CLOSED SESSION REPORT
City Attorney Marco Martinez reported City Council met in closed session for three items and reported there were
no reportable actions for any of the three items.
CEREMONIAL
1. Check Presentation for the CalHOME Program Recipients
City Manager Gonzalez announced that the City of Azusa (City) has received a $4.3 million grant to help first-time
home buyers in the City and also those who want to make improvements or additions to their homes through the
ADU Program. CalHOME Representatives Daniela Espinosa and Italia Cardenas presented the check.
PUBLIC PARTICIPATION

REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
1. ‘Pet of the Month’ Presentation by Los Angeles County Animal Care & Control
Mayor Gonzales presented a flyer for Hershey, a one-year-old Belgian Malinois who has been spayed. Hershey
loves hiking and long walks, and he is available for adoption at the Baldwin Park Animal Care Center.
2. City Manager Communications
City Manager Gonzalez announced the Al Fresco meeting is scheduled for July 15, 2024, where residents will have
an opportunity to see the Council in a different light.
3. City Clerk: NOTICE IS HEREBY GIVEN that the following City Commissioners’ terms of office will
expire on September 30, 2024
1 position – Library Commission
2 positions – Personnel Board (1 Appointed by City Council and 1 Appointed by City
Employees)
1 position – Planning Commission
City Clerk Cornejo announced that applications for these positions will be accepted in the Office of the City Clerk
through 5:00 p.m. on Thursday, August 15, 2024. Applications are available in the City Clerk’s Office - 213 East
Foothill Boulevard and at: www.azusaca.gov.
COUNCIL COMMENTS
Mayor Pro-Tem Alvarez announced that several Concerts in the Park events hosted by the Community Resources
Department are scheduled for June 27th, July 2nd, and July 11th. The concerts are from 7 p.m. to 9 p.m. at Memorial
Park. The Flag Exchange event and Flag Retirement Ceremony were well attended. He thanked the Boy Scouts
Troop 188, Young Marines, and the American Legion Post 180. He wished everyone a happy Fourth of July and
urged drivers to be safe. Vallarta Supermarkets in the Edgewood Shopping Center is anticipated to open by May.
An invitation was extended to attend Vallarta’s grand opening in Watsonville, California and it was very well
received. He announced that unfortunately, the City lost another lifelong resident, Tom Gonzalez, who many knew
as “Pork Chop Tom.” He hoped that everyone could say a prayer for Mr. Gonzalez and for the entire Gonzalez
family. Mr. Gonzalez passed away on Father’s Day and was a father of six.

