The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Arkison, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Superintendent of Light & Power Gerharz, Public Works Director Wells, Acting Police Chief Lara, Fire Chief Torrance, Planning Director Fitzsimmons, Director of Community Services Guarrera, Finance Officer Cooney, City Clerk Solis Invocation was given by Rev. Ruben Garcia, Youth Pastor Invocation of the Foursquare Gospel Church. Minutes of the July 5th meeting were approved as corrected. Appvl.Min. 00 7/5/77 Mtg. Action to excuse Councilman Cruz was changed from page five, to the top of page one. tV Mayor Solem presented a 25 year pin to Bill Hastings, 25 yr. pin Electric Operations Supervisor, for his many years of presented to service to the City of Azusa. Bill Hastings Mr. Harry Kurz, member of the Azusa Veterans Flag Com- Appvl. req.. mittee addressed Council requesting permission to solicit for letter merchants in the City for new flags and poles, and also solicitation requested contribution from City. Councilman Arkison (VFW Flag suggested if at end of solicitation period, sufficient Committee) monies had not been collected, the City at that time 'could make a contribution. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried request for solicitation be approved. Mr. Jerry Leonard of Supervisor Baxter Ward's.Office Presentation addressed Council giving a summary of past attempts to on RTD System provide an adequate rapid transit system. He further went on to describe past failures to communicate and implement these needs; however, he now felt sure that application based on what various cities require from public transportation an adequate system could be organized by obtaining these requirements from the local agencies. He requested Council submit names of local people willing to serve on a body organized for this purpose. Mr. Eugene R. Following discussion re: rates of Yellow Cab, now operating in the City and the Duarte Taxi, it was Moved by Councilman Arkison, seconded by Councilman Cruz to continue hearing to the next Council meeting when comparison of rates may be made. Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE CITY CLERK TO ISSUE A CERTIFICATE OF PUBLIC CONVENIENCE FOR THE OPERATION OF A TAXI CAB SERVICE TO HERBERT R. AND NANCY S. SHOLLENBERGER DOING BUSINESS AS DUARTE TAXI. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call that further reading be waived. Moved by Councilman Decker, seconded by Councilman Fry that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Cruz, Arkison, Solem NOES: Councilmen: None ABSENT: Councilmen: None Mr. Ken Downes, City's Cable TV franchisee, addressed Report on Council concerning the current status of City's Cable Cable TV TV services. Following his presentation, which centered around location of business studio and connections for cable service it was, Moved by Councilman Decker, seconded by Councilman Arki- son and unanimously carried to direct the City Adminis- trator to obtain a follow up report from Mr. Downes for the second meeting of each month until installation and completion of service. City Clerk announced that bids were opened in his office at 10:00 a.m. on Thursday, July 75 1977, for the panel modification of well #3. City Clerk read affidavit of proof of publication of Notice Inviting Bids published in the Azusa Herald on June 16th and 23rd, 1977. Four bids were received as follows: General Electric Supply Co. $15,056.52 C. G. 1. 16,900.00 Smith Electric Supply 24,091.00 Westinghouse Electric Supply (no amount bid) Bids for panel modi- fication of well #3 3X AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, JULY 183 1977 Page 3 As the Engineer's estimate for the project was $8,000, and this amount was budgeted, it was the recommendation of the Director of Public Works that Council reject all bids and direct the City Clerk to return all bidders' guarantees and to readvertise the specifications, as revised. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to approve recommendation of ' Director of Public Works. A proposed Resolution was presented establishing prior- Res. #6552 ities for expenditure of anticipated $1,247,000 in local Public Works Public Works Grant Funds. Grant Prgm. After discussion Council decision was for property owner to pay for materials, and City to donate all required labor for curb, gutter sidewalks and driveway aprons, reducing the price to 1550. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to direct Public Works Director to contact involved residents and notify them the City would donate all labor and property owners to pay for required materials. He recited company procedures instituted for elimination and alleviation of debris, waste and usage problems. He further stated that steps will be taken to correct any further problems as they occur. The following measures have been taken by the City and Owl Rock in order to remedy the problem: 1. Post "No Parking" signs 2. Oval Rock posted an inspector to provide in-house policing of untrimmed loads. 3. Owl Rock to resume spraying of loads. 4. City to resume street sweeping (cost to be billed 'to Owl Rock). Moved by Councilman Arkison, seconded by Councilman Decker and unanimously carried to approve recommended measures of Director of Public Works, and request a report be submitted in 30 days re: their effectiveness. An agreement with Simplex Company was presented for Agmt. with Council action. Agreement for preventative maintenance Simplex Co. covers the time recorder and 17 Simplex wall clocks in the Police Department. City Administrator presented claim under allowed $2,000 Claim vs City deductible by Opal M. Small for glasses broken at Slauson Park Pool, on June 21, 1977. City Administrator recommended that claim be paid in the amount of $42. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to approve recommendation of City Administrator. Soldano Mayor Solem advised residents they will be notified by the City of any steps taken to prevent reccurance of this in the future. Council recessed at 9:50 p.m. Recessed Council reconvened at 10:00 p.m. Reconvened Mr. Michael Russo and his Attorney Mr. Leonard Kessler Hrg. for appeared before Council on the matter of Mr. Russo's disability disability retirement hearing set by Council for this retirement meeting. (M. Russo) Attorney Kessler questioned Mr. Russo at length re: Mr. Russo's alleged injuries and activities subsequent to his injuries. Mr..:Russo responded under oath and in the presence of a court reporter. He was cross examined on points re: his post -injury activities by City Attorney Newton. Following examination and cross examination and discus- sion between the attorneys re: points of law, it was Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to close the hearing.
