Mayor Solem called the meeting to order. Present at Roll Call: Councilmen: Decker, Fry, Arkison, Solem Absent: Councilman: Cruz (see page 5 Counc Cruz excused) Also Present: City Attorney Newton, Assistant City Administrator Cooney, Superintendent of Light & Power Gerharz, Public Works Director Wells, Acting Police Chief Lara, Planning Director Fitzsimmons, Director of Community Services Guarrera, City Clerk Solis Invocation was given by Rev. Richard Addison of the Qc CO.First Baptist Church. ,t� There being no additions or corrections, Minutes of the V adjourned meeting of June 15th, regular meeting of June (� 20th and adjourned meeting of June 23rd stand approved as written. Mr. Eugene Jacobs was unable to be in attendance, as regularly scheduled, and will be at the meeting of July 18, 1977. The hour of 7:30 p.m. being the time set for a Public Hearing on an amendment to Section 19.04 of the Azusa Municipal Code concerning retail upholstering and reup- holstering as a permitted use in the C-2 zone, the Mayor declared the hearing open. City Clerk read affidavit of proof of publication of notice of hearing published in the Azusa Herald on June 23, 1977• Planning Director answered questions directed to him by Council re: the Environmental Impact Report. The Planning Commission recommended that the Azusa Municipal Code be amended as follows: 1. "Retail upholstering and reupholstering" be included as a permitted use under Section 19.24.030 (retail commercial activities within enclosed buildings in the C-2 zone) of the Municipal Code. 2. The following definitions be added to Chapter 19.04 of -the Municipal Code: "RETAIL UPHOLSTERING AND REUPHOLSTERING. a. Retail upholstering and reupholstering shall include the upholstering and/or reupholstering ' of furniture on an individual basis or in con- junction with a decorator service. Vehicular upholstering and/or reupholstering may be included as a secondary use." "UPHOLSTERY SHOP. a. There being no one else in the audience wishing to speak, it was Moved by Councilman Arkison, seconded by Councilman Fry rand unanimously carried to close the hearing. Moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried to direct the City Attorney to prepare the necessary Ordinance to amend the Azusa Muni- cipal Code as recommended. Mr. Edward Dagermangy, Architect retained by.City for remodeling Civic Auditorium, advised Council that his firm did not have a scheme to present at this time. The requirements of the state grant must be met before go go a presentation can be made, and he has been working with various members of staff toward this end. UIt was the decision of Council to table the matter of rehabilitation of building at 6381 N. Azusa Avenue to the Council Meeting of July 18, 1977. Mayor Solem questioned the Director of Public Works if Leo Nasser's building, at 708 N. Azusa Avenue, has been brought up to code. During discussion with the Director of Public Works, it was noted there is work yet to be done, before building is code acceptable. City Attorney advised if Mr. Nasser fails to comply with code accepta- bility for building, within the time alloted by building permit, the City would have cause for legal action. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried that a letter be sent to Mr. Nasser requesting a completion date for rehabilitation of building at 708 N. Azusa Avenue. Azusa Ave. (Leo Nasser) The Azusa Aztec Marching Band requested Council permission Appvl.req.to to paint house numbers on curbs in Azusa, as a fund paint house raising project. numbers Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to approve request. A request was submitted to Council for curbs and sidewalk additions at or near Vernon and Virginia Avenues. Mr. Prado and Mr. Wager who live on Barbara Avenue addressed Council stating reasons for above request. A petition was submitted containing 40 signatures of area residents showing their interest in the City providing curbs and sidewalks at above location. Moved by Councilman Decker, seconded by Councilman Arkison 'and unanimously carried to have Director of Public Works check into this situation and return with a recommendation, at the Council meeting of July 18, 1977. City Clerk presented claim vs City, by Lillian & Zackery Claim vs City McSparren, 5242 Calera Avenue, Covina, Calif., for alleged damages and personal injuries sustained in a collision at intersection of Barranca and Baseline, on March 6, 1977. Councilman Arkison offered for second reading and adoption an Ordinance entitled: Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to deny above claim and refer to City's insurance carrier. The annual Recreation Agreement between the City of Azusa Appvl.agmt. and the Azusa Unified School District was presented to btwn.City & Council for action. Az.Unified School Dist. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to approve the agreement and authorize the Mayor and City Clerk to execute same. Council approved request for Deputy City Clerk to attend Appvl.req.to final conference for Continuing Education for Public attend Conf. OG Officials, to be held at the University of Santa Cruz, in Santa Cruz C,. from August 21st through 28th. n - U Moved by Councilman Fry, seconded by Councilman Decker U and unanimously carried by roll call to approve the request. Mr. Carlos J. Engle, Sr., addressed Council with his Remarks re: ideas for establishing a Center for independent for area handicapped handicapped. He requested financial help from the City. center After discussion it was suggested by Mayor Solem that Mr. Engle contact Assistant City Administrator Cooney to see if any grant funds may be available for such a project. Assis- Rpt.on Cable tant City Administrator stated that he had been in TV communication with Mr. Downes, and that at present they are in the process of looking for a permanent studio site. City Attorney Newton, stated that he also had been in communication with Mr. Downes last week, and had provided information concerning insurance and the CATV Ordinance. Moved by Councilman Arkison, seconded by Councilman Decker and unanimously carried to invite Mr. Ken Downes to be at the Council Meeting of July 18th to provide a report on current status of Cable TV System. Councilman Arkison offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION NO. 5396 DESIGNATING STOP INTER- SECTIONS. Moved by Councilman Arkison, seconded by Councilman Decker and unanimously carried by roll call that further reading be waived. Notice was received of the resignation of Lieutenant Resignation of Joseph Molloy, effective August 1, 1977, with request Lt.Joseph Molloy his name be retained on the eligibility list. effec. 8/1/77 Moved by Councilman Fry, seconded by Councilman Arkison and unanimously carried to accept Lt. Malloy's resigna- tion and approve his name be retained on the eligibility list for one year, and also a plaque be prepared for presentation to Lt. Molloy for his many years of service to the City of Azusa. Notice was received that Mr. Michael Lopez is being rein- Reinstatement stated as a Probationary Police Officer, effective July of Mr.M.Lopez 18, 1977. Community Services Director introduced the new Superin- Supt.of Rec. tendent of Recreation, Mr. David Fonfara to the Council D.Fonfara Members. introduced Councilman Fry reported to Council he had checked with Rpt.on bldg. Capt. Cordell of the Fire Department concerning the at 451 W.Foot- apartment building at 451 W. Foothill Blvd. Capt. Cordell hill Blvd. has checked into the situation and found the building to be a fire hazard. The possibility of taking further steps in the matter of building and housing requirements will be pursued.
