SUBJECT: APPROVAL OF INCREASE TO BLANKET PURCHASE ORDER WITH THE
COUNTY OF LOS ANGELES DEPARTMENT OF PUBLIC WORKS FOR
GENERAL MAINTENANCE SERVICES
BACKGROUND:
The City of Azusa and the County of Los Angeles have a general services agreement which
provides the authority for the County to render services requested by the City on an as-needed
basis. Services provided include prosecution of city ordinances, direct assessment collection,
plan checking, and a variety of public works activities. The agreement was recently renewed and
will be effective July 1, 2024 through June 30, 2029.
There are currently eight signalized intersections within the City of Azusa’s jurisdiction that are
maintained by the County of Los Angeles Department of Public Works. These intersections
share various costs for maintenance and special projects.
Currently the blanket purchase order for traffic signal maintenance services is set at $50,000.
Due to special projects and unforeseen traffic collisions at these intersections, upgrades and
costly repairs have been performed. Staff is recommending the blanket purchase order be
increased to $75,000 for the remainder of the current fiscal year and for fiscal year 2024-2025.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Approve an increase to the blanket purchase order for traffic maintenance services to
$75,000 for FY 2023-24.
2) Approve the blanket purchase order for traffic maintenance services be set at $75,000 for
FY 2024-25.

ANALYSIS:
The City of Azusa and the County of Los Angeles have a general services agreement which

It is understood, there are eight signalized intersections within the City of Azusa’s jurisdiction
that are maintained by the County of Los Angeles Department of Public Works. The costs for
these intersections are shared between the City and Los Angeles County for maintenance and
special projects. The intersection locations include:
Arrow Highway & Vincent Avenue
Arrow Highway & Citrus Avenue
Gladstone Street & Irwindale Avenue
Gladstone Street & Lark Ellen Avenue
Armstead Street & Citrus Avenue
Irwindale Avenue & 1st Street
Donna Beth Avenue & Gladstone Street
Cerritos Avenue & Newburgh Street
Currently the blanket purchase order for general maintenance services is set at $50,000. Due to
special projects and unforeseen traffic collisions at these intersections, upgrades and costly
repairs have been performed. To ensure that invoices are processed in a timely manner, staff is
requesting that the annual blanket purchase order be increased from $50,000 to $75,000 for the
remainder of FY 2023-24. Staff is also recommending the blanket purchase order be increased to
$75,000 for FY2024-2025 with the projected increase in maintenance costs and materials for the
intersections.
FISCAL IMPACT:
Funds to cover the cost of traffic signal maintenance were included in the approved FY 2023-24
and FY 2024-2025 budget under Street Maintenance (Gas Tax) account #12-55-661-000-6493.
