SPECIAL SERVICES OFFICER

DEFINITION
Under the general direction of the Chief of Police, the Special Services Officer performs
security duties at city-owned facilities (to include buildings and outdoor spaces) and books
and processes arrestees; provide security and care for persons in custody; prepares
arrestees for court; transports arrestees to court and outside detention facilities;
coordinate visitations; respond to public inquiries; and prepare and serve meals those
persons in custody.
CLASS CHARACTERISTICS
Incumbents will be assigned to a division with the Police Department as designated by
the Chief of Police. The Special Services Officer must maintain strict confidentiality with
all information obtained during their official duties. This position is considered an entry-
level position responsible for the safety and security of City-owned facilities and the safe
and efficient operation of the jail. Incumbents are subject to rotating shifts, weekends, and
holiday work. This classification is distinguished from the next higher classification of
Police Officer in that the latter performs more complex and technical field and law
enforcement duties.
ESSENTIAL FUNCTIONS
•Works a fixed post or tours the inner/outer perimeter of a city facility to detect or
prevent individuals or groups from committing acts which are injurious to others or
to property within or around a facility.
•Ensures that only authorized employees, vendors or other appropriately identified
persons and permitted access to closed or restricted areas.
•Relays any suspicious persons, behavior, activity, or objects to appropriate
personnel.
•Writes a daily activity, incident, or other related reports.
•Operates miscellaneous equipment and/or motor vehicles as required in the
conduct of routine patrol or to report to alternate assignment posts in accordance
with staffing needs.
•Issues written warnings for parking violations and issues citations when
appropriate.
•Books and processes arrestees; types booking records of incoming prisoners;
photographs and fingerprints prisoners; receives, records, and maintains control
of arrestee's personal property as required; supervises and maintains the care and
security of persons in custody; readies prisoners for court appearances; cites and
releases prisoners; releases prisoner's property.
•Maintains jail operations, facilities, and records in an efficient and effective manner;
coordinates visitations and responds to visitors' questions and concerns; applies
federal, state, and local laws related to the care and custody of prisoners; ensures

• Responds to questions and concerns from the general public, departmental staff,

be required to carry a firearm and safety equipment during the performance of

QUALIFICATIONS
Education and/or Experience
• Education: HS/GED.
• Experience: Any combination of education and/or experience that would provide
the knowledge, skills, and abilities necessary for satisfactory job performance.
Licenses or Certification
• Possession of and ability to maintain a valid Class C California Driver’s License
and a satisfactory driving record.
• Must pass the American Red Cross CPR/First Aid certification class training as
often as provided by the City in order to maintain certification.
• Must be 18 years of age at the time of appointment.

INFORMATION TECHNOLOGY MANAGER - GIS

Under administrative supervision, plans, designs, coordinates, and manages the activities
and operations of the City’s Geographic Information System (GIS) infrastructure and
personnel within the Information Technology Department. Performs related functions as
required.
CLASS CHARACTERISTICS
This single-position class reports directly to the Director of Information Technology and is
responsible for the daily operations of the City’s GIS and will assist the Director in the
strategic planning, development, and implementation of the City’s GIS-related resources
and activities
SUPERVISION EXCERCISED
Supervision is provided by the Director of Information Technology. Supervision is
exercised over Information Technology staff.
ESSENTIAL FUNCTIONS
•Plans, implements, manages, and supports complex interdepartmental GIS
initiatives and programs within the City.
•Work with department managers and directors to help execute their visions using
GIS/location-based technology.
•Manage the City’s GIS/location-based technology operations including
computer/mobile device operations, technical support, systems analysis,
programming, database management, and other related technologies.
•Manage subordinate GIS staff, set work priorities, perform annual performance
evaluations, provide training and skill development.
•Prepare and monitor the GIS operating budget. Providing funding proposals and
develop forecasting of funds for additional staff, equipment, materials, and
supplies.

INFORMATION TECHNOLOGY MANAGER - NETWORK

DEFINITION

telecommunications systems for all City departments. Manages the daily activities of
technology related functions and perform related work as required.
CLASS CHARACTERISTICS
This single position class reports directly to the Director of Information Technology and
assists the Director in the daily operations of the Department, as well the strategic
planning, development, and implementation of City-wide information technology
resources and activities.
SUPERVISION EXCERCISED
Supervision is provided by the Director of Information Technology. Supervision is

ESSENTIAL FUNCTIONS
•Plans, organizes, directs, designs and manages, complex interdepartmental
information systems, networks, and telecommunication programs and projects,
including complex systems, procedures, standards, and policies.
•Manages multiple IT critical business and infrastructure systems for a modern
utility and City, such as but not limited to critical communication networks, fiber
optic, wireless and broadband services, and enterprise financial and resource
management systems.
•Coordinates computer systems interfaces, ensures secure network integrity,
ensures system recovery and responds to system failures or problems.
•Plans for the configuration, acquisition, and integration of additional computers and
telecommunications equipment City-wide.
•Plans and administers commercial software deployments and services by third
party vendors to meet specifically defined department needs.
