The City Council of the City of Azusa met in regular session at the above time and place. Mayor Solem called the meeting to order and led in the Call to Order salute to the flag. Invocation was given by Reverend E. Nelson of the Four- Invocation square Gospel Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz., Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of Appvl.Min.of November 19, 1979, regular meeting stand approved as 11/19/79 mtg. written. Mayor Solem and Councilman Moses presented resolution Res.& Plaque and plaque to John Luna, Street Sweeper Operator, com- to John Luna mending him for his years of service to the City and congratulating him upon his retirement. Council adjourned to Community Redevelopment Agency at Adj to CRA 7:45 P.M. CRA reconvened as City Council at 7:51 p.m. Reconvened The hour of 7:30 p.m. being the time set for the Cont.Pub.Hrg. Continued Public Hearing on substandard building abate- sub -standard ment at 830 North Azusa Avenue, the Mayor declared the bldg.830 N. Hearing open. Azusa Ave. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to close the Hearing. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried by roll call to declare building at 830 North Azusa Avenue unsafe as defined under Section 203 of the Uniform Building Code and to take immediate steps to abate building on the property. The hour of 7:30 p.m. being the time set for Public Pub.Hrg.re: Hearing on Conditional Use Permit, Case No. C-218, CUP -C-218 Kiyohito Nakahara, for property located at 229 S. Azusa K.Nakahara Avenue, the Mayor declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of Hearing published in the Azusa Herald on November 22, 1979, and affidavit of proof of posting of said property dated November 23, 1979; and report regarding ingress and egress safety study submitted by Director of Public Works and Chief of Police. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried to close Hearing. Moved by Councilman Decker, seconded by Councilman Fry Claim vs City and carried by roll call to deny claim of Annette A.Gasparrelli Gasparrelli for alleged damage to compressor in refrigera- tor due to power failure on November 27, 1979. Councilman Cruz dissenting. Moved by Councilman Decker, seconded by Councilman Fry Claim vs.City and carried by roll call that claim of Alice Njavro for A. Njavro alleged compressor damage to refrigerator due to power failure on November 27, 1979, be denied. Councilman Cruz dissenting. Moved by Councilman Decker, seconded by Councilman Cruz Appvl.purch. and unanimously carried by roll call to approve purchase Xmas ad in of Christmas ad in the Azusa Herald in the amount of Azusa Herald $400.00. Moved by Councilman Fry, seconded by Councilman Decker Reopen Hrg. and carried by roll call to reopen Public Hearing on re:CUP Conditional Use Permit Case No. C-225, Richard A. Lewis, C-225 - for a condominium conversion of apartments on the R. Lewis property located at 1130 E. Alosta Ave., and that City Clerk set Public Hearing as soon as possible. Council- man Cruz dissenting. Councilman Fry offered for first introductory reading 1st rdg.Ord. an Ordinance entitled: re:Subdivision Amendment AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AMENDING SECTION 18.08.050 OF THE MUNICIPAL CODE, RELATING TO PARK AND RECREATION AREA. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call to waive further reading. 'City Attorney advised Council that research was being conducted by his office with regard to taxation on all residential buildings and that it would be available in the very near future. Moved by Councilman Fry, seconded by Councilman Decker Fuel Cost and unanimously carried to receive and file fuel cost Adj# adjustment for the month of December, 1979. Item 8B was deleted from the Agenda by request of the Franchise Agmt. Franchise applicant, for further research to be made. (deleted) It was consensus of Council that City Attorney provide report regarding Franchise Agreement after research of State Law was made; further, that amendment to the Franchise Ordinance be prepared. Moved by Councilman Fry, seconded by and unanimously carried to authorize Business License/Zoning Inspector to Councilman Cruz Stephen Cammack, attend 40 hour Appvl.Bus.Lic./ Zng.Insp, to attend 832 PC and unanimously carried that City Administrator course at Rio Hondo College, dealing with arrest and Course citing procedures (832 P.C. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that 1969 Pontiac station wagon involved in traffic collision be declared surplus equip- ment and that City Clerk be authorized to accept sealed bids for the vehicle with stipulation that minimum acceptable bid be $50.00. Bid opening date scheduled for December 14, 1979, 10:00 a.m. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried that City participate in Bureau of Census Programs, and that the Mayor be authorized to respond to the Bureau, indicating participation; further, that City Administrator be authorized to hire a limited term employee to serve as "Program Coordinator" and to assign City staff as available to assist with the program. Also, that the Local Review Committee guidelines be set down by City Council for their meeting of January 7, 1980. City Council to receive any and all communications received by City staff with regard to the 1980 Census. City's partici- pation in 1980 Census Appvl.use of 1979 vacation by L.Jacobson Moved by Councilman Cruz, seconded by Councilman Fry Limited prkg. and unanimously carried that parking spaces in front in front of of the Light and Water building be limited to 1 hour L & W Bldg. parking only between the hours of 8:00 a.m, and 5:00 p.m. Councilman Fry offered a resolution authorizing payment of warrants by the City, which the City Clerk read in full. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Fry, seconded by Councilman Decker that resolution be adopted. Councilman Decker requested that Director of Community Services and Director of Public Works survey downtown area cement tree wells, and that weeds be abated and that missing trees be replanted so as not to create a hazard to pedestrians. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that City Administrator prepare study with regard to possibility of Owl Rock maintaining street sweeping on Todd Avenue; investigate what we receive from them and what our requirements are and com- pare them to City of Irwindale for possible changes. City Administrator apprised Council that a report would be forthcoming with regard to weed abatement or possible paving of parkways; cost factor; possible homeowner participation, on Orkney Street and also on Azusa Avenue.
