The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Solem called the meeting to order. Call to Order
Invocation was given by Monsignor Robert J. Stein of St. Invocation
Frances of Rome Church.

There being no additions or corrections Minutes of the Appvl. Min.
November 21, 1977, meeting stand approved as written. 11/21/77 mtg.
Mayor Solem presented a plaque to Willie Cain, Water Plaque presntd.
Foreman in the Water Department for his 19 years of to Willie Cain
service to the City of Azusa.

Mr. James Wall, representing petitioner Richard Greene,
addressed Council providing information on noise factor,
and stated garages will be used as a sound barrier
between apartment complex and the railroad tracks.
Planning Director advised Council that the apartment
complex has a planned landscaped area and therefore,
the use of the City Park should not be increased to
excess.
Following further discussion, it was

Moved by Councilman Decker, seconded by Councilman
Arkison and unanimously carried by roll call to approve
requested zone change and direct the City Attorney to
prepare the necessary Ordinance.
The continued item, construction of traffic signal at Constr.of
intersection of Irwindale Avenue and First Street, traffic signal
which had been continued from the meeting of November Irwindale Ave.
21st, was again brought before Council. Director of & 1st St.
Public Works advised Council that notification had
been received from Supervisor Schabarum that the County (Bid awarded

Decker and carried by roll call to approve recommenda-
tion of Director of Public Works and award Project
571 to Steiny & Company, in the amount of $47,500.,
based upon the understanding that costs will be
equally shared by all governing entities, i.e., County
of Los Angeles, City of Irwindale and City of Azusa.

Subsequent to discussion in which City Administrator (continued to
requested that the matter be continued to the meeting 12/19/77 mtg.)
of December 19th because he and the Director of Community
Services feel there is a need to investigate and determine
priorities and time scheduling and other matters atten-

A proposed Resolution was presented calling for an election
of certain officers in the City and for the submission to
the electors of certain measures relating to the establish-
ment of a low rent housing project for senior citizens,
and the elimination of the elective office of Mayor and
designating one City Council Office for a two ysar term.
Councilman Decker offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING
OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY
ON TUESDAY THE 7TH DAY OF MARCH, 1978, FOR THE ELECTION
OF CERTAIN OFFICERS OF SAID CITY AS REQUIRED BY THE
PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELAT-
ING TO GENERAL LAW CITIES AND FOR THE SUBMISSION TO THE
QUALIFIED ELECTORS OF SAID CITY OF CERTAIN QUESTIONS,
PROPOSITIONS OR MEASURES RELATING TO THE ESTABLISHMENT
OF A LAW RENT HOUSING PROJECT FOR SENIOR CITIZENS AND

City Attorney advised that to include municipal elections
in this type of mailing would require an amendment to
existing state law.
It was the consensus of Council that City Administrator
contact State Legislators to determine best approach to
amend existing law to include municipalities.

City Attorney addressed Council regarding his report on Rpt.on design.

two year council seat to be the one won by successful
candidate receiving the lowest number of votes.
Council's adoption of the resolution calling for election
and designation of offices for a two year term has pre-
cluded any further action by Council.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to receive and file.
City Attorney submitted to Council a report re: permis-
sable action, by a city, to limit use of facilities by
senior citizens. His report, in summary, states that
use by senior citizens is permitted providing af:cess to
facilities, is available to other groups when facility
is not being used by senior citizens. Further discussion
was held regarding what the minimum age is to determine
eligibility as a senior citizen. It was the consensus
of Council that Director of Community Services report
on a determination for designation of senior citizens.

Planning Director for determination of proper zoning. of proper

City Administrator reported on his attendance at a SCAG Rpt.re:SCAG by

with grants and revenue sharing distribution.

vided by Eugene Jacobs and CRA Advisory Committee. Mr.
Jacobs, through the City Administrator, requested the
matter be postponed until public hearings on elements
of the general plan are held. CRA cannot function
until this is done. Subject hearings are scheduled
for the December 19, 1977, Council meeting.

Councilman Arkison brought up the matter of weeidy Swap Swap Meet

Administrator and Police Chief that not much can be done,
except for normal policing, because most of the parking
problems are on private property.
City Attorney reported on current status of Jenkins vs Claim vs Cite
City of Azusa. City Attorney has matter in litigation, (Jenkins)
on City's liability re: building inspection. He advised
that there is a court move to dismiss the case.
City Clerk read in full a resolution authorizing payment Res.#6602
