NOTICE TO THE PUBLIC FOR REGULAR MEETING. In compliance with Government Code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Persons who wish to speak in-person during the Public Participation portion of the Agenda or on a Public Hearing item shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after this time will not be accepted. Archived video of recorded meetings is also available on the City website. Notice Regarding California Environmental Quality Act (CEQA) Determinations. Pursuant to CEQA, a "project" is defined as a "whole action" subject to a public agency's discretionary funding or approval that has the potential to either (1) cause a direct physical change in the environment or (2) cause a reasonably foreseeable indirect physical change in the environment. "Projects" include discretionary activity by a public agency, a private activity that receives any public funding, or activities that involve the public agency's issuance of a discretionary approval and is not statutorily or categorically exempt from CEQA. (Pub. Res. Code § 21065.) To the extent that matters listed in this Agenda are considered “projects” under CEQA, their appropriate CEQA determination will be listed below each recommendation. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items listed or not listed on this Agenda. Members of the audience will have the opportunity to address the City Council/Agency Board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the Council/Agency Board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments may be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. DISCUSSION ON POSSIBLE RENAMING OR HONORING OF ROUTE 66 ALONG THE CITY OF AZUSA SEGMENT OF ALOSTA AVENUE. RECOMMENDED ACTION: 1) Consider ECD Staff’s Presentation on how to best honor Route 66 along the portion of Alosta Avenue within the City of Azusa and provide further direction. RECOMMENDED ACTION: Approve the following Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s); and Approve the attached Side Letter of Agreement between the City and the Unrepresented job classification of Training Coordinator related to double-time for Overtime Pay and Compensatory Time off pay in the performance of the Police Department’s payroll. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING THE PROCLAMATION OF LOCAL EMERGENCY CAUSED BY THE HOMELESS CRISIS. RECOMMENDED ACTION: Review and adopt the following Resolution No. 2024-C39: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA EXTENDING THE PROCLAMATION OF LOCAL EMERGENCY CAUSED BY THE HOMELESS CRISIS Total Cost: N/A Is the cost of this item budgeted? N/A Fund/Account No: N/A 5. APPROVAL OF A MEMORANDUM OF AGREEMENT BETWEEN THE CITIES OF AZUSA, DUARTE, AND IRWINDALE, AND THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS FOR SB 104 FUNDING. RECOMMENDED ACTION: Approve an increase to the Best, Best & Krieger, LLP Blanket Purchase Order No. 039195 of $55,00, for Fiscal Year 2023/24 to a total not-to-exceed amount of $305,000; Approve an increase to the Best, Best & Krieger, LLP Blanket Purchase Order of $75,000, for Fiscal Year 2024/25 to a total not-to-exceed amount of $325,0000. AWARD A CONTRACT FOR THE FOOTHILL BOULEVARD PAVEMENT REHABILITATION PROJECT (66125A-7120 and 66125B-7120) – PHASE II. RECOMMENDED ACTION: Award a contract to the lowest base bidder, All American Asphalt in the amount of $1,828,699.00 and a 10% contingency ($182,870,) for potential change orders. Total contract amount of $2,011,569.00; and Authorize the City Manager to execute contracts, in a form acceptable to the City Attorney, on behalf of the City. RECOMMENDED ACTION: Accept the project improvements; and Authorize Staff to file a Notice of Completion for the CDBG-funded Sidewalk and ADA Improvements Project No. 602600-23. RECOMMENDED ACTION: Approve Professional Services Agreement with Guadagno & Sons to operate a three-day carnival for weekend of October 18-20, 2024; and Authorize the City Manager to execute the Professional Services Agreement, in a form acceptable to the City Attorney, on behalf of the City, subject to non-substantive changes made by the City Manager and City Attorney. RECOMMENDED ACTION: Approve and execute the attached Cannabis Tax Fund Grant Program Agreement for Grant Year 2024-2025 between the State of California CHP and the City of Azusa Police Department; and Approve the purchase of a fully outfitted DUI Enforcement Patrol Vehicle and DUI Enforcement Operations offered through the reimbursable CTFGP 2024-2025 in an amount not-to-exceed $113,345.60.
