Mayor Solem called the meeting to order and led in Call to Order the salute to the flag. Invocation was given by Rev. Frank J. Herber of the Invocation Church of Jesus Christ of Latter Day Saints. ' Present at Roll Call: Councilmen: Decker, Fry, Moses, Roll Call Solem Mrs. Debbie Martin, 17612 E. Newburgh, Azusa, spokes.- Club Playmate person for signers of petition protesting Club Play- mate's exhibition of bottomless entertainment, addressed Council and thanked it for its assistance and coopera- tion in removing protested activities. Council adjourned to Redevelopment Agency at 7:47 p.m. Adj.to CRA CRA reconvened as City Council at 7:48 p.m. Reconvened L. Moved by Councilman Fry, seconded by Councilman Moses Appv.req.to and unanimously carried to approve request by American hold cyclethon Heart Association to hold a cyclethon, Sunday, May 6th, 1979• Absent: Councilman Cruz Coun.Cruz and unanimously carried to approve request from City excused from Moved by Councilman Decker, seconded by Councilman Fry mtg. and unanimously carried to excuse Councilman Cruz from conference this meeting. Moved by Councilman Decker, seconded by Councilman Fry further reading be waived. and unanimously carried that Moved by Councilman Decker, seconded by Councilman Fry that the Resolution be adopted. Moved by Councilman Fry, seconded by Councilman Decker that the Resolution be adopted. Resolution passed and adopted by the following vote of Council: AYES: Councilmen: Decker; Fry, Moses, Solem NOES: Councilmen: None ABSENT: Councilmen: Cruz Moved by Councilman Moses, seconded by Councilman Fry 'and unanimously carried by roll call to approve claim vs City by Marie Lunnemann. Her car was found to have been damaged by City's parking lot vacuumn cleaner. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to approve appointments, by Mayor Solem, of Councilman Decker as City's Representative to the East San Gabriel Valley Consortium and Councilman Fry as Alternate. Heim Police Officer Step 2 4/05/79 The Planning Commission by Resolution No. 1554 granted a Variance to allow 40 additional square feet of sign area, for a total of 378 square feet of sign area, ' instead of permitted 150 s uare feet on property located at 902 East Alosta Avenue Variance Case No. V-614 - Investcal Realty Corporation). No action taken by Council. The Planning Commission by Resolution No. 1555 granted a Variance to allow a reduced side yard setback of 1' instead of required 5', on property located at 1110 North Pasadena Avenue (Variance Case No. V-618 - Camilo Lopez). Councilman Fry offered for second reading and adoption an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE MUNICIPAL CODE BY ADDING SECTION 8.52.150 WHICH SECTION RELATES TO THE DISPLAY OR OFFER FOR SALE OF DRUG PARAPHERNALIA. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call that further reading be waived. Ordinance passed and adopted by the following vote of Council: AYES: Councilmen: Decker, Fry, Moses, Solem NOES: Councilmen: None ABSENT: Councilmen: Cruz Councilman Fry requested the Chief of Police to advise . appropriate dealers of adoption of law relating to the display or offer for sale of drug paraphernalia; and upon effective date of Ordinance to cite for violations, any dealers continuing to offer for sale or display of drug paraphernalia. 'Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to authorize the law firm of Burke, Williams and Sorensen to.represent the City in a civil action brought against the City by Ricardo and Ernie Ross. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to approve Parcel Map No. 11012 located at the northwest corner of Barranca and.Alosta Avenues, and authorize its recordation. Moved by Councilman Decker, seconded by Councilman Fry and carried, that the matter of reconstructicn of intersections of Foothill Blvd., Azusa and San Gabriel Avenues be referred to budget session, and direct that staff provide a rank order of priorities of items concerning capital improvement; Director of Public Works was requested to investigate the possibility of funding from State and Federal sources. Councilman Moses dis- senting. Moved by Councilman Fry, seconded by Councilman Decker and carried by roll call to approve change in date of Annual Clean Up Week to April 29th to May 6th, 1979, 'as requested by the Clean Up Week Committee, and to authorize rental of equipment and employment of three temporary personnel for a.period not to exceed one month, and authorize an evaluation critique in June. Councilman Mcses dissenting. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to receive and file the fuel cost adjustment for the month of April, 1979. Councilman Decker offered a Resolution authorizing Res. ##6777 payment of warrants issued by the City, which the City Warrants Clerk read in full entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
