The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Solem called the meeting to order. Call to Order
Mr. Federico Garcia petitioner for requested zone change
proposes to build an additional dwelling on his lot,
,which is presently zoned Rlc (single family residential).
Mr. Garcia addressed Council giving his reasons for the
requested change of zone. Mr. Ward Archer, 925 N.
Angeleno and Mr. Hugh Nelson, 937 N. San Gabriel Ave.,
apprised Council of their opposition to proposed zone
change.
After discussion, it was
Moved by Councilman Cruz, seconded by Councilman Decker
and unanimously carried to close the hearing.
Moved by Councilman Decker, seconded by Councilman Arkison
and carried by roll call to affirm the denial of the
Planning Commission. Councilman Cruz, and Mayor Solem
dissenting.
The hour of 7:30 p.m. being the time set for a Public Pub.Hrg.re:
Hearing on an appeal from the denial of a Tentative denial of
Parcel Map No. 10145, as petitioned by Mr. John C. Tent.Parcel
Rayburn, the Mayor declared the hearing open. Map No.10145
City Clerk read affidavit of proof of publication of
notice of this hearing in the Azusa Herald on December
'29, 1977•
The parcel map splits two existing 50' wide lots into
two lots that are 68' and 32' wide. Planning Commission
determined that the reduced lot width and area would not
be consistent with the General Plan, and adopted Resolu-
tion No. 1438 denying Tentative Parcel Map No. 10145.
Mr. Rayburn addressed Council and stated he had subsequent
to the Planning Commission's public hearing complied with
all requirements set forth by Resolution No. 6577, and
requested Council look favorably on his appeal. There
being no one else in the audience wishing to be heard,

Moved by Councilman Decker, seconded by Councilman Fry
and carried to approve the Tentative Parcel Map No. 101453
and direct the City Attorney to prepare the necessary
Resolution. Councilman Cruz dissenting.
The matter of the Senior Citizen Home Refurbishing Project Senior Citizen
which had been continued from the last Council meeting home refurbish -
was again brought before Council. Finance Officer submitted ing program
the following guidelines to be used if Council adopts this
program for the City of Azusa.
1. The dwelling to be refurbished must be owner occupied
and owner must be 65 or over with the majority of
his or her income derived from Social Security.
2. All refurbishing work under this program shall be
limited to the exterior of dwelling (minor carpentry,
painting, landscaping, driveway repair, etc.).

N 3. The Bassett Barrio Council will supply and supervise
in all labor in connection with the refurbishment.
Q' 4. The City of Azusa through Community Development funds
will make available a grant up to $500. per dwelling
for material.
5. The scope of repairs will be agreed on by the City
representative, Mr. Diaz, and a representative of the
Bassett Barrio Council prior to commencing any work.
6. A detailed material list (approved by the City of Azusa)
' will be sent to the Purchasing Department. All supplies
will be purchased through the city's Purchasing Depart-
ment.
7. At completion each job will be approved by the owner
and the City.
8. The Bassett Barrio Council is to furnish all of their
own equipment.
9. The City wil.1 assist in publicizing this program to
the senior citizens.

Azusa High School Concert Choir requested permission to
have a banner hung across Foothill Blvd. at its inter-
sections on Azusa Avenue and Citrus Avenue, announcing
the Third Annual Aztec Sing.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried by roll call that request be
granted.
A proposed Resolution was presented commending Mrs.
Dorothy Moskus, Senior Secretary in the Police Department
on her retirement.
Councilman Arkison offered the Resolution entitled:

Transit Mixed Concrete Company requested an extension
of its Ooffii.cional Use Permit, (C-148) concerning
irrigation and planting of berm. Due to the continued
rainfall contractors have not been able to fulfill this
condition of the CUP, and a 120 day extension has been
requested.

City Administrator presented an amendment to Joint Exercise Amendment to
of Powers Agreement between the City of West Covina and Joint Exercise
member agencies participating in the East.Valley Burglary of Powers Agmt.
Investigation Team project. Amendment deals with liability
for the acts of individual team members and the cost of
insurance necessary to provide this coverage.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to approve amendment to agreement
and authorize the Mayor to execute same.
City Administrator reported on the meeting with special
counsel representing the City in its litigation against
the California Edison Company. The meeting was attended
by Mayor Solem, Councilman Fry, Superintendent of Light
& Power Gerharz and City Clerk Solis.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to recommend special counsel to
proceed with litigation against Southern California Edison
Company in the Anti Trust Suit contingent upon the cities
of Anaheim and Riverside participating in the suit.
McKeon Construction Company is filing its Sub -division
map for Tract No. 20894, at Sierra Madre and Vernon
Avenues, it is necessary that the City Council adopt
resolutions accepting the Grant Deed and Easement for
walkway.

