RESOLUTION NO. 6639
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD IN SAID CITY OF AZUSA ON THE 7TH DAY OF
MARCH, 1978, DECLARING THE RESULT THEREOF AND SUCH
OTHER MATTERS AS ARE PROVIDED BY LAW.
WHEREAS, a regular general municipal election was held and con-
ducted in the City of Azusa, County of Los Angeles, State of California,
' on Tuesday the 7th day of March, 1978, as required by law; and
WHEREAS, notice of said election was duly and regularly
given in time, form and manner as provided by law; that voting
precincts were properly established; that election officers were
appointed and that in all respects said election was held and conducted
and the votes cast thereat, received and canvassed and the returns made
and declared in time, form and manner as required by the provisions of
the Elections Code of the State of California for the holding of
elections in cities; and
WHEREAS, pursuant to Resolution No. 6636 adopted the 6th day
of March, 1978, the City Clerk of the City of Azusa canvassed the
returns of said election and has certified the results to this City
Council, said results are received, attached and made a part hereof as
A "Exhibit A".

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. That there were 12 voting precincts established
for the purpose of holding said election consisting (of consolidations)
of the regular election precincts in the City of Azusa, as established
for the holding of state and county elections.
'SECTION 2. That said regular general municipal election
was held for the purpose of electing the following officers of said
City as required by the laws relating to cities in the State of
California, to wit:
a Mayor of said City for the full term of 2 years
2 Members of the City Council of said City for the
full term of four years
1 Member of the City Council of said City for the
full term of two years, pursuant to Resolution
No. 6597 adopted the 5th day of December 1977.
SECTION 3• That at said regular general municipal election,
the following measure was submitted to the electors of said City, to
wit:
May the City of Azusa establish low rent housing
projects for Senior Citizens including powers to
acquire, construct, and develop such projects?
SECTION 4. That the whole number of votes cast in said
City (except absent voter ballots) was 2,748.
That the whole number of absent voter ballots cast in '
said City was 37, making a total of 2,785 votes cast in said City.
SECTION 5. That the names of persons voted for at said
election for Mayor are as follows:

That the measure voted upon at said election is as follows:
MAY THE CITY OF AZUSA ESTABLISH LOW RENT HOUSING
PROJECTS FOR SENIOR CITIZENS INCLUDING POWERS TO
ACQUIRE, CONSTRUCT, AND DEVELOP SUCH PROJECTS?
That the number of votes given at each precinct and the
number of votes given in the City to each of such persons above
named for the respective offices for which said persons were candi-
dates (and for and against the measure) were as listed in Exhibit
"A" attached.

SECTION 6. The City Council does declare and determine

That as a result of said election, a majority of the
qualified voters voting on said measure relating to LOW RENT SENIOR
CITIZEN HOUSING PROJECT ESTABLISHMENT did vote in favor thereof, and
that said proposition was carried, and shall be deemed adopted and
ratified.
SECTION 7. The City Clerk shall enter on the records of the
City Council of said City, a statement of the result of said election,
showing:
1 The whole number of votes cast in the city;
2 The names of the persons voted for;
3 The measures voted upon;
4 For what office each person was voted for;
5 The number of votes given at each precinct to each
person, and for and against each measure;
(6) The number of votes given in the city to each person,
and for and against each measure.
SECTION 8. That the City Clerk shall immediately make and
deliver to each of such persons so elected a Certificate of Election
signed by the City Clerk and duly authenticated; that the City Clerk
shall also administer to each person elected, the Oath of Office
prescribed in the State Constitution of the State of California and
shall have them subscribe thereto and file the same in the office of
the City Clerk. Whereupon, each and all of said persons so elected
shall be inducted into the respective office to which they have been
' elected.
`SECTION 9. That the City Clerk shall certify to the
passage and adoption of this resolution; shall enter the same in the
book of original Resolutions of said City; and shall make a minute of
the passage and adoption thereof in the records of the proceedings of
the City Council of said City, in the minutes of the meeting at which
the same is passed and adopted.
PASSED, APPROVED AND ADOPTED this 14th day of March, 1978.

