AZUSA AUDITORIUM AZUSA, CALIFORNIA MONDAY, OCTOBER 3, 1977 7:30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order.
Invocation was given by Reverend Gilbert Allan of Azusa
Church of Christ.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Arkison, Solem
Also Present: City Attorney Newton, City Administrator
Dangleis, Director of Public Works Wells,
Police Chief Elkins, Fire Chief Torrance,
Director of Community Services Guarrera,
Finance Officer Cooney, City Clerk Solis
Councilman Arkison noted Minutes of September 19, did
not have motion approving waiver of all fees for Golden
Days activities.
Minutes of September 19, 1977, stand approved as corrected.
A plaque of appreciation was presented to Mr. Ray Davey,
by Councilman Arkison, for his many years of service to
the City of Azusa.
Councilman Arkison requested a Resolution of commenda-
tion be prepared for Fireman Rick Quaas. City Adminis-
trator read a letter from Richard Key expressing appreci-
ation to Mr. Quaas for his quick action in assisting his
daughter after she was involved in an automobile accident,
on September 10, 1977.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to have a Resolution prepared
commending Fireman Quaas, and to have this entered into
his personnel record.
The hour of 7:30 p.m. being the time set for a Public
Hearing on a proposed change of zone from C-3 to R -3a,
on property located on the north side of Arrow Highway,
and west of Azusa Avenue for proposed apartment complex,
as petitioned by Albert Greenfield, the Mayor declared
the hearing open.
City Clerk read affidavit of proof of publication of
Notice of this hearing published in the Azusa Herald
on September 22, 1977, and affidavit of posting on
September 23, 1977.
Mr. Gary Belcher, 5431 E1 Cidral, Long Beach, developer
of property addressed Council stating he had downgraded
the zoning from R -3b (1 dwelling unit per each 1500
square feet of lot area) to R -3a(1 dwelling unit per
each 2000 square feet of lot area) and indicated that the
project would be redesigned to conform with the 91 units
permitted under this zoning.
It was the recommendation of the Planning Commission
that the requested change of zone is in keeping with
the City's development policies and would be in the
best interests of all concerned that subject property
be rezoned from C-3 to R -3a.
Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to close the hearing.
Moved by Councilman Arkison, seconded by Councilman Decker
to instruct the City Attorney to prepare the necessary
Ordinance for zone change from C-3 to R -3a.

Mr. Luke LaValle, a member of the Mayor's Committee on Rpt.by Mr.Luke

of obtaining federal or private funds for an endeavor of

and unanimously carried by roll call to have Director
of Community Services report at the November 21t;t meeting
with plans for the remodeling and furnishing of the
recreation patio, as a possible facility for senior
citizens.
Approval was granted for the attendance of City Clerk
and Deputy City Clerk at the League of California Cities
City Clerks Institute Election Law Seminar, to be held at
Irvine, Cal., on November 16 thru 18, 197'7. Expenses not
to exceed $300. budgeted funds are available.
Moved by Councilman Fry, seconded by Councilman Cruz
and carried by roll call to grant request. Councilman
Arkison abstaining.
Approval was granted for the VFW Post 8070 to sell buddy
poppies on November 4th and 5th, 1977.

and unanimously carried to grant permission for the VFW
Post 8070 to sell buddy poppies on November 4th and 5th.
City Clerk submitted claim vs City by Jason R. Wirth,
17832 Newburgh Street, Azusa , for alleged physical
abuse, and false arrest, on June 13, 1977.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to deny and refer to the City's
insurance carrier.

