Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. There was a moment of silent prayer in lieu of Invoca- Silent Prayer tion, as minister scheduled was not in attendance. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of Appvl.Min. the October 1, 1979, regular meeting stand approved as 10/1/79 mtg. written. Council adjourned to Community Redevelopment Agency Adj.to CRA at 7:40 p.m. CRA reconvened as City Council at 8:10 p.m. Reconvene The hour of 7:30 p.m. being the time set for the Public Pub.Hrg.on Hearing on the progress of the Housing and Community progress of Development Program and status of projects funded through Housing & the program, the Mayor declared the Hearing open. Dev.Prgm. City Clerk read affidavit of proof of publication of Notice of Hearing published in the Azusa Herald on October 4, 1979. Moved by Councilman Decker, seconded by Councilman Moses Hrg.Contd.to and unanimously carried to continue Public Hearing to mtg.of 11/5 meeting of November 5, 1979, in order that Urban Futures provide the following in their report: 1. amount of money spent and what was accomplished. 2. what expenditures were made and cost to City. 3. incorporate 312 loan program into report. 4. number of senior citizen dwellings that were refurbished. ,Mr. Lowell Penning, 18233 Gragmont, Covina, representing L. Penning the Valley Soccer League, addressed Council with regard addsd.Cncl. to need of soccer fields in the City and was advised that re:need for property adjacent to Zacatecas Park was in the process of soccer fields being converted into such a facility. Mr. Don Scharbrough of Investment Developers did not appear before Council regarding a water line easement at 732 East Foothill Blvd., as the problem had been resolved with the Public Works Department. With regard to Mr. Ray Malim's report on public dumping at the northwest corner of Azusa and Gladstone and the abandoned gas station at that location, it was, Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried that owners of property in question be given thirty days in which to abate problem or City would initiate Public Hearing for abatement. Councilman Fry offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA HONORING THE MEMORY OF FATHER ALBERT J. DUGGAN.
