The City Council of the City of Azusa met in regular session at the above time and place. Mayor Pro -tem Fry called the meeting to order, and led in the salute to the flag. Invocation was given by Reverend E. Nelson of the Foursquare Gospel Church. resent at Roll Call: Councilmen: Decker, Fry, Cruz, Moses Absent at Roll Call: Mayor: Solem Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to excuse Mayor Solem from the meeting. Also Present: City Attorney Newton, City Administrator Dangleis, Finance Officer Cooney, Fire Chief Littlefield, Director of Public Works Wells, Chief of Police Elkins, Superintendent of Light & Power Gerharz, Director of Community Services Guarrera, City Clerk Solis. 271 Call to Order Invocation Roll Call Mayor Solem excused There being no additions or corrections, Minutes of the Appvl Min. 6/18/ June 18, 1979 regular meeting and the Minutes of the June 79 reg mtg. & 195 1979 regular aojourned meeting stand approved as written. 6/19/79 adj.mtg. Council adjourned to Redevelopment Agency at 7:40 p.m. CRA reconvened as City Council at 7:46 p.m. he our of 7:30 p.m, being the time set for the Public earing on proposed realignment of access road from Azusa an Gabriel Canyon Road to San Gabriel Canyon Road, Mayor ro-tem declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of Hearing published in the Azusa Herald on June 21, 1979, and proof of posting on June 26, 1979. Moved by Councilman Decker, seconded by Councilman Moses aid unanimously carried to close the Hearing. Moved by Councilman Decker,seconded by Mayor Pro -tem Fry to authorize preparation of Agreement with City and owner of property, Mr. Valentine, subject to certain contingencies; to acquire property needed for transaction from Title Insur- ance Company; to request the State to vacate the property that would be needed for the transaction and further to instruct the Chief of Police and Director of Public Works to prepare a study of subject intersection for safety hazards. Motion failed by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry NOES: COUNCIIMEN: Cruz, Moses ABSENT: COUNCILMEN: Solem The City Clerk announced that bids were opened in his Bids for Annual ffice on Thursday, June 28, 1979, at 10:00 a.m., for the asphaltic paving nnual asphaltic paving materials and rental of certain materials pecialized paving equipment. (Rejected) City Clerk read affidavit of proof of publication of Notice Inviting Bids, published in the Azusa Herald on June 14th and 21st, 1979. One bid only was received, from Industrial Asphalt, as detailed in memorandum received from Director of Public Works, dated June 28, 1979, and in file. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried by roll call to reject bid from Industrial Asphalt and authorize Director of Public Works to purchase asphalt, as needed, from most economical source. Mr. William Fessler, owner of the Azusa Car Wash at 514 Wm. Fessler N. Crocker Bank Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to postpone action on these three items to meeting of July 16th, after City Attorney, Finance Officer and Mr. Linn have thoroughly reviewed all proposals, with report to Council. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried that City Administrator and staff member prepare a study regarding experiences of other cities wherein Council meetings have been televised and type of ontrol used. Moved by Councilman Moses, seconded by Councilman Cruz that recommendation of City Clerk to hold in abeyance any purchase of voting machine for six months be approved. Motion failed by the following vote of the Council: AYES: COUNCILMEN: Cruz, Moses NOES: COUNCILMEN: Decker, Fry ABSENT: COUNCILMEN: Solem Moved by Councilman Decker, seconded by Mayor Pro -tem Fry and carried, that City Administrator and two Councilmen look into types of voting machines available and their costs. Councilman Moses dissenting, It was consensus of Council that Councilmen Decker and Fry serve on committee with City Administrator with regard to voting machine. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to receive and file ABC Notice for on sale beer and wine, person to person transfer, from Eve C. Partida and Louis Rivas to Rodrigo Alvarez and Ignacio arin for premises located at 511 N. Azusa Ave. (Lost Penny). oved by Councilman Moses, seconded by Mayor Pro -tem Fry and unanimously carried to deny claims vs City by Deborah Blandino and Betty Padilla for alleged wrongful towing of their vehicles on June 22, 1979. Moved by Councilman Cruz, seconded by Councilman Moses and unanimously carried to refund business license fee of $8.75 to Azusa Emblem Club #325, as it is a charitable organization and neglected to request exempt status from Council prior to rummage sale of June 13, 1979. It was consensus of Council that City Administrator and Chamber of Commerce look into possibilities of totally or partially sponsoring and subsidizing local Miss California reception, or that a reception charge of $5.00 per ticket be made; with Councilmen being allocated ten invitation tickets for purchase; further, that findings of City Administrator be forwarded to Council by letter. Selak, Jr., as Recreation Superintendent to fill the vacancy. Moved by Mayor Pro -Tem Fry, seconded by Councilman Cruz and unanimously carried to direct Planning Commission to make a study of C-2 and C-3 zones, as submitted to Council, on zoning map, and to hold public hearings for the purpose of considering rezoning of all the properties that are identified on the submitted map, and make recommendation to City Council.
