The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the
salute to the flag.
Invocation was given by Reverend Richard C. Addison, of
the First Baptist Church.

Councilman Decker noted that Minutes of July 16, 1979,
should state that Paul Mendoza served to the end of his
term rather than that he resigned from the Planning
Commission.
Minutes of July 16, 1979 regular meeting stand approved
as corrected.
Council adjourned to Community Redevelopment Agency at
7:40 p.m.
CRA reconvened as City Council at 7:55 p.m.
Moved by Councilman Moses, seconded by Councilman Fry
and unanimously carried by roll call to approve
request to appropriate an advance of $12,000.00 to
the Community Redevelopment Agency by the City,
subject to that amount being repaid to the City at
8% interest when the SB 99 bonds are sold.
Mr. Alan Swanson, Area Engineer for the East Maintenance
Area of the Flood Control District, addressed Council
regarding the need for Benefit Assessment Assembly
Bill 549.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried by roll call,to receive and
file.
Moved by Councilman Decker, seconded by Councilman Fry
to ratify action of Director of Community Services in
withholding one day's wages from Sharon Carter, Project
Director, Senior Citizens Programs, and that no further
action be taken with respect to making her position a
full time classified position as requested. Motion
passed by the following vote of the Council,`

that City Administrator investigate possibility of

'Mayor Solem requested that proposed resolution commending
Paul Allen also include his contributions in obtaining
Cable Television for the City.

James R. Buchanan for alleged negligence by Police
Department to notify him of his recovered vehicle,
which was subsequently sold.

and unanimously carried by roll call to authorize
City Attorney and firm of Burke, Williams and
Sorensen to represent City in litigation re: Janet
MacDougall vs City of Azusa, for alleged invasion
of,privacy and conspiracy.

final filing date of August 17, 1979, for receiving
arguments for and against proposed City Measure to be

Council requested that Chief of Police have officers Abandoned

It was consensus of Council that a study be made of Study -
refuse sites of other cities regarding charges made refuse sites
and also look into what costs would be if City paid
for dumping rather than lower charges by 1%; further
that Los Angeles County advise results of inspections
made at Azusa refuse site.
