The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order. Call to Order
Invocation was given by Reverend E. Nelson of the Four- Invocation
square Gospel Church of Azusa.

The matter of the continued public hearing on appeal Cont.Pub.Hrg.
from denial of a Variance request by Robert Sprague, to 11/21/77
Case V-531, is still under advisement by the Planning
Commission and will not be referred to Council until
the meeting of November 21, 1977.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to continue above hearing to
the meeting of November 21, 1977.
The City Clerk announced that bids were opened in his Bids for
office at 10:00 a.m. on Thursday, October 27, 1977, for construction
the construction of a traffic signal at the intersection of traffic
of Irwindale Avenue and First Street. signal Irwin-

City Clerk read affidavit of proof of publication of First St.
Notice Inviting Bids published in the Azusa Herald on
September 15th and 29th, 1977. (only bidder
Steiny & Co.,
One bid was received as follows: Inc.)
Steiny & Co., Inc., Anaheim $47,500.
' It was recommended by the Director of Public Works that
the bid be awarded to Steiny and Company, Inc., in the
amount of $47,500., and authorize the Mayor and City
Clerk to execute the contract.
Following discussion re: merits of proration of the costs,
which make the Cities of Azusa and Irwindale pay more than
the County; and as this signal will benefit the County
more than the two cities, it was

Moved by Councilman Arkison, seconded by Councilman
Decker and carried to continue this matter to the
meeting of November 21, 1977, for negotiations by City
Administrator with Los Angeles County and Irwindale for
sharing the costs on an equal one third basis, or less.
Councilman Cruz dissenting.
Mr. Carlos Engel addressed Council re: problems facing
handicapped persons within the City of Azusa. His pro-
posed solutions included need for police enforcement of
handicapped parking spaces. He further suggested an
enabling ordinance be adopted for parking restrictions.
City Attorney is to report to Council on state
enabling legislation, at the next Council meeting.
Mr. Sam Miller addressed Council giving latest informa-
tion on rehabilitation of his building at 638J N.
Azusa Avenue. He is obtaining financing assistance
through the City's new 312 Loan Program, he is getting
bids on work to be done. and his plans have been
checked and approved. He requested Council to again
give him a time extension.

and unanimously carried to grant requested extension to
December 5th Council meeting.

Bennett Company, Inc., one of the bidders for irrigation (irrigation

After discussion, it was

due to irregularities in Valley Cities bid, and authorize

The request for support of Senator "Bill" Richardson in
his efforts to oppose recommended land use development
policies by Southern California Association of Govern-
ments was held in abeyance pending the following action.

and unanimously carried to direct City Attorney, City
Administrator and Planning Director to study above
request and report back to Council as soon as possible.
The request to hang banners across Foothill Blvd., and
Arrow Hwy., advertising "Thomas for Tots Show", was
presented to Council.
Moved by Councilman Fry, seconded by Councilman Arkison
and unanimously carried to approve request to hang
banner on Foothill Blvd., as City has jurisdiction only
in that area.
'A Resolution was presented honoring Mr. Gail Elliott
for his many years of service to the children of this
community through the Parks and Recreation Departrent.

The Agreement between City of Azusa and the Housing
Community Development Program for 1978-79 was submitted
for Council approval.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried to authorize execution of
Agreement.
The City of Glendora requested permission to use Azusa's
judging and reviewing stands for its annual Christmas
Parade.
Moved by Councilman Fry, seconded by Councilman Decker
and carried by roll call to approve request. Councilman
Cruz, and Arkison dissenting.

to notify the City of Glendora to build its own reviewing
stands. Motion failed by the following vote of Council:

Gladstone High School requested City purchase an ad in
its 1977-78 annual.

page ad in the amount of $125.
City Administrator presented the Fire Validation Study
goals and objectives for Council approval; these are:
A total community fire protection system which cost-
effectively achieves a pre -determined risk/loss level
and effectively utilizes all available community

and unanimously carried to approve goals and objectives.
'The Finance Officer requested Council approval for Expansion of
expansion of the 312 Loan Program by upgrading the project Rehabilitation
area, to include non -owner occupied residences in the Loan Programs
project area.
It was his recommendation that Council adopt a policy
that rentals are also eligible for either the Low
Interest Loan Program or the 312 Loan Program.

and carried to approve recommendation of Finance Officer.

On request of the Planning Commission the City Administra- Code Enforce -
tor has been investigating the establishment of a full ment Officer
time Planner/Code Enforcement Officer to be assigned to
the Planning Department. After reviewing the matter
with the Planning Director and Chief of Police, it was
recommended the current Planning Aide, Robert Kreutzkamp,
be assigned one day each week to perform code enforcement
duties.
Moved by Councilman Arkison, seconded by Councilman Cruz
'and unanimously carried to approve recommendation, and to
have a report from the Planning Director in 60 days on
feasibility of same.
The County of Los Angeles Department of Health Services Appmt.of Cncl.
requested that in accordance with Subsection (1) of as hrg.panel
Section 66796.58 of the Solid Waste Control Act of 1976, for solid waste
Council appoint itself as a hearing panel. Management
