The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order. Call to Order Invocation was given by Reverend Richard Addison of the Invocation First Baptist Church. Present at Roll Call: Councilman: Decker, Fry, Cruz, Roll Call ' Arkison, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Director of Public Works Wells, Superintendent of Light & Power Gerharz, Fire Chief Torrance, Acting Police Chief Lara, Director of Community Services Guarrera, Finance Officer Cooney, City Clerk Solis Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to continue this hearing to Council meeting of November 7, 1977. The item tabled from the September 19th meeting concerning Abatement of the abatement of building at 63821 North Azusa Avenue, was bldg.at 63821 again brought before Council. N.Azusa Ave. Moved by Councilman Arkison, seconded by Councilman Cruz (Miller) and unanimously carried to raise from the table. Mr. Miller, 1519 N. Ash Ave., Rialto, Ca., owner of sub- ject building addressed Council advising that rehabilita- tion plans are currently being checked by the City's Build- ing Inspector, and requested another extension. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to grant requested extension to November 7, 1977. City Clerk announced that bids were opened in his office Bids for at 10:00 a.m. on Thursday, October 13, 1977, for irriga- irrigation tion supplies necessary to complete the irrigation system system at at Slauson Park. Slauson Pk. City Clerk read affidavit of proof of publication of (low bidder Notice Inviting Bids published in the Azusa Herald on Valley Cities September 29, 1977. Supply Co.) There being no additions or corrections, Minutes of Appvl.Min. ' As neither appellant or Planning Director were in the audience to explain revised plot plan, it was, Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to refer back to the Planning Commission based on new information submitted. Ontario, Calif. 61278.97 It was recommended by the Director of Community Services ' that the bid be awarded to Valley Cities Supply Company, low bidder, in the amount of $6,272.66. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried by roll call to accept recommen- dation of Community Services Director. A proposed Resolution was presented commending Fireman Richard Quaas for his courageous action on September 10, 1977. Councilman Arkison offered the Resolution entitled: a" A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA All) COMMENDING FIREMAN RICHARD QUAAS FOR HIS COURAGEOUS x ACTION ON SEPTEMBER 10, 1977. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to receive and file. 'After investigation by the Director of Public Works and Chief of Police, it was their recommendation that a stop sign be installed at the intersection of the north frontage road of First Street and Fenimore Avenue. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to approve above recommendaton. City Administrator presented request for additional compensation for Mr. Daniel Ryan, Water Maintenance Leadman, for acting in a higher capacity. Mr. Ryan has assumed the duties of Water Foreman since the retirement of Mr. Willie Cain. Director of Public Works recommended Council approve a one step increase for compensation as Mr. Ryan has been acting in this capacity more than 30 days. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to approve recommendation. A proposed Resolution was presented requesting City's accumulation of gas tax funds in the County Aid to Cities Program, for the purpose of the City's share of the cost for the construction of the traffic signal and safety lighting at Irwindale Avenue and First Street. Amount of City's share of proposed project will be approximately _ $13,700. Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING AN ALLOCATION OF COUNTY AID TO CITIES FUNDS FOR THE CONSTRUCTION OF A TRAFFIC SIGNAL AND SAFETY LIGHTING SYSTEM AT THE INTERSECTION OF IRWINDALE AVENUE AND FIRST STREET. i ZT1 Page 4 Res.#6584 designating a stop intersec- tion @Vernon Ave. & Third Street City Treas. Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried to approve the agreement. Director of Community Services requested additional sick Appvl.req.for leave for Mr. Manuel Moreno, Park Maintenance Man I. Mr. addl.sick lve. Moreno has used all allowable sick leave, and requires Manuel Moreno, an additional three weeks. Pk., for sr. citizen use He explained projected plans and answered questions from Council. There was discussion concerning funding of proposed project. City Administrator noted that the Director of Community Services is checking on grant funds, and should have more information relative to available funds by the meeting of November 21, 1977. The matter of the Canyon City Hotel wall sign was brought Wall sign before Council. City Attorney stated he had sent a letter on Canyor directing owner to remove sign or face legal action by the City Hotel City. Director of Public Works advised he had taken pictures of subject sign which has been covered; however, covering is of a temporary nature, and not what the City had intended owner to do. ' Following further discussion, it was Moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried to authorize the City Attorney to proceed with prosecution of owner, in the event he does not comply with complete removal of sign.
