SUBJECT: APPROVE MODIFICATION TO MSRC GRANT FROM THE SOUTH COAST AIR
QUALITY MANAGEMENT DISTRICT GOVERNING BOARD
BACKGROUND:
Staff applied for and received a grant in the amount of $55,000 from the South Coast Air Quality
Management District’s (SCAQMD) Mobile Source Air Pollution Reduction Review Committee
(MSRC) Local Government March Program for the purchase of three light-duty zero emission vehicles
and one heavy-duty near-zero emission vehicle. These grant funds were intended to maximize the
AQMD allocated funds that the City already receives. Due to the prior shortage of vehicles and charging
infrastructure, the purchase of these vehicles was put on hold.
With some materials and vehicles more accessible, Staff received approval for the purchase of the three
light-duty zero emission vehicles on June 3, 2024 and delivery of those vehicles is forthcoming. Efforts
to identify a heavy-duty near zero emission vehicle have been made with not much success in locating
one that meets the parameters of the grant.
Due to the timeline and requirements of the original grant, Staff approached the MSRC and requested a
modification to the contract eliminating the tasks and funding associated with the $25,000 for the heavy
duty near zero emission vehicle. This funding would revert to the MSRC’s AB 2766 Discretionary Fund
for future opportunities.
RECOMMENDATIONS:
Staff recommends that City Council take the following actions:
1)Authorize the City Manager to execute the AB2766/MSRC Local Government Partnership
Program Modification to Contract.

ANALYSIS:
In mid-2018, Staff applied for and was awarded a grant in the amount of $55,000 from the SCAQMD’s
MSRC Local Government Match Program. It was anticipated that the grant would fund a portion of
three (3) light-duty zero emission vehicles and one (1) heavy-duty near zero emission vehicle. At that
time, the infrastructure required to support these additional vehicles was not sufficient. Subsequently,
the pandemic was upon us and materials to complete the infrastructure were in short supply and the
vehicles themselves became difficult to procure.
The infrastructure has now been installed and on June 3, 2024, City Council approved the purchase of
the zero-emission vehicles. Near zero-emission, heavy-duty trucks, which meet grant requirements, are
still unavailable. In order to move forward with the grant and complete the requirements for the zero-
emission vehicles without the purchase of the near zero-emisson heavy duty truck, a grant modification
is necessary.
FISCAL IMPACT:
The grant amount of $25,000 to offset the cost of the heavy duty truck will be eliminated.
