Mayor Solem called the meeting to order. Invocation was given by Rev. Frank Herber of the Church of Jesus Christ of Latter Day Saints. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Arkison, Solem ' Also Present: City Attorney Newton, Assistant City Administrator Cooney, Director of Public Works Wells, Superintendent of L:ght & Power Gerharz, Police Chief Elkins, Fire Chief Torrance, Planning Director Fitz- simmons, Director of Community Services Guarrera, City Clerk Solis. There being no additions or corrections Minutes of the December 5, 1977, Council Meeting stand approved as written The hour of 7:30 p.m. being the time set for a Public Hearing to establish projects and priorities for 1978-79 M under the Housing and Community Development Act, the Mayor declared the hearing open. p Cit Clerk resented affidavit of roof of publication of Notice of this hearing published in the Azua herald on December 1, 1977. Planning Director addressed Council advising that two public hearings are necessary to satisfy funding require- ments for projects and priorities. Assistant City Administrator advised that there are 40 loans 'now in process through the 312 Loan Program, funded under the Community Development Act. He also advised that a staff report will be presented at the Council meeting of January 35 1978, recommending expansion of current project area eligible for the low interest loans, under the 312 Program. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to close the hearing. The hour of 7:30 p.m. being the time set for a Public Hearing on requesEd change of zone on property located at 543 E. Arrow Highway, the Mayor declared the hearing open. City Clerk presented affidavit of proof of publication of Notice of this hearing published in the Azusa Herald on December 1, 1977, and affidavit of posting on December 2, 1977• Roger Hobbs, and Barry Cottle, applicants representatives addressed Council providing information on type of multiple family units planned, if zone change is approved. Councilman Fry requested the City Attorney prepare a report for Council on the feasibility of requiring maintenance bonds for apartments in order to insure proper and contin- uing maintenance of landscaping. After further discussion, it was Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried to close the hearing. Moved by Councilman Arkison, seconded by Councilman Cruz and unanimously carried by roll call to approve the recom- mendation of the Planning Commission and approve requested change of zone, and direct the City Attorney to prepare the necessary Ordinance. Mike Brokemarkle representing Urban Futures, Inc., addressed Council. He advised Council that with the 'changes made in the General Plan, by the adoption of above elements, City had now conformed with state law requirements for compliance as a Community Redevelop- ment Agency. Moved by Councilman Cruz, seconded by Councilman Decker and unanimously carried to close the hearing. A proposed Resolution was presented adopting the Land Res.#6603 re: Use Element of the General Plan. Mr. Tony Sanchez, representative of Bassett Council of Rpt.on Social Agencies addressed Council re: his organization's refurbishing plan for refurbishing dwellings for senior citizens in dwellings for the area. Following a question and answer period Manuel Sr.Citizens Rubio addressed Council asking that Council take great pains to insure validity of program in order to protect 'the senior citizens. Moved by Councilman Fry, seconded by Councilman Arkison and unanimously carried to refer this matter to the City Administrator to check with the East San Gabriel Valley Consortium concerning this program, and report to Council with recommendation at next Council meeting. The Azusa Herald requested City sponsor a Christmas Greet- Appvl.purch. ing to all residents of Azusa in the amount of $300. Christmas Greeting ad City Attorney advised that advertisements during this in Az.Herald time of political electioneering should not include photos of incumbent councilmen. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to approve purchase of a Christmas greeting ommitting any photos of Council Members, and picture of City Hall complex would be substituted. Councilman Cruz asked Director of Community Services Rpt.on Sr. for status of proposal for Senior Citizens Nutritional Citizens Program. The Director indicated that the proposal is nutritional being prepared now and will be submitted at the desig- program nated time. Councilman Cruz asked the Director of Services to prepare the application within the 'Community next two weeks. Mayor Solem asked that the senior citizen organizations be kept informed on progress of program. City Clerk submitted claim vs City, below the $2,000 Claim vs deductible amount, by Juan Islas, 564 E. Duell Street, City Azusa for alleged damage to property by City workers. Director of Community Services advised that damage has already been taken care of. Superintendent of Light & Power recommended claim be paid in the amount of $128. A proposed Resolution was presented amending the City's Res.#6605 re- request for an allocation,of County aid to Cities funds amending Res. for the construction of a traffic signal at the intersection #6585 of Irwindale Avenue and First Street. The amendment was for change in amount of money allocated from County from $13,700 to $15,900-, this will ratify action taken at the Council meeting on December 5th, that all three agencies should share costs equally for proposed construction of traffic signal. Director of Community Services presented a summary of Designated age findings relative to age requirements for Senior Citizen for Senior programs. It was recommended that designated age required Citizen status for Senior Citizen status be 60. Moved by Councilman Arkison, seconded by Councilman Fry and unanimously carried to approve recommendation. Community Services Department has requested waiver of Waiver of required $1.00 bicycle license fee during the period bicycle from December 31, 1977 through January 31, 1978. A proposed Resolution was presented approving the incor- poration of new Well No. 7 and new Reservoir No. 5 into the City's water system. New state legislation now requires a resolution be adopted before a permit may be obtained to add any new facilities into the City's water system.
