Mayor Solem called the meeting to order and led in the salute to the flag. Invocation was given by Rev. Frank Herber of the Church of Jesus Christ of Latter Day Saints. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Director of Public Works Wells, Acting Chief of Police Lara, Fire Chief Littlefield, Planning Director Fitzsimmons, Director of Community Services Guarrera, Finance Officer Cooney, City Clerk Solis Call to Order Invocation Roll Call There being no additions or corrections Minutes of the Appvl.Min. September 18, 1978 regular meeting stand approved as written.9/18/78 mtg. The hour of 7:30 p.m. being the time set for a Public Hearing with proposed Resolution ordering the vacation of a certain portion of Pasadena Avenue between First Street and the 210 Freeway, the Mayor declared the hearing open. City Clerk read affidavit of Notice of Hearing published in the Azusa Herald on September 14, 1978, and also proof of posting notice. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to close the hearing. Councilman Decker offered the Resolution entitled: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ORDERING THE VACATION OF A CERTAIN PORTION OF PASADENA AVENUE SUBJECT TO THE RESERVATION AND EXCEPTION OF CERTAIN RIGHTS AND EASEMENTS. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried that further reading be waived. Moved by Councilman Decker, seconded by Councilman Fry that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Cruz, Moses, Solem NOES: Councilmen: None ABSENT: Councilmen: None The hour of 7:30 p.m. being the time set for a Public. Hearing with proposed Resolution authorizing the City Clerk to issue a Certificate of Public Convenience for the operation of a taxi cab service, (Kwik Kab Co.) the Mayor declared the hearing open. The City Clerk read affidavit of notice of hearing published in the Azusa Herald on September 14, 1978. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to close the hearing. Councilman Moses offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE CITY CLERK TO ISSUE A CERTIFICATE OF PUBLIC CONVENIENCE FOR THE OPERATION OF A TAXI CAB SERVICE TO EDWARD DARRELL SMITH DOING BUSINESS AS KWIK KAB COMPANY. Moved by Councilman Cruz, seconded by Mayor Solem to provide a temporary stop sign where needed on Sierra Madre Avenue. Motion failed by the following vote of Council: AYES: Councilmen: Cruz, Solem NOES: Councilmen: Decker, Fry, Moses Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried to reconsider previous motion. Moved by Councilman Cruz, seconded by Mayor Solem and carried by roll call to install a temporary stop sign where best needed on Sierra Madre Avenue, within 24 hours. Councilman Decker dissenting. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried to install a stop sign at Nob Hill Drive and Sierra Madre Avenue, within 24 hours. Councilman Cruz offered the Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, TRANSFERRING SUMS FROM THE REVENUE SHARING FUND (ANTI RECESSION FISCAL ASSISTANCE FUNDS) TO THE GENERAL FUND. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried by roll call that further reading be waived .
