Mayor Solem called the meeting to order. Invocation was given by Reverend B. J. Paroulek of the First Presbyterian Church. Reverend Paroulek addressed Council and publicly thanked it for its thoughtfulness in presenting resolution honoring the First Presbyterian Church's 90th anniversary. There being no additions or corrections, Minutes of November 7th meeting stand approved as written. City Administrator presented Resolution to Gail Elliott commending him for his years of service to the community, especially in connection with the Parks & Recreation Department. The matter of the continued Public Hearing on an appeal from denial of Variance by Planning Commission Resolution No. 1404, V-531 Robert Sprague was again brought before Council. The initial appeal has been amended to variance only for rear yard setback of 0' instead of required 5' and it was Planning Commission's recommendation that request be approved. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to close hearing. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call that Variance request be approved as amended. The hour of 7:30 p.m. being the time set for a Public Hearing on proposed zone change on property located north of Santa Fe Railroad tracks, between Dalton and Soldano Avenues from M-1 to R -3c, Case No. Z-199, Richard F. Greene, the Mayor declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of this hearing published in the Azusa Herald on November 3, 1977, and affidavit of posting on November 10, 1977. As Mr. Greene was not present at Hearing, it was moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to continue Public Hearing to meeting of December 5, 1977. The continued item of consideration of bids for construc- tion of traffic signal at intersection of Irwindale Avenue and First Street was again brought before Council. Irwindale would be willing to expend additional funds needed for construction of signal, but this has only been oral. As that was not resolved, it was moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried to continue this item to the Decem- ber 5, 1977 meeting. Mr. Tom Oki, President of the Chamber of Commerce Req. by Tom Oki addressed Council requesting that a resolution be for adoption of adopted endorsing the Chamber of Commerce's Anti -Graffiti resolution re: campaign. graffiti Councilman Decker offered the Resolution entitled; Res. #6592 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ENDORSING THE CHAMBER OF COMMERCE'S ANTI -GRAFFITI CAMPAIGN. He further stated that Council could adopt provisions for private, off street parking areas as well as public off street parking and that all areas would have to be appropriately posted. Reverend Frank Herber, 516 W. If Council is to proceed, a resolution must be adopted at the December 5th meeting if the ballot measure for approval of Section 8 projects is to be included in the March 1978 election. Specific projects need not be listed so that more than one project could be approved without going to the electorate. His request Cncl.re: stemmed from the fact that the Chairman of the Committee Mayor's Comm. was extremely busy and a Vice -Chairman would alleviate on Aging some of the burden. City Administrator reported on policies of SCAG with Rpt.on SCAG regard to its recommending against any applications for by City Adm. State or Federal funds submitted by communities who have not adopted housing assistance goals consistent with the area wide housing plan. This would not affect Azusa as we have met these regulations in our application prepared by Urban Futures. SCAG's main concern was that there be an equitable sharing of housing in all communi- ties in need. He advised at Gladstone that the Police were working with the Recreation Depart- Park ment in quelling the situation. Councilman Fry requested information be submitted to Council whenever disturbances occur. Discussion was held regarding water being released from Morris Dam for a period of 40 days in the hopes that it will be of some benefit. We will not be charged for this as we are only assessed for water that we pump out. Councilman Arkison voiced concern over the status of the City's CRA and that no positive steps had been -taken to make it a working agency. He felt that Eugene Jacobs was not producing any visible results and that Council, being the Community Redevelopment Agency, should strive to accomplish established goals. After discussion, it was consensus of Council that Mr. Eugene Jacobs be requested to make a report to Council, subsequent to the report a joint meeting is to be held with the Chamber of Commerce and also to request the Advisory Committee of the CRA to report on its progress. M Councilman Arkison made a motion to direct the City 1 Attorney to draw up a resolution consisting of a ballot measure that would include the following: Q "Shall the voters of the City of Azusa elect two City Councilmen in the election in the year 1980 and three City Councilmen in the year 1982 with the Mayor to be chosen by the members of the City Council to act as Mayor instead of electing a Mayor and one Councilman in 1980 and a Mayor and two Councilmen in 1982." 'City Clerk advised that for the upcoming elections there would have to be a Council action, on a one time basis only, shortening the term of office of one Councilman, to two years due to the fact that the Mayor, and three Council - manic seats would be vacant for that election. This action will be required in order to make the number of seats vacant the same for each election thereafter. City Attorney advised that this was true, however, pertain- ing to Councilman Arkison's motion, it could be restated, in essence, to ask for a vote on whether or not to revert to former system of Councilmen selecting a Mayor rather than the electorate. After lengthy discussion, Councilman Arkison's motion to authorize City Attorney to prepare a Resolution for a ballot measure calling for the Mayor to be chosen by the Council Members was seconded by Councilman Cruz. Motion passed by the following vote of the Council: AYES: Councilmen: Decker, Cruz, Arkison NOES: Councilmen: Fry, Solem ABSENT: Councilmen: None 'Councilman Arkison made a motion to direct the City Attorney to prepare a resolution consisting of a ballot measure to include the following: "Shall the voters of the City of Azusa limit the terms of City Council to two consecutive four year terms with the exception that a Councilman who has received appointment to that position shall be eligible for two consecutive four year terms follow- ing expiration of his appointed term. Motion failed by the following vote of the Council: AYES: Councilmen: Cruz, Arkison NOES: Councilmen: Decker, Fry, Solem ABSENT: Councilmen: None Discussion was held regarding March 1978 election where- in 3 council seats and 1 mayoral seat would be-acant, and that action is necessary to limit one council seat for a two year term,so that future elections would be more uniform, i.e., 2 council seats, 1 mayoral seat each election. City Attorney advised that action by Council could designate one seat to be for a 2 year term, however, new laws effective January 1978, would allow that successful candidate receiving the least number of votes would serve the 2 year term. Due to necessary action by Council prior to the end of the year, City Attorney was researching the matter and would have an opinion and necessary resolution for 12/5/77, x meeting. Councilman Arkison offered for adoption the resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE 'FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Arkison, seconded by Councilman Decker that resolution be adopted.
