The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order.
Invocation was given by Rev. Ronald Gothberg of the
Calvary Lutheran Church.

There being no additions or corrections, Minutes of the
May 1, 1974 regular meeting stand approved as written.

"--4 City Clerk announced that bids were opened in his office
at 10:00 a.m. on Thursday, May 11 1978, for doors for
Azusa Fire Department - 2 doors 24, wide x 12' high,
d (fiberglass clopay #500).
City Clerk read affidavit of proof of publication of
Notice Inviting Bids, published in the Azusa Herald on
April 27, 1978. Due to the fact that no bids were
received, it was recommended by the Acting Fire Chief that
Purchasing Department be allowed to receive quotes on
subject doors, and waive formal bidding procedure.
'Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried by roll call to approve request of
Acting Fire Chief and to waive formal bidding procedure
finding it impracticable, useless and uneconomical in
such instance to follow such procedures and that the
public welfare would be promoted by dispensing with the
same.
The item continued from the May lst meeting concerning
the street system in Aerojet property was again brought
before Council.
Director of Public Works submitted for Council inspection
a report of the area showing positioning of subject
street, and advised that street in question would be
brought up to City standards in all respects.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried by roll call to accept dedica-
tion of North Street and the alley, and approve Parcel
Map #10328.
Moved by Councilman Decker, seconded by Councilman Fry

Mr. Dick Rea, Planning Officer from the United States
Forestry Service was not in attendance to speak concerning
the Sheep Mountain Wilderness. Item 3a was not taken up.
A claim was presented under the $2,000. deductible
against the City by Richard Davies, 516 Alameda Avenue,
Azusa for alleged destruction of his property by City
Folice Department. Following a presentation by Mr.
Davies of documents he purported to be pertinent to his
claim against the City, it was

and unanimously carried to refer the matter to the City
Attorney for investigation of the legal aspects and
report to Council his findings at the meeting of June 5,
1978.
A claim was presented under the $2,000. deductible against Claim vs City
the City by William T. Alva, for damage to his property
at 5218 Enid Avenue, Azusa, by Police vehicle.
'Moved by Councilman Cruz, seconded by Councilman Moses
and unanimously carried to pay damages in the amount of
$170. to Mr. Alva.
A proposed Resolution was presented commemorating the Res. #6662
celebration of Cinco De Mayo. Subject Resolution was Cinco De Mayo
presented prior to adoption, and ratification of this
adoption is now in order.

As requested by Council, City Attorney Newton submitted
a report concerning the appointment of members of the
Parks and Recreation Commission. Section 2.16.020 now

a) Two members appointed by Mayor, subject to confirma-
tion by the Council.
b) Two members are to be appointed by the Mayor subject
to Council confirmation f rom persons recommended to
Council, for appointment by the governing board of
the Azusa Unified School District.
c) The fifth member is to be selected by the above four
appointees.
He further advised the Municipal Code can be amended to
provide for appointment of commission members by any
method that Council considers appropriate.

The City Treasurer's Financial Statement was submitted
showing a balance of $3,714,664.11, as of April 30, 1978.

of Easement from Aerojet-General Corporation for utility
purposes, and directing the City Clerk to execute same.

As directed by Council, Director of Public Works reported
on actions being taken by the Public Works Department to
reduce electrical consumption of water producing devices
during the peak period from 11:00 a.m, to 4:00 p.m.
There is presently budgeted $20,000 for the purpose of
installing a standby electrically powered booster
adjacent to the existing electrical booster. It was
his recommendation that the $20,000 budgeted for the
standby electric booster be diverted to convert the
existing electrical booster to a natural gas powered
booster.

Cassardi Enterprises,caterer for the Senior Citizens'
Savings Acct.
Nutrition Program has been unable to secure a Performance

ments. The owner/manager, Don Fuller, has indicated his
willingness to provide $5,000 toward the development of
a Bonded Trust Savings Account. This arrangement would
serve in exactly the same way as a Performance Bond in
protecting the City of Azusa.
It is the recommendation of the Director of Community
Services that the City establish a Bonded Trust Savings
Account in the amount of $5,000., and enter into a
contractual agreement with Cassardi Enterprises upon
completion of this transaction.

and unanimously carried to approve recommendation.

Councilman Decker brought up the matter of unsanitary
and unclean conditions at the shopping center between
Azusa Avenue, San Gabriel and Sierra Madre Avenues.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to refer to the City Administra-
tor for disposition of cleaning up center.
