Mayor Solem called the meeting to order and led in the salute to the flag. Invocation was given by Reverend Frank Herber of the Church of Jesus Christ of Latter Day Saints. ' Present at Roll Call: Councilmen: Fry, Cruz, Moses, Solem Absent at Roll Call: Councilmen: Decker Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried to excuse Councilman Decker from meeting. There being no additions or corrections, the Minutes of the November 5, 1979, regular meeting stand approved as written. The hour of 7:30 p.m. being the time set for the Con- tinued Public Hearing on application for Housing and Community Development Funds for 1980-81, the Mayor declared the Hearing open. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to close Hearing. 'Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call to authorize Urban Futures to submit the budget application as approved. The hour of 7:30 p.m. being the time set for the Con- tinued Public Hearing on appeal of denial of Conditional Use Permit for a condominium conversion of apartments on the property located at 1130 E. Alosta Ave. (Case No. C-225 Richard A. Lewis), the Mayor declared the Hearing open. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried to close the Hearing. I Moved by Councilman Moses that action be continued to meeting of December 3rd, at which all members of Council would be present, died for lack of a second. Moved by Councilman Fry, seconded by Councilman Cruz and unanimously carried by roll call to deny appeal of Conditional Use Permit Case No. C-225, Richard A. Lewis, and further that City Attorney prepare necessary Resolu- tion. The hour of 7:30 p.m. being the time set for a Public Hearing on substandard building abatement at 830 North Azusa Avenue, the Mayor d eclared the Hearing open. City Clerk read affidavit of proof of publication of said Hearing published in the Azusa Herald on November 8, 1979. City Clerk announced that bids were opened in his office Bids re:traffic on Thursday, November 15, 1979, at 10:00 a.m., for sgnl.QFoothill construction of traffic signal at Foothill Blvd. and & Alameda Ave. Alameda Avenue, Project No. 597. '(no action) City Clerk read affidavit of proof of publication of Notice Inviting Bids published in the Azusa Herald on October 25th and November 1st, 1979. Three bids were submitted as follows: BIDDER AMOUNT Steiny & Co., Inc. 36,100.00 Electrend, Inc. 36,299.00 S. & W. Electrical Contractors, Inc. 45,068.00 Moved by Councilman Fry, seconded by Mayor Solem, that bid be awarded to Steiny and Company, Inc., in the amount of $36,100.00, and that the irregularity of no corporate seal on bid bond be waived, further that City Clerk return bid guarantees to the unsuccessful bidders, failed by the following vote of the Council: AYES: COUNCILMEN: Fry, Solem NOES: COUNCILMEN: Cruz, Moses ABSENT: COUNCILMEN: Decker Moved by Councilman Fry, seconded by Mayor Solem that 'action be postponed to meeting of December 3, 19792 failed by the following vote of the Council: AYES: COUNCILMEN: Fry, Solem NOES: COUNCILMEN: Cruz, Moses ABSENT.: COUNCILMEN: Decker Moved by Councilman Cruz, seconded by Councilman Moses that all bids be rejected, failed by the following vote of the Council: AYES: COUNCILMEN: Cruz, Moses NOES: COUNCILMEN: Fry, Solem ABSENT: COUNCILMEN: Decker Staff Sergeant Ronald J. Garcia, 333 N. Rockvale Ave., S/Sgt.Garcia addressed Council regarding rent control in the City of addsd.Cncl. Azusa. re:rent control Moved by Councilman Moses, seconded by Mayor Solem and carried by roll call, to direct City Attorney to prepare a study regarding rent control to be submitted to Council within 30 days. Councilman Fry dissenting. Mrs. Nell Soto addressed Council regarding U. S. Census Nell Soto and advised that the census this year would be a mail re: U.S. type census and that official date for returning infor- Census mation would be April 1, 1980. Also that each community would be requested to form a local review board for review prior to figures being forwarded to Washington, D.C. Moved by Councilman Fry, seconded by Councilman Cruz Appvl.revised and unanimously carried to approve revised specifications specs for Pol. for the classification of Police Officer. Off. Delgado, for alleged injuries sustained by his wife, due to minor traffic collision with Police vehicle on August 1, 1979, and that payment of $40.00 be approved. Moved by Councilman Moses, seconded by Councilman Cruz and carried by roll call to authorize attendance of Samuel Baldon, Water Maintenance Leadman, at a course for training and certification of testers for backflow prevention devices to be held in Los Angeles, July 7th through 11th, 1980; further that letter of commendation be forwarded to Mr. Baldon, in recognition of many courses and classes he has attended to further his knowledge with regard to his profession.
