The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order. Call to Order
In the absence of Rev. Paroulek, Rev. Frank Herber of the
Church of Jesus Christ of Latter Day Saints gave the
invocation.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Arkison, Solem
Also Present: City Attorney Newton, City Administrator

Torrance, Director of Public Works Wells,

There being no additions or corrections, Minutes of the
regular meeting of September 6, 1977, stand approved as
written.
The tabled item from meeting of September 6th, City's low
interest loan program, was again brought before Council.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to lift from the table.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried to continue matter of City's low
interest loan program to later in the meeting.
Councilman Arkison discussed letter from the Los Angeles
County Fire Department which told of activities of Fire
Chief Torrance at the scene of an automobile accident on
September 6, 1977. His actions in assisting victims
perhaps saved their lives. The County Fire Chief was
very grateful for the assistance of Chief Torrance.
Following discussion, it was

and unanimously carried to have a Resolution prepared
commending Fire Chief Torrance. This commendation will
be included in his personnel record.
The hour of 7:30 p.m. being the time set for a Public
Hearing on an appeal from denial of a Variance by Plan-
ning Commission Resolution No. 13860 allowing protective
fencing over 6' high within side and rear yards adjacent
to 600 W. Sierra Madre Avenue, as petitioned by Ronald
Castleberry, the Mayor declared the hearing open.
City Clerk read affidavit of proof of publication of
Notice of this hearing published in the Azusa Herald on
September 8, 1977, and affidavit of posting notice of
hearing on September 91 1977.
Mr. Ronald Castleberry and Mr. Steven Lester addressed
Council expressing their views on height and type of
fencing required for determent of golf balls onto their
property. JohnryJohnson, owner of Azusa Greens Golf
Course, and Ron Taylor, professional golfer working for
Mr. Johnson, also expressed ideas for possible solution
to the problem.

After extended discussion, it was
Moved by Councilman Decker, seconded by Councilman Arkison
and unanimously carried to close the hearing.
It was the consensus of Council that the matter be referred
back to the Planning Commission for suitable arrangement
between property owners and builder concerning adequate
,fencing or other safety measures.
Moved by Councilman Decker, seconded by Councilman Cruz
and unanimously carried by roll call to modify the variance
and refer to the Planning Commission for another hearing
pursuant to conditions contained in Resolution 7386, and
direct the Planning Director to communicate notice of
hearing to all residents of the area, over and beyond the
county residential listing on the tax assessment rolls.

Finance Officer addressed Council re: tabled item from Low interest
earlier in the meeting on the City's low interest loan loan program
program. He requested approval of two items.
1. Approval to hire Mr. Charles Terrill to serve
as the City's low interest loan program coordi-
nator.
2. Since Council at prior meeting had expressed
interest in Section 312 loan program (which
would provide for those structures that need
extensive repairs); approval was requested to
contract Bill Bond and Associates to act as
City's coordinator for loans under this program.
Moved by Councilman Fry, seconded by Councilman Arkison
nd unanimously carried to approve both recommendations of
,.he Finance Officer, and phase out City's low interest
-loan program where possible.
The hour of 7:30 p.m. being the time set for a Public Pub.Hrg.on
Hearing on an appeal from denial of a Variance by Planning appeal of Var.
Commission Resolution No.1393x on proposed lot split, the V-520 - lot

City Clerk read affidavit of proof of publication of
notice of this hearing published in the Azusa Herald
on September 8, 1977.
The Planning Commission did not feel the division of
two 50' wide lots into one 32' lot and one 68' lot was
in the best interest of the City.
Mr. John Rayburn, 1325 E. Mountain View Avenue, Glendora,
addressed Council expressing reasons for Council
permission to reduce lot sizes as requested.

and unanimously carried to close the hearing.
Moved by Councilman Arkison, seconded by Mayor Solem
and carried by roll call that appeal from denial of
variance be granted and have City Attorney prepare the
necessary Resolution. Councilman Decker and Councilman
Cruz dissenting.
A communication was received from Joel G. Rivera, Calif- Appvl.bus.
ornia Artists and Craftsman, requesting approval to lic.for
obtain business license to operate an open air arts and outdoor arts
crafts fair on Highway 39 adjacent to the Moose Lodge. & crafts fair

and unanimously carried to approve request with the
condition it be reviewed in six months by Council.
A request was received from Mrs. S. R. Miller for Appv.ext.for
further extension of time for rehabilitation of her rehab.of bldg.
building at 6382 N. Azusa Avenue. at 6382 N.

Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to continue this matter until
the meeting of October 17, 1977.
City Clerk submitted claim against City by Ramiro
Bedolla for windshield, broken while parked at Memorial
Park. It was the recommendation of the Director of
Community Services that claim be denied as an individual
assumes risk when parking near a ballfield, and feels
there was no negligence on the part of the City.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to deny the claim.
A proposed Resolution was presented honoring Miss Anita
Moreno as 1976-77 Queen of the September 16 Fiesta.
Councilman Decker offered the Resolution entitled:

City Clerk submitted claim vs City by Mrs. Elizabeth
Jenkins, for City's alleged failure to properly inspect
premises located at 746 W. Second Street, Azusa, which
resulted in a suit against claimant by purchasers of
above property. As City's building inspector inspected
subject property on December 12, 1973, it was

Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to reject claim by reason of
claimant's failure to present a timely claim within the
meaning of the TORT Claim Act 900 et seq. of the Govern-
ment Code.
Notice was given that the Planning Commission by Resolu-
tion No. 1400 conditionally approved a Variance to permit
a reduced front yard setback of 101, instead of required
201, and a reduced rear yard setback of 71, instead of
required 151, on property located at 391 W. Orkney Street.
(Case No. V-527 Azusa Unified School District - R. G.
Garland Corp.). No action taken by Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1401 conditionally granted a request to permit
a reduced rear yard setback of 61, instead of required
25', and lot coverage of 45% instead of permitted 35% on
property located at 317 E. Dixon Street. (Case No. V-528
Edith Marie Holthman Klumpp). No action taken by Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1402 conditionally approved a Variance for a
reduced frontyard setback of 10' and a reduced rear
yard setback of 5', instead of the required 25', on
property located at 1041 W. Fourth Street. (Case No.
V-529 Lucio Cruz) No action taken by Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1403 conditionally granted a Variance permitting
a two story accessory building, instead of the permitted one
story, within a rear yard, on property located at 226 N.
Coney Avenue. (Case No. V-530 John Maynard). No action
taken by Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1404 denied a Variance request to permit a reduced
rear yard setback of 01, instead of required 5' for an
accessory building and a reduced side yard setback of 01,
instead of 5', for a main building and usable open area in
common having a dimension of less than 15', on property
located at 616 N. Pasadena Avenue. (Case No. V-531 Robert
Sprague) No action taken by Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1405 conditionally approved a CUP request to
permit the addition of a classroom to a non -conforming
use, on property located at 620 N. Cerritos Avenue.

Council.
Notice was given that the Planning Commission by Resolu-
tion No. 1406 conditionally granted a CUP permit to allow
a privately owned recreational facility in a C-3 zone
(bicycle moto-cross course), on property located at 1603
San Gabriel Canyon Road. (Case C-196 Jack W. Haynes -

Notice was given that the Planning Commission by Resolu-
tion No. 1407 denied a zone change from C-2 to C-3 on
property located at 217 N. Azusa Avenue. (Case No. z-196

Notice was given that the Planning Commission by Resolu-
tion No. 1408 recommended a change of zone classification
from C-3 to R -3a on property located on the north side of
Arrow Highway, west of Azusa Avenue. (Case No. Z-198

A communication was received recommending approval of the
relocation of a single family residence to 1041 W. Fourth
Street. (Lucio Cruz)
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to approve the request for
relocation of a single family dwelling. Councilman Cruz
abstaining.
Notice was received of the appointment of Mr. Robert
Kreutzkamp as Planning Aide (CETA) to be confirmed
effective September 14, 1977.

City Treasurer's Financial Statement was submitted showing
a balance of $2,872,636.82, as of August 31, 1977.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to receive and file.
City Administrator submitted a monthly report from the
Fire Department.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to receive and file.
Master Plans for Northside and Slauson Parks were submitted
for Council approval.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to approve above plans.
The following names were submitted for approval and
appointment on the Mayors Committee on Aging:

During discussion Councilman Arkison requested a report

Notice was received of the appointment of Mr. Manuel
Moreno as Park Maintenance Man I, effective September 193
1977. Mr. Moreno was with the Department under the CETA
program.
Councilman Arkison during discussion requested report
on absorption of CETA personnel to City's regular work
force.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to approve appointment.
Notice was received of the retirment of Willie Cain,
Water Foreman in the Water Division of the Public Works
Department, effective October 20, 1977. Mr. Cain has
been with the City for nineteen (19) years.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to accept the resignation of Willie
Cain and to have a plaque prepared for presentation at
a later date.
Notice was received of the resignation of Officer Russell
Brown, effective September 6, 1977, with request his
name be retained on eligibility list.

A claim was submitted vs. the City by Linda S. Steele,
1169 Calle Del Sol #3, Azusa, for alleged illegal towing
charges for impounded vehicle, in the amount of $26.
After investigation it was determined the claim should
be paid.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to approve payment of the claim
in the amount of $26.
A request was presented from the Special Events Chairman
of the Azusa Golden Days Committee for Council to waive
all fees connected with the Golden Days celebration.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to approve the request.
A request was presented from the Golden Days Parade
Chairman for permission to hold the Annual Golden Days
Parade on Saturday, October 8, 1977, and permission to
use various city facilities in connection with the
numerous Golden Days events scheduled for the week of
September 30th through October 9th. ***
Notice was received of the appointment of Mrs. Priscilla
Hodkinson (CETA) as Police Clerk, effective September 20,
1977. Mrs. Hodkinson will be compensated at Range 113.05

Councilman Decker brought up the matter of appointment of Appmt.of Chair.

and carried by roll call that Council appoint Chairman to
the Mayors Committee on Aging. Councilman Cruz dissenting.
It was the consensus of Council that names be submitted
to the Mayor or the City Administrator for selection of
Chairman of the Mayors Committee on Aging.
City Clerk read in full a resolution authorizing payment
of warrants by the City.
Councilman Arkison offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

and unanimously carried that the resolution be adopted.
