HomeMy WebLinkAboutE-10 Staff Report - CDBG NOCCONSENT ITEM E-10 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: ROBERT DELGADILLO, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JULY 15, 2024 SUBJECT: ACCEPT COMPLETION OF THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SIDEWALK AND ADA IMPROVEMENTS PROJECT NO. 602600-23 AND FILE A NOTICE OF COMPLETION BACKGROUND: The City of Azusa received approximately $140,381 in Community Development Block Grant (CDBG) funds to be utilized in FY 2023-2024. Of that total amount, approximately $123,381 was allocated towards construction and $17,000 was budgeted for administrative costs associated with CDBG program oversight and compliance with federal labor standards. On February 5, 2024, the City Council awarded a contract to CT&T Concrete Paving, Inc. for the Sidewalk and Americans with Disabilities (ADA) Act Improvements Project No. 602600-23, funded by the City of Azusa CDBG Program FY 2023-2024. The project was completed on April 12, 2024. The proposed actions will accept the improvements and authorize Staff to file a Notice of Completion for the project. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Accept the project improvements; and 2)Authorize Staff to file a Notice of Completion for the CDBG-funded Sidewalk and ADA Improvements Project No. 602600-23. Approved City Council July 15, 2024 ACCEPT COMPLETION OF THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SIDEWALK AND ADA IMPROVEMENTS PROJECT NO. 602600-23 AND FILE A NOTICE OF COMPLETION July 15, 2024 Page 2 ANALYSIS: The completed project repaired uplifted/damaged sidewalks and installed curb ramps in compliance with the latest standards for ADA requirements. The project focused on areas that qualified for CDBG funds. The improvements were located in the general area of Azusa Avenue and Paramount Street. The final improvements included the installation of three (3) ADA curb ramps, three (3) commercial drive approaches, replacement of 900 square feet of 8-inch thick P.C.C. spandrel and 200 square feet of new 4-inch thick P.C.C. sidewalk. Although the project improvements were completed on April 12, 2024, federally-funded construction projects are required to be reviewed by the Los Angeles County Development Authority (LACDA) to ensure contract and labor compliance. The LACDA completed its Labor Compliance File Review on June 6, 2024 and has determined that the City of Azusa and CT&T Concrete Paving, Inc. have complied with the federal contract compliance requirements. FISCAL IMPACT: Administrative and labor compliance services performed by LDM Associates, Inc. were paid from CDBG funds managed by the City’s Economic and Community Development Department, as part of a separate professional services agreement dated June 28, 2022. A contract for this construction project was awarded in the amount of $113,520, which included a 10% contingency for potential change orders. The project was completed at a total construction cost of $103,200. The construction project was funded by Community Development Block Grant Funds (Account No. 18-35-910- 000-7176/602600-7176). Upon Finance completing the closeout of FY 2023-2024 CDBG Program, unspent CDBG funds shall be added via an amendment to FY 2024-2025 CDBG Program.