Councilmember Avila Jr. announced that the James Slauson Community Pool is open Monday through Friday, 1
p.m. to 3:45 p.m., Saturday from noon to 3:45 p.m., and Sunday from 1p.m. to 3:45 p.m. The cost is one dollar per
person. Wednesday night has night swimming from 8 p.m. to 9:30 p.m. and Friday night is movie night from 8
p.m. to 10 p.m., and that is $3 per person. He thanked the community for attending the Flag Retirement Ceremony,
as well as Azusa Connects and Pastor John Leroy. He extended his thoughts and prayers to Pork Chop Tom’s
family.
Councilmember Mendez announced as part of the Azusa Library, there will be a Dino Puppet Show on June 18th,
Mad Science: Fire & Ice on June 25th, Annie the Balloon Maker on July 2nd, and Warmhearted Reptiles on July 9th.
Free lunch is provided Monday through Friday from 11:30 a.m. to 12:30 p.m. for all ages 0 through 18 at the
Azusa City Library and Memorial Park in collaboration with Azusa Unified School District (AUSD).
Councilmember Beckwith announced the Azusa Library’s Farm to Tables programs will have activities every
Tuesday starting now until July 16th. The next one is posted by Athens Services regarding fun ways to recycle, and
the following week is Beekeeper’s Association. He congratulated the students who recently graduated and stated
that it was a joy to attend with some of his colleagues at Azusa High School. Azusa Connects put on a great
fundraiser of City Versus City Bowling event that raised money for some great causes. He reported attending this
last month’s Gold Line JPA meeting as the alternate. They continue to be on schedule and their construction
should be completed in January. There will then be some testing by Metro before they open the line at
approximately twelve months from now. He added that Metro is planning to do some sort of turnstiles system
wide, but it will take some time because each station needs their own design alterations in order to make it happen.
He requested that the Council adjourn in memory of longtime Azusa resident and member of the Foothill
Community Church, Kenneth Frazier. Mr. Frazier is survived by his wife, Deborah Frazier, who is a longtime
AUSD employee and retired two years ago.
Mayor Gonzales congratulated City Staff, Public Works, and all who recently placed the flags that commemorates
Flag Day and also celebrates the Fourth of July. He pointed out that this had been a tradition in the City for a
number of years and he was glad to see it brought back. He congratulated colleagues from the Ad Hoc Committee
regarding the Flag Retirement Ceremony and stated that it is important that the City continue to work well with the
Veteran community. He stated that he has the honor of doing the welcoming ceremony for Grace Napolitano’s
military event held at the Armory. This is her last event, and she has always chosen Azusa to do these particular
things for Veterans, so he wanted to publicly thank her for choosing the City. He advised the City Manager that the
new congressional members coming in want to continue using the City and continue moving this project forward.
The Azusa Raiders 3rd Annual Car Show hosted by Azusa Raiders Jr. All American Football & Cheer is scheduled
for June 22, 2024, at Zacatecas Park. Reminder that illegal fireworks start at a minimum of $1,000 fine and with a
minimum second infraction it can go up to $5,000. Legal purchases of Safe and Sane fireworks may only be
discharged on the Fourth of July between noon and midnight in residential zones only. It is against the law to
discharge fireworks anywhere north of Sierra Madre Avenue, in City parks, parking lots, alleys, or in schools. He
urged anyone seeing illegal fireworks going on to call the Azusa Police Department. Do not approach the persons
that are doing the illegal fireworks but get a very good description of who is doing it so that it can be provided to
the police department dispatch. Additional information is available on the City website at azusaca.gov/fireworks.
He urged everyone to have a safe Fourth of July.
SCHEDULED ITEMS
1. PUBLIC HEARING REGARDING DELINQUENT TRASH COLLECTION FEES
RECOMMENDED ACTION:
1) Open the public hearing, receive public testimony, and close the Public Hearing;
2) Adopt Resolution No. 2024-C33 approving the list of delinquent accounts to be placed on special
assessment for inclusion to the property tax roll by the Los Angeles County Assessor on the FY 2024-2025
tax bill; and
3) Approve the Director of Administrative Services, or her designee, to turn over to the Los Angeles County
Assessor the delinquent account list after the adoption of Resolution No. 2024-C33

Director of Administrative Services Talika Johnson provided the staff report regarding delinquent trash fees and
responded to Council questions.
Vice President of Government Affairs – Athens Services Liz Ramirez and the Billing introduced Collections
Manager Veronica Sanchez who provided details pertaining to the process of notifying tenants who are delinquent
with their accounts and responded to Council questions.
Mayor Gonzales opened the Public Hearing and requested proof of notification.

