The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order and led in the salute to the flag. Invocation was given by Monsignor Robert J. Stein of St. Frances of Rome Catholic Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Director of Public Works Wells, Acting Chief of Police Lara, Finance Officer Cooney, Planning Director Fitz- simmons, Director of Community Services Guarrera, City Clerk Solis Councilman Moses advised a correction should be made on page 3 of the Minutes of October 2nd... on motion of Senior Secretary in Personnel Office to attend all Council Meetings etc., his vote should be a no vote. Councilman Cruz advised that on page 2 ... on motion concerning stop sign at Nob Hill & Sierra Madre Avenue etc, he seconded the motion, not Councilman Moses; also, Mayor Solem's name was left off vote on Ordinance #2063. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to approve Minutes as corrected. Council adjourned to the Redevelopment Agency at 7:37 p.m. CRA reconvened as City Council at 8:25 p.m. The hour of 7:30 p.m. being the time set for a Public HeRring on an appeal from denial by Planning Commission Resolution No. 1519, of a Variance on property located at 791 S. Azusa Avenue, allowing an 8' high chain link fence in lieu of the reouired 6' decorative masonry wall (Case V-591 Rudy E. Figueroa), the Mayor declared the hearing open. The City Clerk read affidavit of proof of publication in the Azusa Herald on October 5, 1978. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to close the hearing. Moved by Councilman Fry, seconded by Councilman Decker and carried by roll call to uphold action of the Planning Commission and deny requested Variance. Councilman Moses dissenting. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to enter into an agreement with the School District for City to operate crossing guard service and School District to fund actual costs of crossing guard service with not less than $18,000; hourly wage is to be at those rates established for 1978-79 budget. Moved by Councilman Decker, seconded by Councilman Cruz and unanimously carried by roll call that City provide Sweepstakes Trophy for Annual Azusa Aztec Band Tournament to be held on October 17, 1978. Councilman Decker presented an Ordinance for second reading and adoption entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 3.16.010 OF THE AZUSA MUNICIPAL CODE RELATING TO ACCUMULATED SICK LEAVE FUND. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call that further reading be waived. Moved by Councilman Decker, seconded by Councilman Fry that the Ordinance be adopted. Ordinance passed and adopted by the following vote of Council: ' AYES: Councilmen: Decker, Fry, Cruz, Moses, Solem NOES: Councilmen: None ABSENT: Councilmen: None Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to receive and file the City Treasurer's Financial Statement, which showed a balance of $4,485,003.73, as of September 30, 1978. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to receive and file the fuel cost adjustment for October, 1978. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to postpone the matter of City's right of way for Cerritos Avenue through the Rainbow Angling Club property to the next Council Meeting in order for staff to provide adequate information regard- ing the site. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried by rollcall to approve the recommendation, by staff, to install a pedestrian - actuated traffic signal at Sierra Madre Avenue and Lori Ann Avenue; authorize the City Attorney to prepare the necessary Resolution creating the signalized intersection and adopt a Resolution removing the stop sign from the present midblock cross -walk. Councilman Decker offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING RESOLUTION NO. 5396 DESIGNATING STOP INTER- SECTIONS AT RENWICK STREET AND HOMEREST AVENUE. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried that further reading be waived. Moved by Councilman Fry, seconded by Councilman Decker Appvl.attndc. and unanimously carried by roll call to approve request Dir.Comm. by Director of Community Services to attend CPRS Adminis- Services at trators' Institute at Asilomar Conference Grounds, at Institute Pacific Grove, November 5 through 10, 1978. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to authorize the City Administra- tor to attend above Institute to address same. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to confirm the appointment of Mrs. Doris Buelow as Accounting Assistant, effective October 16, 1978. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to receive. and file monthly reports from the Police and Fire Departments. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to receive and file invitation for Council to attend dedication of Parcours Exercise Trail at Northside Park, Thursday, October 19, 1978. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously curried to approve proposal by County of Los Angeles Department of Senior Citizens Affairs to enter into an agreement to house County of Los Angeles' Senior Citizens Information and Referral Office on premises of nutrition site at 320 N. Orange Place, Azusa. Moved by Councilmar. Cruz, seconded by Councilman Decker and unanimously carried to approve recommendation of City's insurance carrier and deny claim vs City by Donald M. Moved by Councilman Decker, seconded by Councilman Cruz Complaints and carried by roll call to require that all complaints against City against City employees be filed with the City Clerk; it employees be is further stipulated that all results of complaints be filed with provided to City Council and City Administrator and- City Clerk further, all correspondence dealing with each case be made available to Council. Councilman Moses dissenting. Councilman Cruz offered a Resolution authorizing payment of Res. #6716 warrants by the City, which the City Clerk read in full. Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried by roll call that the Resolution be adopted.
