Mayor Solem called the meeting to order and led in the salute to the flag. Invocation was given by Reverend Richard C. Addison, of the First Baptist Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Finance Officer Cooney, Fire Chief Littlefield, Director of Public Works Wells, Chief of Police Elkins, Superintendent of Light and Power Gerharz, Director of Community Services Guarrera, Planning Director Fitzsimmons, Personnel Clerk Filer, Deputy City Clerk Lara ?99 7:30 p.m. Call to Order Invocation Roll Call Councilman Decker noted that Minutes of July 16, 1979, Appvl Min. 7/16/79 should state that Paul Mendoza served to the end of his reg. mtg. as term rather than that he resigned from the Planning corrected Commission. Minutes of July 16, 1979 regular meeting stand approved as corrected. Council adjourned to Community Redevelopment Agency at Adj. to CRA 7:40 p.m. CRA reconvened as City Council at 7:55 p.m. Reconvened Moved by Councilman Moses, seconded by Councilman Fry Appvl advance of and unanimously carried by roll call to approve $12,000. to CRA request to appropriate an advance of $12,000.00 to for SB99 Bonds the Community Redevelopment Agency by the City, subject to that amount being repaid to the City at 8% interest when the SB 99 bonds are sold. Mr. Alan Swanson, Area Engineer for the East Maintenance Benefit Assessment Area of the Flood Control District, addressed Council Assembly Bill 549 regarding the need for Benefit Assessment Assembly Bill 549. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried by roll call,to receive and file. Moved by Councilman Decker, seconded by Councilman Fry to ratify action of Director of Community Services in withholding one day's wages from Sharon Carter, Project Director, Senior Citizens Programs, and that no further action be taken with respect to making her position a full time classified position as requested. Motion passed by the following vote of the Councill. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried by roll call to approve purchase of full page ad in the 1979-80 Gladstone High School Football Program. Councilman Decker offered's resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COMMENDING PAUL MENDOZA FOR HIS SERVICE TO THE CITY OF AZUSA WHILE A MEMBER OF THE PLANNING COMMISSION. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried that further reading be waived. Moved by Councilman Decker, seconded by Councilman Moses that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None 'Mayor Solem requested that proposed resolution commending Paul Allen also include his contributions in obtaining Cable Television for the City. Councilman Moses offered the resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COMMENDING PAUL ALLEN FOR HIS YEARS OF SERVICE TO THE CITY OF AZUSA AS AN OFFICER AND MEMBER OF THE PERSONNEL BOARD AND HIS CONTRIBUTIONS IN OBTAINING CABLE TELEVISION FOR THE CITY OF AZUSA. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried by roll call to waive further reading. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None' 'ABSENT: COUNCILMEN: None It was consensus of Council that a study be made of Study - refuse sites of other cities regarding charges made refuse sites and also look into what costs would be if City paid for dumping rather than lower charges by 1%; further that Los Angeles County advise results of inspections made at Azusa refuse site. Council adjourned to Executive Session at 9:50 P.M. Exec. Session Council reconvened at 10:05 p.m. Reconvened Councilman Decker offered a resolution which the City Res. #6830 re: Administrator read in full, entitled: transfers from Electric Dept. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA to General CONCERNING TRANSFERS FROM THE ELECTRIC UTILITY Fund DEPARTMENT TO THE AZUSA GENERAL FUND. Moved by Councilman Decker, seconded by Councilman Moses that resolution be adopted.
