AGREEMENT WITH GLOBAL URBAN STRATEGIES, INC. FOR
PROFESSIONAL GRANT MANAGEMENT SERVICES
BACKGROUND:
On June 20, 2022, the City Council approved a Professional Services Agreement (PSA) with
Global Urban Strategies, Inc. for professional grant research and development services. The initial
term of this agreement was for one (1) year, with up to two (2) additional one-year renewal options.
In July, 2023 the City entered into a First Amendment to the PSA extending the term of the
Agreement by one year through June 30, 2024 and increasing the monthly rate for services to
$8,000.
The subject action would approve a Second Amendment to the PSA with Global Urban Strategies
to renew and extend the term of this agreement by one additional year through June 30, 2025.
Compensation would remain unchanged under the current agreement.
RECOMMENDATIONS:
Staff recommends that the City Council take the following actions:
1) Approve a Second Amendment to the Professional Services Agreement with Global
Urban Strategies, Inc. extending the term of the Agreement for one year through June 30,
2025 in an amount not to exceed $8,000 per month or $96,000 annually; and
2) Authorize the City Manager to execute the Amendment, in a form acceptable to the City
Attorney, on behalf of the City.

ANALYSIS:
The City of Azusa currently receives professional grant research and development services through
a Professional Services Agreement with Global Urban Strategies, Inc. Global Urban Strategies,
Inc. is a seasoned grant-writing firm with over 60 years of combined experience in this sector,
having successfully obtained over 500 million dollars of local, state, federal, and private funds for
its clients. The firm specializes in both applying and administering grants in the areas of
transportation, infrastructure, housing, water conservation, public works, economic development,
parks, and public safety. Global Urban Strategies, Inc. is a California C-Corporation, a Certified
Disabled Veteran Business Enterprise, and Small Business Enterprise (#2013829).
Per the existing Agreement, Global Urban Strategies meets regularly with City Departments to
assess key funding goals and priorities, provides monitoring services for all applicable federal, state
and regional grant funding opportunities, and coordinates grant submittal on behalf of and in
support of the City. Grant services are currently provided at a flat monthly rate of $8,000. Over the
course of Fiscal Year 2023-24, the City has been awarded a total of $9.2 million in grant funds
through coordination with Global Urban Strategies, Inc.
The recommended action would extend the term of this Agreement through June 30, 2025, while
maintaining compensation at current levels. The subject action does not impact nor interfere with
separate agreements between the City and Global Urban Strategies for additional services not
included in the scope of this Agreement, such as program administration for the CalHome and Local
Aging and Disability Action Planning grants.
Per the Agreement, the City would not be limited to the number of grants that are submitted
annually. Staff would continue to utilize Global Urban Strategies’ services for grants that align
with City Council priorities, initiatives, and objectives. The Agreement may be terminated at any
point by either party with a 60-day advance notice.
FISCAL IMPACT:
The fiscal impact for this professional services agreement is $8,000 per month for a maximum
compensation amount of $96,000 per year. Funding for the recommended actions has been
budgeted as part of the FY 2024-25 adopted budget and will be paid for as follows: $5,000 per
month out of City Manager Account #10-10-110-000-6399, and $3,000 per month out of Azusa
Light & Water Account #31-40-711-903-6399. The City anticipates it will recover costs associated
with this Professional Services Agreement through grants awarded over the course of the contract
term.

AGREEMENT FOR GRANT RESEARCH AND
DEVELOPMENT SERVICES
1.PARTIES AND DATE.
This Second Amendment to the Agreement for Professional Services (“Second
Amendment”) is entered into on date ____ 2024, by and between the City of Azusa
(hereinafter referred to as the “City”) and Global Urban Strategies, Inc. (hereinafter referred to as
the “Consultant”). City and Consultant are sometimes collectively referred to herein as the
“Parties.”
2.RECITALS.
2.1 Agreement. The Parties entered into that certain Agreement for Grant Research and
Development Services dated June 30, 2022 (“Agreement”).
2.2 First Amendment. The Parties entered into a First Amendment extending the
Agreement for an additional one-year term through June 30, 2024 AND increasing the fixed
amount of monthly compensation, dated July 1, 2023.
2.3 Second Amendment. The Parties now desire to amend the Agreement in order to
extend the Agreement for an additional one-year term.
3.TERMS.
3.1 Term. Pursuant to Section 3.1.2 of the Agreement, the City hereby exercises the
option to renew the Agreement and extend the term of the Agreement for 12 months from July 1,
2024 to June 30, 2025, unless earlier terminated as provided in the Agreement.
3.2 Remaining Provisions of Agreement. Except as otherwise specifically set forth in
this Second Amendment, the remaining provisions of the Agreement and First Amendment shall
remain in full force and effect.

Consultant's total maximum compensation for the present term or. if applicable, each Extended
Term of the Agreement shall not exceed $96,000 (Ninety-six thousand dollars) without written
approval of the City Manager.
3.2
Remainimz Provisions of Aarecment. Except as otherwise specifically set forth in
this First Amendment, the remaining provisions of the Agreement shall remain in full force and
effect.