City Administrator reported on procedures to be followed Abatement
when considering abatement of sub -standard structures. procedures
The matter was discussed and a copy of the City's approved
procedures provided for information. No action taken by
Council.

Director of Community Services presented information and
requirements necessary to develop a viable nutritional
program for Azusa Senior Citizens under federal guidelines.
Recreation Superintendent answered questions concerning
the operation and success of this type of program in other
cities.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to instruct the Director of Com-
munity Services to proceed with his efforts to establish
the program, and to obtain the necessary funding.
Superintendent of Light & Power advised that the Light
& Power Department entered into an "Agreement for
Installation and Removal of Electrical Energy for Power
and Lighting Service" with Ray -Bar Engineering Corp.,
697 W. Foothill Blvd.
Moved by Councilman Cruz, seconded by Councilman Arkison
and unanimously carried to receive and file.
Finance Office requested a service charge of $3.00 be
levied against NSF checks issued to the Light & Power
Department. This would apply only to those customers
who habitually issue bad checks.
Moved by Councilman Arkison, seconded by Councilman Cruz
and unanimously carried to approve request.
City Administrator advised Council the matter of reschedul-
ing Annual Azusa Bicycle Safety Program was actually just
an information item inviting the Council to attend the
,Bike Rodeo held at that time. No action was taken by
Council.
Director of Community Services requested Council approval
of the attendance of himself, the Recreation Supervisor
and Members of the Commission at the Annual California
& Pacific Southwest Park & Recreation Conference, to be
held in Fresno, from February 24th through 28th 1978.
Budgeted funds are available for an advance of $300. for
each individual.

The Chief of Police requested permission for Sgt. Ronnie
Clark and Officer Michael Scherer to attend a Criminal
Investigation Course to be given at the Regional Criminal
Justice Training Center, Modesto, from March 6th through
17th3 1978. All costs are reimbursable under P.O.S.T.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried that request be granted.
A proposed Resolution was presented requesting changes
in City's original application for state grant monies
under the State and Urban and Coastal Park Bond Act of
1976. Application is amended to withdraw Slauson Park
pool improvements and add Community Recreation Center
patio enclosure at Memorial Park.

A communication from the Director of Community Services
was submitted in which he advised that the Lease Agreement
with the Los Angeles County Sanitation District, for
utilizing their Azusa Treatment Plant property for recrea-
tional purposes, was ready for Council approval. There
was discussion re: the Cal Tec property adjacent to subject
property, and possibility of leasing same.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried by roll call to approve Lease
Agreement with the County and authorize the Mayor to
sign same.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to direct the Planning Department
to investigate present zoning of the Cal Tec property.
Finance Officer informed Council City's insurance agents
invited him to attend a two-day seminar on "Municipal
Insurance Costs", with no cost to the City. It was felt
by the Council that offer -by the insurance company to
pay for expenses was not in the best interest of the
City, as the seminar would deal with "self insurance".
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried by roll call to approve request
with the stipulation City is to pay all expenses.
Director of Public Works submitted recommendation that
Council appoint Mr. Daniel Ryan to the position of Water
Foreman at Range 122.5, Step 3, effective January 17,
1978.
Moved by Councilman Arkison, seconded by Councilman Fry
and unanimously carried to approve recommendation.
A communication from the Director of Community Services
was discussed concerning improvements to Northside Park,
Council had at a prior meeting requested input from
citizens. During discussion, in which the City Adminis-
trator noted lack of communication and misunderstanding
on what was to be done by the City, it was

input from citizens and Council to discuss and take action
at a future meeting.
'Councilman Arkison suggested a legal notice would insure
publication, whereas, a news release may not.

request for input on improvements to Northside Park.
Finance Officer requested Council provide direction for
the preparation of a revenue sharing Ordinance for the
distribution of revenue sharing funds.

Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call to authorize the
City Attorney to draw up an Ordinance showing proper
distribution of revenue sharing funds.
Mayor Solem requested Council ratification of his
appointments of the following three individuals to
serve on the Mayor's Committee on Aging:

Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to approve Mayor Solem's
appointments.
Councilman Arkison moved to have a Resolution prepared
protesting SCAG'S housing distribution proposal. Motion
died for lack of a second.
Councilman Fry brought up the matter of an action taken
by the City of Pico Rivera protesting the projected
distribution of traffic fines and forfeitures. City
Administrator advised he would look into the matter and
report to Council.
Councilman Decker requested that action be taken to
provide a replacement for retiring Fire Chief Torrance
Moved by Councilman Decker, seconded by Councilman Cruz
and unanimously carried to instruct Personnel Board to
take steps to fill vacancy through a closed promotional
,examination,
City Clerk read in full a Resolution authorizing payment
of warrants by the City.
Councilman Cruz offered the Resolution entitled:

ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
