Mayor Solem called the meeting to order. Invocation was given by Rev. Richard C. Addison of the First Baptist Church of Azusa. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Arkison, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Superintendent of Light & Power Gerharz, Director of Public Works Wells, Chief of Police Elkins, Acting Fire Chief Littlefield, Planning Director Fitzsimmons, Finance Officer Cooney, Director of Commun- ity Services Guarrera, City Clerk Solis There being no additions or corrections, Minutes of the meeting of February 21, 1978, stand approved as written. The hour of 7:30 p.m. being the time set for a Public M Hearing on an appeal from the denial of Tentative Parcel Map No. 10298, which had been continued from the meeting x of February 21, 1978, the Mayor declared the hearing A open. C Mr. Jack Streblow, representative of Dillingham Corp., addressed Council, as well as Mr. Bill Payne, represen- tative of Coldwell Banker, stating their views pertinent to a favorable action on this appeal from denial. Following discussion, during which Director of Public Works was asked for information, it was Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to close the hearing. Moved by Councilman Cruz, seconded by Councilman Arkison and unanimously carried by roll call to approve the appeal provided developer furnishes a bond for construc- tion and improvement of Gladstone St., adjacent to Lot #16, prior to development of land, within 12 months. Motion failed by the following vote of Council: AYES: Councilmen: Cruz, Arkison NOES: Councilmen: Decker, Fry, Solem Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to deny the appeal and approve the subdivision subject to conditions as set forth by the Planning Commission. Councilman Cruz dissenting. The rehabilitation of building at 63821 North Azusa Avenue, which had been continued from the meeting of February 21st, was again brought before Council. Mr. Miller, owner of subject property, addressed Council re: current state of rehabilitation of building at 63821 N. Azusa Avenue. He answered questions by Council concerning his efforts to complete rehabilitation. City Clerk requested Council approval to prepare and Appvl.City's develop City's 911 Emergency Telephone System. The 911 Emergency Los Angeles County procedure calls for each City to Telephone submit its own emergency telephone system. The City of Duarte requested use of $10,000 in federally "Safer Off Roads" funds allocated to the City of Azusa, for the extension of Royal Oaks Drive. Moved by Councilman Fry, seconded by Councilman Decker to accept recommendation of Director of Public Works. Director of Public Works submitted Parcel Map No. 10145 Appvl.Parcel for Council approval. A proposed Resolution was presented directing the Plan- Res. #6637 ning Commission to rescind and cancel its previousestablishing selection of the boundaries of the Project Area and its new Project previous formulation of the Preliminary Plan, and Boundaries & direct the Commission to select new Project Boundaries Preliminary and to formu]a to a new Preliminary Plan. Plan (CBD) Councilman Arkison offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DIRECTING THE PLANNING COMMISSION TO RESCIND AND CANCEL ITS PREVIOUS SELECTION OF THE BOUNDARIES OF THE PROPOSED AZUSA CBD REDEVELOPMENT PROJECT AND ITS PREVIOUS FORMU- LATION OF THE PRELIMINARY PLAN FOR THE REDEVELOPMENT OF SUCH PROPOSED REDEVELOPMENT PROJECT AREA: AND DIRECTING THE PLANNING COMMISSION TO SELECT NEW BOUNDARIES OF THE PROPOSED REDEVELOPMENT PROJECT AND TO FORMULATE A NEW PRELIMINARY PLAN FOR THE NEWLY SELECTED REDEVELOPMENT PROJECT AREA. However, the City of Duarte for Duarte should be given authority to construct the extension of street within the City of Azusa in the interest of the Royal Oaks added safety of the residents located in that part of Drive Duarte. Moved by Councilman Arkison to deny recommendation of x Director of Public Works and to provide extension of Q Royal Oaks Drive through use of grant funds. Motion Q died for lack of a second. It was recommended by the Director of Public Works that claim be denied. Moved by Councilman Decker, seconded by Councilman Arkison and unanimously carried that the claim be denied. Claim against the City, under the $2,000. allowed deductible, was submitted by Mr. Donald F. Krieger in the amount of $497.35, for alleged damages to pickup truck when struck by police unit. Mrs. Irene Gilbertson, Assistant Director of Civil Defense requested Council approval to attend workshops as follows: Radiological Defense Officer Refresher Course March 14-16, 1978 - Huntington Beach Emergency Readiness Exercise Development Workshop March 28-30, 1978 - Pasadena There is no cost to the City as programs are fully funded by DCPA and the State.