City Clerk Cornejo stated he had proof of publication in the San Gabriel Valley Tribune on June 5, 2024. Two
letters of protest were received from Riddell Acuna and Cynthia Vera.
Public Comments:
Cynthia Vera, resident at 197 North Rodecker Drive, expressed her concern regarding a letter she received, which
indicated a lien on her home. She felt that she should have been alerted at the time of delinquency, assuring that she
would have addressed the issue promptly. Given the absence of such notification, she does not feel responsible.
Vector Bracamotes, resident at 166 North Dalton, voiced his concerns about a letter he received stating that he must
give a full refund within twenty-one days or a detailed explanation for any deductions from the deposit. The tenant
in question was evicted in November of the previous year. Mr. Bracamontes revealed that the tenant had failed to
pay their trash bill. He received the letter in April, but due to the expiration of the twenty-one-day period, he is
legally unable to take any action against the tenant. Mr. Bracamontes urged the Council to consider this matter.
Qun Shen, representative, advised that they received their own payment notice invoices recently for $277.94 unpaid
trash collection fees and never received any detailed invoices for any specific contents for them. She stated that the
letter shows their address, but they never received any invoice previously. Last year, they received another public
hearing notice for over $500 for a trash fee collection, which was paid by credit card payment. She asked the tenant
for those fees, and he paid. But recently, they received this public hearing notice again and never knew what
happened regarding the trash collection fees. Ms. Shen requested that the fines be waived for the invoices and be
given any discount, if possible, but if not, they will pay the regular charges. She inquired about the possibility of
differing the billing address.

Mayor Gonzales closed the Public Hearing.
City Manager Gonzalez indicated that staff is ready to work with Athens on how to communicate to ensure that
landlords are aware of when those accounts are becoming delinquent, since highly likely they will be referred to the
Assessor’s Office and it will be a surprise for landlords. We could work on a system where if there is an account
past due sixty days, that automatic, or the landlords get the notice. Also adding the landlords to the account
information so they can call and clarify the tenants’ payment schedule.
Ms. Ramirez responded to Council questions and agreed to speak with each of the public speakers regarding their
concerns.

RECOMMENDED ACTION:
1) Adopt Resolution 2024-C34, A Resolution of the City Council of the City of Azusa adopting Year Two
(fiscal year ending June 30, 2025) of the biennial budget and approving appropriations for the City of
Azusa for the Fiscal Years commencing July 1, 2023 and ending June 30, 2025;
2) Adopt Resolution 2024-UB04, A Resolution of the Utility Board of the City of Azusa adopting Year Two

City Manager Gonzalez and Director of Community Resources Miki Carpenter presented the staff report for Year
Two (fiscal year ending June 30, 2025) for Fiscal Years 2023-24 and 2024-25 City, Utilities, Public Financing
Authority, and Successor Agency operating and Capital Improvement Plan Biennial budget and General Fund
Reserve Policy and responded to Council questions.
Chief of Police Wenrick responded to Councilmember Mendez’s question regarding collaboration with
neighboring cities where the bodies are already working in Azusa, but they are offsetting the cost bringing their
people to Azusa’s jail as opposed to theirs and stated that some neighboring agencies are dealing with staffing
shortages in their jail. The police department believes that this special services program will result in cost savings
in the long run because the department will be able to increase the holding capacity in the jail and then contract out
with other cities to handle their bookings and housing their inmates, which will offset the costs of this program.

3. DISCUSSION & DIRECTION REGARDING POLICY FOR ANNUAL SELECTION OF MAYOR
AND MAYOR PRO TEM
RECOMMENDED ACTION:
1) It is recommended the City Council review the City’s existing Mayor Pro Tem selection policy and
additional sample policies from other cities and provide direction concerning a proposed Mayor and Mayor
Pro Tem Selection Policy to be adopted by Resolution at a future meeting.

City Attorney Martinez provided the staff report regarding the policy for annual selection of Mayor and Mayor Pro
Tem and responded to Council questions.
After discussion, direction was provided to uphold the existing Mayor Pro Tem selection policy. The Council
acknowledged that a policy for handling tie-breaker situations is still under consideration and will be addressed at a
future meeting.

RECOMMENDED ACTION:
Award a Professional Services Agreement in an amount not to exceed $822,639 to IDS Group for design
consultation services, including predesign scope and cost development, conceptual, schematic and design
development, preparation of construction documents, plans, and specifications, and bid process and
construction administration support services; and Authorize the City Manager to execute a contract, in a form
acceptable to the City Attorney, on behalf of the City, subject to non-substantive changes made by the City
Manager and City Attorney.
