day Ceremony hosted by the Veterans Ad Hoc Committee is
scheduled for May 27, 2024, at 10 a.m. He congratulated Mayor Gonzales for the creative State of the City event
held on April 25, 2024, which was very informative. Congratulations to the Employee Relations Committee for the
OneLegacy Fun Walk Family Festival, which raised over $2,000 for OneLegacy. He reported attending the
Southern California Association of Governments Regional Conference and General Meeting, where he is the
alternate delegate. Congratulations to Azusa Aztecs on their Mountain View League win. Thanks to Azusa Light
and Water for their good work.
Councilmember Mendez congratulated the Dog Haus Running Club for the well-attended Mariachi Run event. The
Community and Family Services Department is offering free oral health screenings for children ages 1-12 on May
28, 2024, from 2 p.m. to 5 p.m. at Memorial Park. Congratulations to City staff for the great OneLegacy Run/Walk
event. The Community Classic 5K will be a great event, not to be confused with the Azusa Classic Boxing Match
scheduled for May 25, 2024.
Councilmember Beckwith shared that he also attended the Southern California Area Governments (SCAG)
Conference. The organization is comprised of six counties that coordinate transportation, air quality management,
and many other things to help ensure proper coordination along county lines. He expressed thanks to City staff, the
City Council May 6, 2024 Page | 4
police department, and all who work on behalf of the City. The OneLegacy Run/Walk event was great.
Congratulations to all graduates and soon-to-be graduates.
Mayor Gonzales advised that there is an open competition to name the new dog park in Azusa. Visit the City of
Azusa website to submit dog park name ideas by June 1, 2024. Ribbons will be planted around the palms located at
Memorial Park to honor veterans on Memorial Day Weekend. He extended thanks to City staff regarding the State
of the City.

Staff provided the presentation regarding the first reading of an Ordinance for amendments to the Development
Code and TOD Specific Plan and responded to Council questions.
Mayor Gonzales opened the Public Hearing and requested proof of notification.
City Clerk Cornejo stated he had proof of publication in the San Gabriel Valley Tribune on April 24, 2024. There
was no correspondence on the item.

City Clerk Cornejo presented the staff report.
Mayor Gonzales provided direction to Staff to cancel the May 20, 2024, City Council meeting, and for the July,
August, and September cancel the first meetings of the month July 1, August 5, and September 3, 2024, and hold
the second meetings of the month July 15, August 19, and September 16, 2024.
3. UPDATE ON THE AZUSA RESOURCE CENTER PROJECT AND OPERATIONAL COSTS.
RECOMMENDED ACTION:
1) Receive and file an update on the Azusa Resource Center (ARC);
2) Authorize staff to explore and secure potential grants in the amount of $190K for the ARC anticipated first
year operations funding shortfall; and
3) In the event grant funding is not available, authorize staff to use General Funds reserves or budget savings.

Senior Project Manager Lucy Demirjian presented the staff report providing an update to the Azusa Resource
Center Project and responded to Council questions.
Director of Homeless Services Joshua Heinzman and Azusa Resource Center Site Manager Jo Torres presented an
overview regarding ARC services and the outreach process. Staff responded to Council questions.
City Manager Gonzalez stated that ongoing financial commitment from the General Fund would be needed to
operate the center.
Mayor Gonsalez provided direction as recommended by staff.
CONSENT CALENDAR – CITY COUNCIL
Mayor Gonzales called for items to be pulled from the Consent Calendar. Councilmembers Beckwith and Alvarez
abstained from E-7. Councilmember Alvarez pulled E-5 and E-6 for Special Call.

with QUINN Company for the purchase of the CAT 262D3 XPS Skid Steer Loader and proposed
attachments were approved.

PROGRAM.
RECOMMENDED ACTION:
Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) and approve the lease
agreements with Enterprise Fleet Management for the lease of three (3)-2024 Nissan Leaf S 4dr Hatchbacks
through the use of a bid with TIPS-USA; and Authorize the City Manager to execute the lease agreements with
Enterprise Fleet Management.

City Manager Gonzalez advised that Community Services Director Miki Carpenter was absent, and staff had been
communicating throughout the day should the items be pulled. These are pull vehicles for the Community
Resources Department. MSRC is a program which allows for the purchase of low or zero emission vehicles for
city purposes for fleet.
Mayor Pro-Tem Alvarez sought clarification on the cost calculations, as he noticed a discrepancy between his own
calculations and the figures presented.
City Manager Gonzalez advised that he would review the staff report and return with the requested information.
Mayor Gonsalez announced that the item would be continued to the next City Council meeting.
6. APPROVAL OF LEASE AGREEMENT WITH ENTERPRISE FLEET FOR COMMUNITY
RESOURCES ELECTRIC CARGO VAN.
