SUBJECT: HUMAN RESOURCES ACTION ITEMS
BACKGROUND:
The recommended actions approve Personnel Action Requests in accordance with the City of Azusa Rules
of the Civil Service System and applicable Memorandum of Understanding(s), and also approves a side
letter of agreement between the City and the Unrepresented job classification of Training Coordinator
related to Double-time for Overtime Pay and Compensatory Time in the performance of the Police
Department’s payroll.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1)Approve the Personnel Action Requests contained in this report in accordance with the City of
Azusa Rules of the Civil Service System and applicable Memorandum of Understanding(s); and
2)Approve the attached Side Letter of Agreement between the City and the Unrepresented job
classification of Training Coordinator related to double-time for Overtime Pay and Compensatory
Time off pay in the performance of the Police Department’s payroll.

C. Side Letter – Overtime Pay and Compensatory Time for Training Coordinator
The Training Coordinator in the Police Department is not formerly represented by a collective
bargaining unit and thereby designated as an Unrepresented classification, with benefits associated with
the Civilian Association of Police Personnel (“CAPP”) whose Memorandum of Understanding
(“MOU”) that commenced on August 1, 2020 and is set to expire on July 31, 2024. Due to the position
of Executive Assistant (formerly Senior Administrate Specialist) at the Police Department being vacant
since April 2024, the Training Coordinator is currently required to work mandatory overtime in order
to complete the Police Department’s payroll, which is not in the Training Coordinator job description.
Therefore, to incentivize the Training Coordinator to work overtime as needed to complete the Police
Department’s payroll which is a mandatory and time sensitive function, the Police Department is
recommending additional Overtime Pay or Compensatory Time off at two times the regular rate of pay
for the Training Coordinator classification until two months after the Executive Assistant position is
filled to allot time for training the Executive Assistant.
FISCAL IMPACT:
All proposed changes were approved with the FY 2023/24 Adopted Budget and/or are able to be absorbed
with anticipated salary savings.

SIDE LETTER OF AGREEMENT
BETWEEN
CITY OF AZUSA
AND
UNREPRESNTED JOB CLASSIFICATION, TRAINING COORDINATOR
This Side Letter of Agreement (“Agreement”) between the City of Azusa (“City”) and an
Unrepresented Job Classification, Training Coordinator, (collectively “Parties”) is entered into
with respect to the following:
WHEREAS, the Training Coordinator is not formerly represented by a collective
bargaining unit and thereby designated as an Unrepresented classification; and
WHEREAS, the City Manager is designated the Employee Relations Officer to
Unrepresented employees; and
with benefits associated with the Civilian Association of Police Personnel (“CAPP”)
whose Memorandum of Understanding (“MOU”) that commenced on August 1, 2020 and is set to
expire on July 31, 2024; and
WHEREAS, due to the position of Executive Assistant (formerly Senior Administrate
Specialist) at the Police Department being vacant since April 2024, current Training Coordinator
is required to work mandatory overtime in order to complete payroll, which is not in the Training
Coordinator job description; and
WHEREAS, the CAPP MOU expiring July 31, 2024 provides an employee Overtime Pay
or Compensatory Time off at one time and one-half of the regular rate of pay; and
WHEREAS, to incentivize the Training Coordinator to work overtime as needed to
complete the Police Department’s payroll which is a mandatory and time sensitive function, the
Police Department is recommending additional Overtime Pay or Compensatory Time off at two
times the regular rate of pay for the Training Coordinator classification until two months after the
Executive Assistant position is filled to allot time for training the Executive Assistant.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa
does hereby:
Section 1. Authorize the following:
In the event the Training Coordinator is required to complete payroll for the Police Department,
the Overtime Pay or Compensatory Time off rate will be at two-times the Employee’s regular rate
of pay for the hours the employee spends completing the payroll process.
The two-times rate will be retroactive to April 14, 2024. The two-times rate will expire 60 days
after the position of Executive Assistant to the Chief of Police is no longer vacant.
