The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order. Call to Order
Invocation was given by Reverend Frank Herber of Invocation
The Church of Jesus Christ of Latter Day Saints.

The City Clerk announced that bids were opened in his Bids Panel
office at 10:00 a.m. on Thursday, August 18 1977, for Mod.for
Panel Modification for Well No. 3 (Project 567). Well #3
City Clerk read affidavit of proof of publication of
Notice Inviting Bids published in the Azusa Herald on
August 4, 1977.
Two bids were received as follows:
Westinghouse Electric Supply Co. $ 5,777.00
General Electric Supply Co. 15,748.53
Director of Public Works recommended that Council award
the contract for Project No. 567, Panel Modification for
Well No. 3 to the Westinghouse Electric Supply Co., in
the amount of $5,777.00, direct the City Clerk to return the bid
bond to the unsuccessful bidder and authorize the Mayor and
City Clerk to execute the contract.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried by roll call to approve the
recommendation of Director of Public Works.
Communication was received from Mr. Howard L. Hull, 1195
Hollyvale, Apt. #3, regarding neighborhood disturbances.

A proposed resolution was presented honoring and
commending Judge William M. Martin upon his retirement
from public service.
Councilman Cruz offered the Resolution entitled:

AZUSA HONORING JUDGE WILLIAM M. MARTIN FOR HIS MANY

and unanimously carried to approve recommendation of
Personnel Board.
Notice was given that the Planning Commission by
Resolution No. 1394 conditionally approved Variance
Case No. V-521 to permit a single car garage,
instead of the required two -car garage, a reduced
side yard setback of 3' instead of the required 51,
and a reduced rear yard setback of 5' instead of
required 25' on property located at 539 E. Mason St.
(Case No. V-521 Theodore Van Alen). No action taken
by Council.
Notice was given that the Planning Commission by
Resolution No. 1395 conditionally approved a Variance
permitting a deep lot development of 4 residences on
23,860 square feet, instead of the required 24,000
square feet, and 5,460 square foot sublots instead of
the required 6,000 square feet, on property located at
628 W. Third Street ( Case No. V-522 Gerald Paveglio).
No action taken by Council.
Notice was further given that the Planning Commission
by Resolution No. 1396 approved a Variance to allow a
reduced rear yard setback of 5' instead of the required
15' on property located at 640 Edith Ann Drive (Case
No. V-523 Ronald White). No action taken by Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1397 conditionally granted a Variance to permit
8' instead of the required 10' between a garage and

Assistant City Administrator presented proposal from
Urban Futures to prepare Land Use Element and Open
Space and Conservation Element for the City.
Mr. Marshall Linn, representative of Urban Futures
addressed Council regarding their proposal for the City,
stating that these elements are presently not included
in the General Plan and need to be made in order to
proceed with the community redevelopment.
Moved by Councilman Decker, seconded by Councilman Cruz
and unanimously carried by roll call to authorize
agreement with Urban Futures, Inc. to prepare the Land
Use Element, the Open Space Element, the Conservation
Element and the E.I.R.'s for each element and completion
of these elements on an emergency basis and schedule
Public Hearings as soon as possible.

Police Chief requested Council confirmation of reinstate=
ment of Harold Linden as probationary Police Officer,
effective September 3, 1977, at Range 123.5, Step 5.

and unanimously carried to approve reinstatment.
Police Chief requested Council confirmation of appoint-
ment of Salvatore Tomasello•as Police Reserve Officer,
effective September 7, 1977.

Notice was received of the promotional appointment of
Robert Termath to probationary Police Sergeant, effective
September 7, 1977, at Range 127.0, Step 3.

Director of Public Works submitted for Council approval

Amendments to the Los Angeles County Solid Waste Manage-
ment Plan, with proposed resolution adopting these
amendments.
Councilman Decker offered the resolution entitled:

CONCURRING WITH AMENDMENTS TO THE LOS ANGELES COUNTY
SOLID WASTE MANAGEMENT PLAN.

Director of Public Works recommended Council approve
construction of the water mains in Aspan Avenue and
Virginia Avenue between Gladstone Street and Paramount
Avenue, Project No. 561, (Amick Construction Co.) and
authorize Mayor to execute the Notice of Completion and
direct City Clerk to file document with the Los Angeles
County Recorder.
Moved by Councilman Cruz, seconded by Councilman Decker
and unanimously carried by roll call to approve the
recommendation.
Director of Public Works submitted for Council approval
plans and specifications and Agreement for traffic signal
at Irwindale Avenue and First Street, with request the
City Clerk be authorized to advertise for bids.
During the discussion, held, regarding the plans and
specifications for the traffic signal at Irwindale
Avenue and First Street, it developed that each city's
and county's share for the traffic signal would be
approximately, $13,700.
Moved by Councilman Decker, seconded by Councilman Fry
and carried by roll call, that plans and specifications
for traffic signal be approved, that the Mayor and City
Clerk be authorized to advertise for bids for this
project. Councilman Cruz dissenting.
Director of Public Works recommended Council approve
Parcel Map No. 8072, and authorize its recordation.

Director of Public Works recommended that Council approve
authorization of expenditure of $12,000 from reserves to
construct the crossing gates at Alameda Avenue and Dalton
Avenue and upgrade the circuitry at Pasadena, Azusa, San
'Gabriel and Virginia Avenues.

recommendation.

Avenue and Ninth Street.

unanimously carried that City Administrator contact CALTRANS
requesting a study re: feasibility of traffic signal at
9th Street and San Gabriel Avenue, and contingent upon
approval by CALTRANS to authorize Director of Public Works
to install necessary signals at that location.
Assistant City Administrator addressed Council re:
proposal from Bill Bond and Associates relative to low
interest housing loan program. He stated that at present,
numerous requirements by HUD have caused difficulties in
progression of existing loan applications. He felt that
Bill Bond and Associates would be better able to provide
comprehensive services at least in the initial part of
the program.
Following discussion, City Attorney was requested to
report on HUD Section 312 loan program to Council.
Moved by Councilman Fry, seconded by Councilman Arkison
and unanimously carried to table the proposal to the
September 19, 1977 meeting.
The oral report from the Director of Public Works
regarding plans for remodeling of the Civic Auditorium
was not made because of absence from the meeting of the
Director.

Assistant City Administrator presented a proposed
Agreement with the City of Duarte to provide a land-
scaping and lighting maintenance agreement for lots
presently being developed partially in the City of
Azusa and partially in the City of Duarte.

and unanimously carried by roll call to approve purchase
of full page ad in the Azusa Herald.
Assistant City Administrator advised Council that the
City was in receipt of a contract from the County of
Los Angeles, which will reimburse the city $5,000, for
administration of the City's Community Development
Program. These funds are in addition to our present

Community Development Program. It was his recommenda-
tion that the Mayor be authorized to sign the agreement,
the City Attorney approve as to form and the City Clerk

Discussion was held regarding the Civil Service Ballot

and the argument presented on behalf of the City Employees.

Councilman Arkison stated that the argument claimed several
City
items that were not in the Amendment. City Attorney

advised that the City Clerk's duties, as provided by the
Elections Code, was merely to submit Arguments for or against,
seeing that they conformed as to length with no discre-
tion to misrepresentations or accuracy.
