Mayor Solem called the meeting to order. Call to Order Present at Roll Call: Councilmen: Decker, Fry, Moses, Roll Call Solem Absent: Councilman Cruz After discussion concerning impact of tremendous crowds on City Police Force, it was Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to approve request subject to all conditions as may be required by both the Azusa Police Department and the Azusa Fire Department. lhe City Administrator submitted a communication from Proposed hg Department of Housing and Urban Development concerning housing by an application to develop senior citizen housing in the HUD, at City isi Azusa, under the Housing Assistance Program, Azusa Ave.& Section 8. Housing to consist of 90 units to be located Gladstone St. "at Azusa Avenue and Gladstone Street. He further advised that HUD is requesting city's approval of senior citizen housing at this location. It was the consensus of Council that the City Administrator should inform HUD of its approval. A proposed Resolution was presented establishing the Res. #6680 re: increase in fees for collection of rubbish from residen- rubbish fees tial units. Fee to be increased from $3.00 to $5.00 per residential unit, effective January 1, 1979. Councilman Decker offered the Resolution entitled: A.RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ESTABLISHING THE FEE FOR THE COLLECTION OF RUBBISH FROM RESIDENTIAL UNITS. Moved by Councilman Decker, seconded by Councilman Moses 'and unanimously carried by roll call that further reading be waived. Moved by Councilman Decker, seconded by Councilman Moses that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Moses, Solem NOES: Councilmen: None ABSENT: Councilmen: Cruz Also Present: City Administrator Dangleis, Finance Officer 'Cooney, Deputy City Clerk Bath A request was received from the Sister City Youth Exchange Appvl.req.from Program requesting financial support for Zacatecas youth Sister City exchange students to go to Disneyland. Total cost $350 Youth Exchange for twenty students. City Administrator advised Council Program that there was $700. in the Sister City budget account and monies had been allocated for this purpose. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to approve request as budgeted. A request was received from the San Gabriel & Pomona Appvl.req.from Youth fov,Christ, Inc., for Council approval of proposed San Gabriel & tC�9 Campus LifevHaunted House at the former Mayfair Market., Pomona Youth in the Foothill Shopping Center from October 19 thru 31, for Christ 1978. Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA RESCINDING RESOLUTION NO. 6672 AND TRANSFERRING SUCH CERTAIN FUNDS FROM THE LIGHT FUND TO THE GENERAL FUND. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried by roll call that further reading be waived. Moved by Councilman Decker, seconded by Councilman Moses that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Moses, Solem NOES: Councilmen: None ABSENT: Councilmen: Cruz A proposed Resolution was presented rescinding Resolu- tion No. 6670, which dealt with the transfer of funds. Councilman Decker offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION NO. 6547 RELATING TO THE TABLE OF ORGANIZATION AND COMPENSATION IN VARIOUS DEPARTMENTS OF THE CITY, EFFECTIVE JUNE 26, 1978. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried by roll call that further reading be waived. Moved by Councilman Decker, seconded by Councilman Moses that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Moses, Solem NOES: Councilmen: None ABSENT: Councilmen: Cruz Mayor Solem informed Council that it was necessary for City of Azusa Council to declare the City of Azusa a disaster area declared for purpose of small businesses, and the City to justify disaster area, application for small business low interest loans for due to Norac rehabilitation of property, etc. fire Next Resolution #6685 Next Ordinance #2062 1 Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to declare the:City of Azusa a disaster area due to the fire at the Norac Company, 405 S. Motor Avenue, Azusa, Calif., on June 23, 1978. City Administrator advised Council of his vacation dates City Adm. DAugust 21st thru September 5th, and March 12th thru 17th, vacation dates 1979, and requested approval, which was granted. Comm.Inst- Members, City Administrator and wives, at the Chamber allation Dinner of Commerce Installation Dinner, Saturday, July 8, 19785 6/8/78 at the Monrovia Nursery Patio. Art Morales, Director of the Teen Post addressed Council Teen Post offering services of the members of the Teen Post to to help in help City in its anti -graffiti campaign, with request anti -graffiti 'City furnish the paint. campaign Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried to direct the Director of Public Works to provide necessary paint to the Teen Post.
