HomeMy WebLinkAboutResolution No. 2024-C44RESOLUTION NO.2024-C44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REVISING THE SCHEDULE OF SALARY AND BENEFITS FOR ELECTED OFFICIALS (EXCLUDING THE MAYOR AND COUNCIL MEMBERS) WHEREAS, this Resolution applies to Elected Officials, excluding the Mayor and City Council Members; and WHEREAS, on August 2, 1999, the City Council adopted Resolution No. 99-C101 setting the salaries for Elected Officials and has not been updated in over 25 years; and WHEREAS, on July 16, 2012, the City Council adopted Resolution No. 12-053 which identified the schedule of benefits for Elected Officials; and WHEREAS, the City Council wishes to increase the salaries of Elected Officials to acknowledge inflation and the time commitments required of elected officials to serve the community; and WHEREAS, the City Council approved a 25% salary increase for the Elected City Clerk and Elected City Treasurer at its August 19, 2024 Regular Meeting of the City Council; and WHEREAS, it would be beneficial to have one comprehensive document outlining all salary and benefits provided to Elected Officials; and WHEREAS, adoption of this resolution will rescind in its entirety all previously adopted Resolutions which directly conflict here within. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby resolve the following: SECTION 1. Schedule of Salary and Benefits. The Schedule of Salary and Benefits attached hereto as Exhibit A shall go into effect and become payable for the Elected City Clerk and Elected City Treasurer effective December 1, 2024. SECTION 2. Conflicting Resolutions. The provisions of this Resolution shall supersede any provisions in previously adopted Resolutions which directly conflict here within. This Schedule does not govern salary and benefits for the Mayor and City Council Members. 2. SALARY: The City shall provide the following monthly salaries: City Clerk $3,862.83 City Treasurer $3,283.64 3. FLEXIBLE BENEFIT PLAN: The City shall provide Elected Officials the same Flexible Benefit Plan and insurance coverage as executive management employees. Any unused portion of the Flexible Benefit Plan contribution maybe deferred to the City's deferred compensation plan, not to exceed IRS limits. 4. RETIREMENT: Those elected after January 1, 2013 ("new members") will have the option of enrolling in the California Public Employees Retirement System (CalPERS) 2% at 60 Benefit Plan, as provided for in Government Code section 7522.25(e), with a final compensation measurement period of 36 consecutive months as set forth in Government Code section 7522.32(a), and their retirement benefits shall be calculated based on "pensionable compensation" (Section 7522.10) rather than compensation earnable (Section 20636). In the 2% at 60 formula, City Council members will be required to pay a PERS contribution in an amount equal to 50% of the normal cost rate, up to a maximum of 8.00% of "compensation earnable" as defined in Government Code section 20636. Such contributions shall be made on a pre-tax basis. Council Members are vested after five (5) years of full-time service credit. 5. TERM LIFE POLICY: The Elected Officials a term life insurance policy in the amount of $100,000 while serving on the City Council, with an additional Accidental Death & Dismemberment (AD&D) policy of $100,000 if injured in the line of duty. 6. MEDICARE TAX: The City is required by federal law to pay this tax for all employees except in limited circumstances. WORKER'S COMPENSATION INSURANCE: The City is obligated to provide worker's compensation insurance coverage for Elected Officials. Effective Date: December I, 2024.
