The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. Invocation was given by Reverend Fred T. Kolosick, of the Invocation ' World Baptist Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of Apnvl. Min. the September 25, 1979, adjourned regular meeting stand 9/25/79 mtg. approved as written. Moved by Councilman Cruz, seconded by Councilman Fry Appvl.funds for and unanimously carried by roll call to approve funds in Az.Band Boosters the amount of $250.00 for the Azusa High School Band Trophy Boosters for Annual Field Tournament Sweepstakes Trophy, with the Mayor to present same. Council adjourned to Community Redevelopment Agency at Adj. to CRA 7:38 p.m. CRA reconvened as City Council at 7:41 p.m. Reconvened Moved by Councilman Cruz, seconded by Mayor Solem and Temporary carried by roll call to temporarily name street in naming of St. Tract No. 36710 as 'A' Street, with amendment to be made in Tract at a later date. Councilman Fry dissenting. #36710 (A St.) Miss Azusa, Eleanor Fitzgibbons, and Princess Melanie Invitations to Fraser addressed Council and presented tickets to Cncl.for Miss Council for the Annual Miss Azusa Pageant, October 7, Azusa Pageant 1979, the beginning event of Golden Days. Miss Azusa also thanked Council for being given the opportunity to go to Zacatecas. Mr. Floyd Brown, Chamber of Commerce President, addressed Chmber Exhibit Council and presented First place Award and Sweepstakes won Sweepstakes Award, received at the Los Angeles County Fair for the @L.A.Co. Fair Chamber of Commerce's exhibit, "Azusa Expanding Through the Years". Invitations were also given to Don Jose's Grand Opening on Friday, October 5th. Councilman Decker then offered for reintroductory first reading an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING TITLE 53 CHAPTER 5.24, SECTIONS 5.24.010, 5.24.0203 AND 5.24.030 OF THE AZUSA MUNICIPAL CODE RELATING TO COIN OPERATED VENDING MACHINES. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to waive further reading. Councilman Moses offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDING THEREOF. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried to waive further reading. Moved by Councilman Moses, seconded by Councilman Cruz that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried to approve request for maternity leave for Mrs. Alicia Richardson, Police Clerk, from November 4, 1979 to March 1, 1980. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to approve appoint- ment of Carolyn Crawford, as Project Director for the Azusa Senior Citizen Nutrition and Social Services Program, effective October 1, 1979; with stipulation that position is "Limited Term" and subject to funding under the Older Americans Act. Moved by Councilman Moses, seconded by Mayor Solem and unanimously carried by roll call to approve appointment of Mrs. Dorothy Stafford as Project Secretary for the Azusa Senior Citizen Nutrition and Social Services Program effective November 1, 1979; with stipulation that position is "Limited Term" and subject to funding under the Older Americans Act. 1353 1st rdg.Ord. re:Vending Machine taxation Res.##6842 re: Accptg.Grant of Easement (Lewis Dev.Co.) Councilman Fry requested that resolution be prepared in honor of Father Duggan who passed away a few weeks ago, and served the community of Azusa as Pastor of the St. Frances of Rome Church. Resolution to be presented to his family and the Church. Councilman Moses apprised Council that he had made a survey of costs for legal ads in surrounding newspapers in the area, and it was learned that the Azusa Herald's costs were very reasonable. With that in mind, he wished to declare that he was in favor of ad being purchased in the Azusa Herald commemorating Golden Days. AYES: COUNCILMEN: Cruz, Moses, Solem NOES: COUNCILMEN: Decker, Fry ABSENT: COUNCILMEN: None Councilman Cruz, advised Council that all were invited to attend the Fiesta de Azusa, wherein Miss Azusa, would make her last appearance during her reign as Queen, on October 6th at 7:00 p.m. Councilman Fry offered a resolution authorizing payment of warrants by the City which the City Clerk read in full. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE r'UNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Fry, seconded by Councilman Decker that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None Moved by Councilman Cruz, seconded by Councilman Fry and carried by roll call to extend the Central Business Redevelopment area to both sides of Foothill Blvd., to the westerly boundaries of the City, and that staff prepare a report regarding costs for amending the redevelopment area. Councilman Moses dissenting. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to adjourn.