Planning Commission by Resolution No. 1410 recommended Need for
to City Council the establishment of a Planner/Code position of
Enforcement Officer position to be primarily attached Code Enforcement
to the Planning Department. Officer
While it was the consensus of Council there appears to
be a need for the establishment of a position of Planner/
Code Enforcement Officer, they felt that more information
concerning status and qualifications needed to be provided.
Moved by Councilman Arkison, seconded by Councilman Fry
and carried by roll call to direct City Attorney to
write a letter to the owner of the Canyon City Hotel,
reminding him of action taken on February 22, 1077, by
Council, to remove wall sign. If sign is not removed by
next Council meeting Council will take legal action.
Councilman Cruz dissenting.
Moved by Councilman Fry, seconded by Councilman Arkison
and unanimously carried that matter of Planner/Code
Enforcement Officer position be referred to City Admin-
istrator concerning need, and duties with report at
next regular Council meeting.
A proposed Resolution was presented granting a Variance
request for lot split on property located at 231-235
San Gabriel Avenue. (V-520 John Rayburn)

Notice was received of the fuel cost adjustment for
October, 1977.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to receive and file.
Director of Public Works submitted recommendation from
he and Police Chief for Council to approve the instal-
lation of a stop sign on the south bound lanes of
Vernon Avenue at Third Street and direct the City
Attorney to prepare the proper resolution.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to approve recommendation of
Police Chief and Director of Public Works.
Request for stop signs on First Street at Fenimore
was removed from the Agenda.
City Administrator submitted for Council authorization
request from Water Utility Superintendent, Herbert A.
Grosdidier to attend the Fall Conference of the American
Water Works Association, from October 18th thru 21st,
1977, at San Jose, California, with accountable expenses
not to exceed $280.

Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call that request be granted.
A proposed Resolution was presented commending Fire Chief
Torrance for his outstanding efforts on September 6, 1977.
Councilman Decker offered the Resolution entitled:

COMMENDING FIRE CHIEF ROBERT TORRANCE FOR HIS OUT-
STANDING EFFORTS ON SEPTEMBER 6, 1977.

and unanimously carried by roll call that furthor reading
be waived.

Moved by Councilman Arkison, seconded by Councilman Decker
and unanimously carried to have this Resolution of Commen-
dation made a part of Chief Torrance's personnel file.
A report was given by the Director of Public Works on
the Civic Auditorium remode'ing He spoke concerning
the modified plans he had submicted to Council for their
consideration.

and to continue researching financing available for this
type of project.
City Administrator distributed Section 312 Loan Program
brochures that provided information concerning above
loan. Brochures will be mailed within the target area.

and unanimously carried by roll call to purchase 5,000
brochures in the amount of $3,200., for distribution.

Councilman Decker brought up the matter of the chairman Selection of
for the Mayor's Committee on Aging. Nomination and chrmn.for
appointment, by Council, had been discussed at a previous Mayor's Comm.
Council meeting. on Aging
Mayor Solem suggested that in order to prevent future
problems a policy be established, by the Council, to
have appointment of chairpersons to the various municipal
committees be made by Council. He also thanked Mr. Art
Morales for his past assistance as chairman of the
Mayor's Committee on Aging.
During the discussion that followed Mr. Art Morales,
337 N. Soidano Ave., addressed Council and expressed his
appreciation for having been permitted to preside at
and lead the Committee on Aging during the interum. He
also expressed his willingness to be of any assistance to
whomever Council appointed.
Mayor Solem then stated that Rev. B. J. Paroulek of
First Presbyterian Church had indicated he would accept
the chairmanship if offered.
Moved by Councilman Decker, seconded by Councilman Arkison
and carried by .roll call to appoint Rev. B. J. Paroulek of
First Presbyterian.Church as chairman of the Mayor's
Committee on Aging. Councilman Cruz abstaining.

Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried by roll call to drop the ballot
measure, relating to the amendment of the Civil Service
Ordinance which was scheduled to be voted upon at the
November 6, 1977 election.

City Attorney requested Council authorization for him
to act as City's representative concerning litigation
on a recent claim against the City submitted by M.
Elizabeth Jenkins re: the City's inspection of
property in 1973. In order to eliminate the possibility
of future problems he asked for Council approval of his
representing the City in this matter.
