CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, AUGUST 20, 1979 7:30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the Call to Order
salute to the flag.
Invocation was given by Reverend E. Nelson of the Foursquare Invocation
Gospel Church.
Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call
Moses, Solem

There being no additions or corrections, the Minutes of Appvl Min. of
the August 6, 1979 regular meeting stand approved as 8/6/79 mtg.
written.
Mayor Solem presented Service Award, to Nicholas Macias Service Award
of the Light and Water Department for twenty-five years N. Macias
of service with the City of Azusa.
Council adjourned to Community Redevelopment Agency at Adj. to CRA
7:46 p.m.

and unanimously carried to close the Hearing.
Moved by Councilman Cruz, seconded by Councilman Moses
and unanimously carried by roll call, that matter of
variance request be referred back to the Planning Commission
and that Mr. Van Beek modify his request, submitting a plot
plan of the parking that is going to be provided as well
as what is needed for display.

There being no one in the audience representing the

The City Clerk announced that bids were opened in his
office on Thursday, August 16, 1979, at 10:00 a.m., for
the preventative maintenance program for interior traffic
signals in the City.

construction of the Communications Facility by Clark
Contractor (Project No. 589) and direct the City Clerk
to record the Notice of Completion with the Los Angeles
County Recorder.
Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried that City Administrator direct
a letter of endorsement supporting the proposed LEAA
Grant, to the Chairman of the Arson Grant Guidelines
Committee, Los Angeles City Fire Department.

and unanimously carried to approve attendance of Lieutenant
Byron Nelson at a seminar on Patrol Operations Management
at Cal Poly University, Pomona, September 25th through

Councilman Fry requested that Director of Community Services
check into possible requirement of a ten year exclusive
senior citizen usage clause of proposed addition to Memorial
Park if Title III -B funds are used, and if so, to get
approximate costs of construction of Senior Citizen and
handicapped rest rooms by City.

It was consensus of Council that proposed ordinance 1st rdg. Ord.
regarding business license taxation for sanitary landfill re:Bus.Lic.Tax
be in the amount of 2% of gross receipts received and for Sanitary
shall not be less than $35,000.00 per calendar year, Landfill
with the City to retain free dumping rights.
Councilman Decker offered for first reading the ordinance
entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, ADDING SECTION 5.12.120 OF THE MUNICIPAL CODE,
RELATING TO BUSINESS LICENSE TAXES FOR SANITARY LANDFILL
DISPOSAL FACILITIES.

and unanimously carried by roll call to waive further
reading.
Moved by Councilman Decker, seconded by Councilman Moses Appvl Urban
and unanimously carried to approve the pre -application Dev.Action
for consideration of qualification for the Urban Development Grant
Action Grant, with the provision that before final applica
tion is submitted that representatives appear before
Council with oral presentation regarding benefits and costs
to the City under this Grant.
