The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. In the absence of Rev. Fred Kolosick of the World Baptist Invocation, Church, City Clerk Solis led the Council and members of the audience in a moment of silent prayer. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Superintendent of Light & Power Gerharz, Director of Public Works Wells, Chief of Police Elkins, Fire Chief Little- field., Finance Officer Cooney, Planning Director Fitzsimmons, City Clerk Solis There being no additions or corrections, Minutes of the February 20, 1979, regular meeting stand approved as written. Mayor Solem and Council Members presented a plaque and Resolution to retired Lieutenant Raymond Roth for his many years of dedicated service to the City of Azusa. Council adjourned to Redevelopment Agency at 7:40 p.m. Moved by Director Decker, seconded by Director Moses and unanimously carried to reconvene as City Council at 7:41 p.m. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to approve request of the First Church of Christ Scientist of Azusa, to hang a banner across Foothill Blvd. announcing its lecture, to be held on May 13, 1979. Councilman Cruz offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING THAT LOS ANGELES COUNTY REQUIRE FULL STREET IMPROVEMENT ON PERIMETER STREETS FOR ALL RESIDENTIAL SUBDIVISIONS. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to receive and file request from the City of San Dimas for Resolution endorsing the application of the County of Los Angeles requesting selection as Health Systems Agency for Los Angeles 'County. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to authorize Burke, Williams & Sorensen to represent City in civil action commenced by Marlene Zenesky and her husband against the City and Foothill Drive -In Theater, for alleged damage arising out of a fall in an area in front of the Foothill Drive - In Theater. Moved by Councilman Fry, seconded by Councilman Decker pp and unanimously carried by roll call to empower repre- sentation, by the City Attorney and the firm of Burke, t� Williams & Sorensen, in all suits and tort matters U subject to confirmation by Council at its next regularly scheduled meeting. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried by roll call to accept the recommendation of the Director of Public Works to approve the specifications for purchase of a 3/4 ton pick up truck in the Water Division, of the Public Works Department, and authorize the Director of Public Works to negotiate for its purchase; and to waive formal bidding procedures, under the Municipal Code, finding it impracticable, useless and uneconomical to follow 'such procedures and that public welfare would be promoted by dispensing with same. Motion failed by the following vote of Council: AYES: Councilmen: Moses, Cruz NOES: Councilmen: Decker, Fry, Solem Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to approve request from the Fire Chief to purchase overhead doors from Overhead Door Company, in the amount of $7,433.00, and waive formal bidding procedures under the Municipal Code, finding it impracticable, useless and uneconomical to follow such procedures and that public welfare would be pro- moted by dispensing with same. Motion failed by the following vote of Council: AYES: Councilmen: Cruz, Moses NOES: Councilmen: Decker, Fry, Solem Moved by Councilman Fry, seconded by Councilman Decker and carried to approve Encroachment Permit for Cable Service of Azusa, to construct and operate a satellite receiving antenna and related facilities in the depression south of Well No. 7, with the following conditions: Permit will expire five (5) years from this date or when the Azusa Cable System no longer needs the antenna. Permittee shall pay a fee of $50.00 per month for the first year of operation. Council reserves the right to modify the fee at end of the first year. Permittee shall indemnify and hold harmless the City from any and all liability, claims or damages arising out of the use of this permit, and the facilities constructed on the premises. Permittee shall include City as an additional named insured on its liability policy covering this facility. City will grant ingress and egress privileges to Well 'No. 7 site, by permittee. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to enter into an agreement with Bienvenidos Citizens' Center for a Senior Citizen home rehabilitation program. Work to be limited to exterior of the homes.