Acting City Administrator read statement from retiring Statement by
Councilman Arkison, Following is text of statement: retiring Counc.
Arkison
"My absence tonight is not the act of an ungracious loser.
Tuesday nights are the culmination of my week's work at
my place of employment. If I am not present it causes an
inconvenience to other employees.
I am disappointed in having to relinquish my seat on the
'City Council. I feel that in the four years I served, I made major contributions towards the betterment of the
City government and the people it serves.
There are some matters I pursued which remain unfinished.
I would like to have seen them brought to a conclusion.
There are other matters which I had intended to pursue
had I retained my position on the Council.
It was my mistaken belief that I did not need to conduct an
Intensive campaign for reelection. My mistake was
evident on March 7, as the votes were counted.
�+ I thoroughly enjoyed being on the Council, working with
N (and sometimes against) my four colleagues, department
heads and city employees.
A My deepest appreciation is extended to those voters who
gave me the opportunity to serve for four years and to
those who supported my candidacy in last week's election.
Unfortunately, for me, there were less the second time
than there were the first time.
My congratulations to the winners and best wishes to the
entire Council. Thank you."

receive and file.
The Honorable Michael B. Rutberg, Judge of the Municipal Oath of Office
Court, Citrus Judicial District, administered oath of by Judge Rutberg
office to the four successful candidates.

and unanimously carried that further reading be waived.
Moved by Councilman Decker, seconded by Councilman Fry
that the Resolution be adopted. Resolution passed and
adopted by the following vote of Council:

'Councilman Cruz stated as follows: "I would like to Remarks by
thank you all for the vote of confidence last Tuesday Counc. Cruz
at the Municipal Election. I appreciate your support
and look forward to a very fruitful second term in
office. Having won by a large plurality I hope to enjoy
your continued support and together we will make Azusa a
better place in which to live .
Mayor Solem stated as follows: "All I have to say is Remarks by
we have the best city in the world and I would hope as Mayor Solem
time goes on each of us, in our own way, can do a
little more for the city. This year we had a 309 turn
out of eligible voters, I would like to see 75%, and
would work for it. Maybe if each of us gets our neighbor
involved and our neighbor gets his neighbor involved,
and we get enough involvement, we will get the turn out
of voters that most of us would like to see. Each of us
has a stake in this city and the more of us that work
at it, the better city it will be. I appreciate the
help that I have gotten. I had a nice year, and the
election was favorable to me, and that is always a little
better than if it isn't. I work at it, and if each of
us work at it possibly those who should be reminded to
vote aren't here tonight and probably weren't at the
polls. We have a good city and lets keep it that way.
Thank you very much."
Moved by Councilman Fry, seconded by Councilman Decker Adjourn
and unanimously carried to adjourn.

the Certificate of Canvass, marked Exhibit "A", declaring
there were two candidates for office of Mayor, eight candidates
for member of City Council, and a measure to edtablish low
rent housing for senior citizens.

The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order.
Invocation was given by Rev. Frank Herber of the Church
of Jesus Christ of Latter Day Saints.
Present at Roll Call: Councilmen: Decker, Fry, Cruz,
Moses, Solem
Also Present: City Attorney Newton, City Administrator
Dangleis, Superintendent of Light & Power
Gerharz, Director of Public Works Wells,
Chief of Police Elkins, Planning Director
Fitzsimmons, Finance Officer Cooney,
Director of Community Services Guarrera,
Personnel Board Chairman Allen, City Clerk
Solis
There being no additions or corrections Minutes of the
March'6th regular meeting and adjourned meeting of March
14th, 1978, stand approved as written.
Councilman Cruz presented a Resolution and plaque to Mr
Donald A. Olejnik recognizing his seven and one half
years of service as member of the Planning Commission.
City Clerk announced that bids were opened in his office
at 10:00 a.m. on Wednesday, March 15, 1978, for Senior
Citizen Nutrition Program caterer.

Two bids were received as follows:

Director of Community Services answered questions directed
to him by Council concerning items to be negotiated with
bidders, and further, discussed the relative merits of the
different types of meals provided by both services.
Moved by Councilman Fry, seconded by Councilman Cruz and
unanimously carried to reject all bids based on bidders
failure to conform to specifications, and to authorize
Director of Community Services to negotiate with Cassardi
Enterprises based on the amount shown and meeting the
other specifications.
City Clerk adv1_sc;c' Council '_hat new legislation provides
for City Council to authc•�.ze an increase in the limitation
of words, in the preparation of Candidates's Statement,
from 200 to 11-00.
'Moved by Councilman Fr;,, seconded by Councilman Decker
and unanimously carriT,d to retain the 200 word limitation
on Candidate's Statement.
A communication was presented from Rancho Azusa Homemmers
Association statiAg its disapproval of the use of city
streets for the storage of recreational vehicles. City
does provide legislation prohibiting parking of trailers
1500 lbs and over, however, this omits motorhomes,mini
homes, campers, etc. They request city enact necessary
legislation providing that motorhomes must be stored off
streets when not in use for recreation purposes, or used
for daily transportation.
