Mayor Solem called the meeting to order and led in the Call to Order salute to the Flag. Invocation was given by Reverend Fred T. Kolosick of the Invocation Azusa World Baptist Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Roll Call Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, Finance Officer Cooney, Personnel Clerk Filer, Chief of Police Elkins, Assistant City Librarian Vandale, Superintendent of Light & Power Gerharz, Director of Public Works Wells, Director of Community Services Guarrera, Planning Director Fitzsimmons, Fire Chief Little- field, City Clerk Solis There being no additions or corrections, the Minutes of Appvl.Min.of the January 19, 1981 regular meeting stand approved as 1/19/81 mtg. written. Council adjourned to Community Redevelopment Agency at Adj. to CRA 7:35 P.m. CRA reconvened as City Council at 7:37 P.M. Reconvened Moved by Councilman Decker, seconded by Councilman Moses Prop.res.re: and unanimously carried that proposed resolution directing Joint Pub.Hrg. the holding of a Joint Agency and City Council Public (Cont.to 2/17) Hearing be continued to meeting of February 17, 1981. The hour of 7:30 p.m. being the time set for Continued Cont.Pub.Hrg. Public Hearing, on appeal of denial of variance to allow V -692 -Cruz an over -height fence of 6' instead of the required 316" high fence within a required front yard setback on property located at 389 E. Sierra Madre Ave. (Variance Case No. V-692 - Lucio D. Cruz), the Mayor delcared the Hearing re -opened. Councilman Cruz requested to be excused. Cruz Excused Moved by Councilman Decker, seconded by Councilman Fry (Cont.to 2/17) and carried to continue Public Hearing to meeting of February 17, 1981, in order that Planning Commission could review new evidence submitted. Inspector Stephen Cammack from February 17th to March Cammack 17th, 1981. Moved by Councilman Fry, seconded by Councilman Cruz Resignation and unanimously carried to accept resignation of Bus.Lic./Zon. Business License/Zoning Inspector, effective April 10, Inspector 1981. Moved by Councilman Decker, seconded by Councilman Moses Appvl.temp. and carried by roll call that Personnel Department be part-time instructed to cease recruitment for full time business pos.for Bus. license/zoning inspector; that position not be filled Lic./Zon. until further instructed; and that a part-time individual Inspector be hired immediately to handle the duties of business license/zoning inspector, with hours to be determined. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call that Director of Public Works be authorized to receive informal quotes for the purchase of a paint truck, with all appurtenances in lieu of dump truck, as budgeted, waiving formal bid- ding procedures under the Municipal Code, finding it impracticable, useless and uneconomic in this instance to follow such procedures and that public welfare would be promoted by dispensing with same; further, that City Administrator have final approval of requested truck. It was consensus of Council that City Attorney prepare updated report on litigation that exists between the City of Los Angeles and the County of Los Angeles and Music Plus Stores, to be presented at meeting of February 17, 1981. Councilman Fry requested information with regard to reasons that City of Azusa does not have built in pro- tection for rising costs in conjunction with SB 99 low interest mortgages and requested information as to responsible parties for this oversight. Councilman Fry offered a resolution authorizing payment of warrants by the City which the City Clerk read in full.
