CLOSED SESSION REPORT City Attorney Marco Martinez reported City Council met in closed session for five items and reported there were no reportable actions for any of the five items. CEREMONIAL 1. Proclamation proclaiming the Month of June 2024 as LGBTQ+ Pride Month in the City of Azusa Mayor Gonzales read the proclamation aloud, proclaiming the month of June 2024 as LGBTQ+ Pride Month in the City of Azusa (City). 2. Check Donation Presentation to OneLegacy Foundation City Manager Gonzalez presented a check donation to OneLegacy Foundation on behalf of the Employee Relations Committee. 3. Certificate of Recognition to the Azusa High School Varsity Baseball Team in winning CIF Division 8 Southern Section Championship Mayor Gonzales presented a Certificate of Recognition to the Azusa High School Varsity Baseball Team in winning CIF Division 8 Southern Section Championship. PUBLIC PARTICIPATION Diana Reyes Williams, President of the Azusa Woman’s Club, announced that the club has had a spectacular year, and the membership is filled with amazing and vibrant members. The business year ends on June 30, 2024, and doors re-open in September. The Azusa Woman’s Club is a non-profit, philanthropic, and federated organization that has existed since 1901. The club hosts events, fundraisers, and donates time to benefit the community. The club recently attended Sierra High School and Azusa Scholarship Awards, where they gave one-thousand-dollar scholarships to four graduating students. The club hosts blood drives, country line and salsa dancing lessons, wellness classes, financial literacy classes, and last year hosted a Golden Days dinner and dance at the AWC Ranch. The club collaborates with the Azusa Senior Center for various events and contributes to the local food bank and library. As an environmentally conscious organization, they welcome anyone interested in joining their cause. Prospective members can reach out via email at azusawomensclub.info@gmail.com. An annual blood drive is scheduled for June 26, 2024, from 1 p.m. to 7 p.m. Those interested in donating blood can visit the club’s Facebook page or redcrossblood.org and use the code ‘AWCA’ to schedule an appointment. Donors will be given a $15 e-gift card. On June 30, 2024, at 1 p.m., the club will host a Bunco game. The entry City Council June 3, 2024 Page | 3 fee is $20, but military personnel, both active and veterans, can participate at half the price. The club welcomes walk-ins. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Manager Communications City Manager Gonzalez disclosed that he held discussions with Chief of Police Wenrick, as well as with the Command Staff of the Azusa Police Department, concerning an incident that transpired over the past weekend. He advised that he has been looking into the incident very closely and assured that an independent, transparent investigation will be initiated, which will not be conducted internally. City Manager Gonzalez advised that the Chamber CEO has retired, and the Chamber Executive Board is currently analyzing the situation and exploring ways to revive the Chamber. It is anticipated that the staff will be able to present a report from the Executive Committee, via the Deputy City Manager, regarding the future direction of the Chamber in approximately one to two months. COUNCIL COMMENTS Mayor Pro-Tem Alvarez announced an American Flag Exchange event, scheduled for June 8, 2024, from 11 a.m. to 1 p.m. During this event, individuals can exchange their old, worn-out flags for a new 3x5 flag. The flags for this exchange are generously donated by the VFW and American Legion. He emphasized that flying tattered flags is considered disrespectful. This event will be held in front of the City Hall. Additionally, a free Annual Veterans Forum event is planned for June 15, 2024, from 8:30 a.m. to 1 p.m. at the National Guard Armory in Azusa. Councilmember Avila Jr. announced a Pool Opening Day event is scheduled for June 8, 2024, at Slauson Park. The Slauson Community Pool will be open to the public from Monday through Friday, 1 p.m. to 3:45 p.m., every Saturday from noon to 3:45 p.m., and every Sunday from 1 p.m. to 3:45 p.m. The entry fee is $1 per person. Night swimming will be available every Wednesday night from 8 p.m. to 9:30 p.m. and a movie night at the pool will take place every Friday night from 8 p.m. to 10 p.m. for $3 per person. An American Flag Retirement Ceremony is scheduled for June 15, 2024, where the surrendered flags will be honorably retired. The Azusa High School Varsity Baseball Team will hold a fundraiser event at the VFW on June 14, 2024, at 7 p.m. to raise funds for their CIF rings. Councilmember Avila Jr. also reported attending the California Contract Cities Association Seminar from May 16 through May 18, and the International Council of Shopping Centers (ICSC) in Las Vegas from May 19 to May 21, 2024. He extended his congratulations to the staff for their excellent work at the ICSC event. Councilmember Mendez also reported attending the the ICSC Conference, describing it as a successful event. He also announced the upcoming Movie Night in the Park events and a Summer Reading Program at the Azusa Library, which will commence on June 10, 2024. He requested that an item regarding department notifications be added to the agenda. Councilmember Beckwith announced an event at the Azusa Library Auditorium on June 4, 2024, at 5 p.m., which will provide a safe space for children with ASD to engage in interactive skills. The Summer Concert Series 2024 events are set to kick off on June 27. He also reported on his attendance at the Contract Cities Conference and the ICSC Conference. He expressed his appreciation to the staff for their efforts during the Employee Appreciation Week, Canyon City Classic and Community Festival, and the grand opening ribbon- cutting event at the Azusa Resource Center (ARC). He extended his congratulations to the Azusa High School students who recently received scholarships and requested that an item to discuss the Alosta Street naming be added to the agenda. Mayor Gonzales congratulated all Azusa High School 2024 graduates. The ARC is now operational, and he congratulated Senior Project Manager Lucy Demirjian for the hard work. A ceremony for the Azusa High School Varsity Baseball Team will take place at the City Hall on June 8, 2024, at 3 p.m. He thanked the City Manager for the Chambers update. He requested that the City Clerk begin preparations for a second Al Fresco meeting in July. He also reported on his attendance at the Contract Cities Conference and thanked the staff for their diligent work at the ICSC Conference. He expressed his belief that the Council should have been notified about the incident over the weekend so that residents with inquiries could be informed. He emphasized the need for accountability if there is any incorrect handling or mishandling of the situation. SCHEDULED ITEMS 1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING PARTICIPATION IN THE LOS ANGELES URBAN COUNTY PERMANENT LOCAL HOUSING ALLOCATION PROGRAM. No Fund/Account No: TBT Senior Project Manager Lucy Demirjian provided the staff report for a resolution of the City Council of the City of Azusa regarding approval of participation in the Los Angeles Urban County Permanent Local Housing Allocation Program and responded to Council questions. Mayor Gonzales opened the Public Hearing and requested proof of notification. City Clerk Cornejo stated he had proof of publication in the San Gabriel Valley Tribune on April 15, 2024. RECOMMENDED ACTION: 1) Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521(a) and approve the lease agreements with Enterprise Fleet Management for the lease of three (3)-2024 Nissan Leaf S 4dr Hatchbacks through the use of a bid with TIPS-USA; and, 2) Authorize the City Manager to execute the lease agreements with Enterprise Fleet Management. N/A Fund/Account No: N/A Councilmember Mendez highlighted that the day camp would accommodate ninety students, and three hundred students would be permitted for swimming lessons. He sought a comparison of these figures with those of the previous year. Director of Community Resources Carpenter responded that twenty spaces have been added this year. The capacity has increased substantially with the many new staff; however, there is still a waiting list. While capacity has increased, so has demand. The staff has been working to expand the capacity by an additional ten to twenty spots. Motion: by Councilmember Mendez, seconded by Mayor Pro-Tem Alvarez, to Adopt Consent Calendar item E- 6.
