CIVIC AUDITORIUM AZUSA, CALIFORNIA MONDAY, FEBRUARY 4, 1980 7:30 p.m.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Solem called the meeting to order and led in the Call to Order
salute to the flag.
Invocation was given by Reverend Sam Sandoval of the Invocation
Ebenezer Assembly of God Church.

Mr. Fitch and scouts representing Boy Scout Troop #410, Presentation to
presented commendation to the Mayor in thanks for all City -BSA #410
the assistance and cooperation the Boy Scouts have
received from the City.
Council adjourned to Community Redevelopment Agency at Adj;to CRA
7:41 p.m.
CRA reconvened as City Council at 7:50 P.M. Reconvened
The hour of 7:30 p.m. being the time set for Public Pub.Hrg.re:
Hearing on substandard building rehabilitation at 6381 substandard
North Azusa Avenue, the Mayor declared the Hearing open. bldg.6381 N.
'City Clerk read affidavit of proof of publication of Azusa Ave.
Notice of Hearing published in the Azusa Herald on
January 17, 1980.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried to receive as evidence, report
from Director of Public Works regarding substandard
conditions of building.
Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried to close Hearing.
Moved by Councilman Decker, seconded by Councilman Fry
and carried by roll call to order that the building at 6381
N. Azusa Avenue be abated by repair, rehabilitation,
demolition or removal in accordance with the procedure
provided 1n Section 203 of the Uniform Building Code.
Councilman Moses dissenting.
City Clerk announced that bids were opened in his office Bids re:
on Thursday, January 31, 1980s at 10:00 a.m, for the City Hall
construction of an elevator in the City Hall, Project No. elevator
600.
City Clerk read affidavit of proof of publication
of Notice Inviting Bids published in the Azusa Herald
on December 20, 1979 and January 10, 1980.
Two blds were received as follows:

Moved by Councilman Fry, seconded by Councilman Cruz,
that action be postponed to next regular meeting, pending
receipt of estimates from other contractors for erecting
elevator outside of building. Motion failed by the
following vote of the Council:

Moved by Councilman Moses, seconded by Councilman Decker
that bid be awarded to A. R. Gray Construction Company, in
the amount of $98,000.00, waive the irregularity of no
corporate seal on bid document, and direct the City
Clerk to return bidder's guarantee to the unsuccessful
bidder. Motion carried by the following vote of the
Council:

Communication was received from Lewis Homes to delete
continued item from Agenda re: condominium conversion
of apartments at 1130 E. Alosta Avenue, for continuance
at a later date.
Moved by Councilman Cruz, seconded by Councilman Moses
and carried by roll call that City Council take this
matter under submission pending consideration, within
30 days, by Planning Commission and City Council of a
revised condominium Ordinance., Councilman Fry dissenting.
Moved by Councilman Fry, seconded by Councilman Cruz
and unanimously carried by roll call to approve amend-
ment to Agreement with Western Disposal, extending
date to August 31, 1992.

and unanimously carried to deny claim vs City by Ken
Douglas Jennings for alleged false arrest and violation
of civil rights occurring January 8, 1979•
Councilman Fry offered a resolution entitled:

Moved by Councilman Fry, seconded by Councilman Moses
and unanimously carried to waive further reading.

that resolution be adopted. Resolution passed and

Moved by Councilman Decker, seconded by Councilman Moses
and unanimously carried by roll call to approve meter
installation charge increase and that City Attorney
prepare necessary amendment to the Resolution, further
deferring remainder of Water Rate Study to Budget
Sessions.
Moved by Councilman Cruz, seconded by Councilman Fry
and unanimously carried by roll call to approve the
attendance of Anthony Poli, Water Utility Superintendent
and Michael Wells, Director of Public Works to the
American Water Works Associatbn Distribution System
Symposium to be held at the Marriott Hotel at Los

designated as City's representative to meet with the
County Board of Supervisors with regard to Consolidated
Fire District Study they are preparing.

It was consensus of Council that City Administrator
Esperanza Club
and Director of Community Services meet with the
Esperanza Senior Citizens Club to solve problem with
regard to access of the Recreation Center for their

Moved by Councilman Fry, seconded by Councilman Decker
and unanimously carried that letter of commendation be
directed to Fire Chief Littlefield and Captain Franklin
and members of the Fire Department for their expediency
in containing fire of building on South Lark Ellen
Avenue.
Councilman Fry requested extra patrol at intersection
of Third and Angeleno, primarily during hours that
children are going to and from school, as vehicles are
not stopping at stop intersection and should be cited.

and unanimously carried that City Administrator be
authorized to set up arrangements for proper public
ceremony, prior to March 1, 1980, when City officially
