Mayor Solem called the meeting to order Call to Order Invocation was given by Monsignor Robert J. Stein of St. Invocation Frances of Rome Church. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to close the hearing. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried, by roll call, to direct the City Attorney to prepare necessary Ordinance for change of zone from R2 to R3a on subject property. Deputy City Clerk announced that bids were opened in the Bids for Office of the City Clerk on Thursday, August 11, 1977, for 1977 5 -Yard one 1977 5 -yard dump truck. dump truck 'Deputy City Clerk read affidavit of proof of publication of Notice Inviting Bids published in the Azusa Herald on July 28, 1977. One bid was received as follows: Peck Road Ford Truck Sales, Inc. $11,738.70 It was recommended by the Director of Public Works that Council accept the bid of Peck Road Ford Truck Sales, Inc., and authorize the Mayor and City Clerk to execute the contract. Torres) Deputy City Clerk read affidavit of proof of publication of notice of hearing published in the Azusa Herald on August 4, 1977, and also noted affidavit of posting on August 5, 1977. There being no one in the audience to represent the peti- tioner, Planning Director advised Council, that subject property presently has two older single family residences. Petitioner plans to demolish these structures and provide rental units. It was the recommendation of the Planning Commission that subject property be rezoned from R2 to R3a. There being no one else in the audience wishing to be heard, it was Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to close the hearing. A proposed Resolution was presented fixing the rates of taxes and levying taxes for the purpose of raising the sums of money necessary to be raised by taxation upon the taxable property of the City of Azusa, as a revenue to carry on the various departments for the fiscal year beginning July 1, 1977. It was noted that this claim had been submitted after the 100 days period provided by the law. Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried to reject claim by reason of claimant's failure to present a timely claim within the meaning of the TORT Claim Act - 900 et seq, of the Govern- ment Code. A request was received from the Azusa Boxing Club to hold ' a novice boxing exhibition at the St. Frances Parish Grounds on August 21, 1977. There was discussion on the Personnel Board's recommenda- Meter Reader tion re Meter Reader job requirements. Mayor Solem stated job require - it was not the intent of Council to have the Board receive ments - and file, but rather to evaluate requirement of one (1) evaluation year public contact, for the Meter Reader position. After further discussion, it was Moved by Councilman Decker, seconded by Councilman Cruz and carried by roll call to eliminate the one (1) year public contact requirement from the Meter Reader ob description. Councilman Arkison dissenting. Council directed City Administrator to have a review of the job description for Meter Reader at the next Council meeting. The matter of the Personnel Clerk position was again brought Personnel Clerk before Council. job position After extended discussion, it was the consensus of opinion that the job specifications for Personnel Clerk should remain as they presently are. Any further consideration of the Personnel Clerk position would be held in abeyance pending the outcome of the election on proposed amendment to the Civil Service Ordinance, in November, 1977. Moved by Councilman Fry, seconded by Mayor Solem and unani- mously carried by roll call to advise the Personnel Board of Council's action to leave the job specifications for position of Personnel Clerk as they are at the present time. The amendment now requests that probationary period be changed from six (6) months to one (1) year for all personnel. Councilman Arkison requested the amendment be changed to read, from one (1) year to three (3) years. 'Moved by Councilman Arkison, seconded by Mayor Solem that probationary period be changed to three years instead of one year as called for in the amending Ordinance. Director of Public Works presented Lease from the Atchison, Lease between Topeka and Santa Fe Railroad Company re relative to City & ATSF encroachment of City property on its right of way. Amount Railroad of lease is $240 per year. Prior to this lease, City has provided all removal of weeds from affected right of way; if City adds weed abatement charges the $240 can be recovered. As requested by Council, City Administrator presented Civic Aud. report concerning remodeling the Civic Auditorium and remodeling funds available for same. Considering needs of the City, ' and since Government funds are no longer available, proposed remodeling of the auditorium would not be a high priority. After discussion, it was felt plans could be reviewed to see what changes could be made to reduce the total cost: Notice was received of the annual meeting of stockholders Appt. of Mayor of the Azusa Agricultural Water Company, with request Solem as proxy City appoint a proxy for purpose of voting. Kowalski, for Claim vs City damaged trash cans. As damage to trash cans was done by City's refuse company, Western Disposal, City Administrator 'advised that they would settle the claim. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to deny the claim. A communication was received from the League of California Appt. of voting Cities requesting a voting delegate be appointed, to delegate and represent City at the annual conference, to be held in San alternate for Francisco. Cordell to attend a training institute for arson and bomb E.Cordell,Capt. investigation on September 8 - 9, 1977, in San Luis Obispo, at trng.inst. with advance accountable expenses of $135 and use of a 9/8-9/77 department vehicle. Due to the increase of CETA personnel in the Public Works and Parks Departments, there is a need to appoint an additional leadman in each department. It is recommended that Felix Corrales, Maintenance Man II, in the Public Works Department, and Henry Torres, Park Maintenance Man III, in the Park Department, be appointed to positions of leadmen. Both appointments will be on a temporary basis for as long as the CETA Program lasts, approximately 15 months. Both positions to be advanced one step. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to approve both requests. Finance Officer requested Council confirmation of appoint- ment of Mr. Edward Beterbide as Meter Reader, Step 1, Range 115.5, effective August 15, 1977. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to confirm the appointment. Notice was received of the appointment of Mr. Tony Castillo as Reserve Police Officer, effective August 16, 1977. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried that appointment be approved. Notice was received of the appointment of Miss Marcia Smith as Probationary Police Clerk Dispatcher, effective August 16, 1977, Step 1, Range 116.0. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried that resignation be accepted. Mrs. Lupe Padilla, 521 E. Fondale Avenue, and Mrs. Lupe Citizens Chagolla, 520 E. Duell Avenue, addressed Council re remarks complaints on police harassment which they had filed at a previous Council meeting. Mayor Solem advised that procedures are being pursued and they.will be contacted when procedures are finalized. 1 FJ 1 AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, AUGUST 15, 1977 Councilman Cruz requested that the Director of Public Works and Police Chief look into the traffic situation at 9th Street and San Gabriel Avenue. Mr. Rudolph Camacho, 825 W. San Gabriel Avenue, addressed Council advising of hazardous traffic situation, and the five car accident which had occurred recently. Deputy City Clerk read in full a Resolution authorizing payment of warrants by the City. Councilman Arkison offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried by roll call that the Resolution be adopted.
