The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order.
Invocation was given by Monsignor Robert J. Stein
of St. Frances of Rome Church.

There being no additions or corrections, Minutes of the
June 5, 1978 regular meeting, and June 13, 1978 budget
meeting stand approved as written.
The hour of 7:30 p.m. being the time set for a Public
Hearing to adopt by reference the Los Angeles County
Uniform Building Laws, 1977 Edition, the Mayor declared
the hearing open.
The City Attorney advised that this is Council's considera-
tion of adoption of the L.A. County Uniform Building Laws,
1977 Edition, and it is appropriate to hear testimony from
any interested parties, either in favor or opposed to the
adoption of this law. No one in the audience wishing to

Deputy City Clerk submitted a request from the City of
Adelanto that the City of Azusa support its initiative
that would allow Las Vegas style gambling in the cities
of Adelanto and Lakeport, California.

The City Attorney gave report on claim vs City by Richard
C. Davies, 516 N. Alameda Ave., for alleged loss of
property taken as evidence when he was arrested, on
August 23, 1975. City Attorney stated that the claim
cannot be approved because it does not comply with the
requirements of the Claim Statute as set forth in the
California Code, which provides in Section 911.2 that,'
a claim for money damagescarising'out of the loss or
injury to personal property must be filed not later
than 100 days after the cause of action arises.
Moved.by Councilman Fry, seconded by Councilman Decker
and unanimously carried by roll call that the claim of
Mr. Davies be denied for failure to comply with Section
911.2 of the California Government Code.

The City Treasurer's Financial Statement was submitted
,showing a balance of $3,876,578.23, as of May 31, 1978.
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to receive and file.
The City Administrator presented monthly reports from
various City Departments..
Moved by Councilman Decker, seconded by Councilman Fry
and unanimously carried to receive and file.
The Director of Public Works submitted Parcel Map #10692
for Council approval. Subject map is located north of
Foothill Blvd. between Loren and Todd Avenues. It is
recommended by the Director of Public Works that the City
Council approve Parcel Map No. 10692 and authorize its
recordation.
Moved by Councilman Moses, seconded by Councilman Fry
and unanimously carried by roll call to approve Parcel
Map No. 1o692.
The Director of Public Works submitted the Agreement for
traffic signal maintenance with Superior Signal Service
Company for the twelve traffic signals in the City. The
Agreement covers a period of five years and contains
appropriate escape clauses which may be used in the event
the quality of service drops. It is recommended that
City Council authorize the Mayor and City Clerk to execute
the Agreement.

The City Administrator submitted claim vs City by Pat Claim vs.City
Feyrer, 423 N. Durrell, Azusa for alleged damage to her (Pat Feyrer)
car by City vehicle on May 26, 1978. It was recommended
by the Director of Public Works that the claim be paid
in the amount of $638.21.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried by roll call to approve payment
of the claim.
The Finance Officer has requested encumbrance of 1977-78
funds for both the Light & Power Department and the
Public Works, for a total amount of $102,259.

Notice was received of the appointment of John Littlefield
as Fire Chief, effective June 20, 1978.

Notice was received of the appointment of Wayne Potts
as Lineman, probationary status, effective 6/19/78.

A request was received from the Band Director of Gladstone Appvl.req.for
High School for waiver of fireworks stand permit. Due to waiver of Fire -
uncertainty of personnel to lead next year's band permit works permit
was not applied for in April.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried that request be granted.
'Mayor Solem advised Council he had received a communica-
tion from Mr. Jesse Alva requesting he be reappointed as
a member of the Planning Commission, and he concurred
with his request.

Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried to approve request of Mr. Alva.
Councilman Cruz requested a status report on City's Cable
TV. City Administrator advised wiring has been done in
the northern section of Azusa, and City's franchisee Mr.
Downes has met with the home owners of Hallcraft Homes,
however, he has not signed anyone to contract of this
date. Mr. Downes has secured property for his office.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried a letter be sent to the County
Board of Supervisors requesting the improvement of
Sierra Madre Avenue, county area, between Azusa Avenue
and Glendora. The City of Azusa, has improved its
portion of Sierra Madre.
Deputy City Clerk read in full a Resolution authorizing
payment of warrants by the City.
Councilman Fry offered the Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.

Moved by Councilman Decker, and seconded by Councilman Cruz
and unanimously carried to amend the Joint Powers Agree-
ment on the Consortium to provide a new name for the
Committee Based Agency and have it amended to include
the Ministerial Association, and start procedure with
the four cities to amend it, and further, City Adminis-
trator be directed to communicate that to them, and also
that we have determined that the present agency is not a
broad based agency, nor any of the organizations listed
on their letterhead would appear to be a part of any active
organization.
Councilman Cruz requested to be excused for the meeting
of July 3,_ 8 1978, while he is on vacation.
