Mayor Solem called the meeting to order and led in the salute Call to Order to the flag. Invocation was given by Reverend Richard C. Addison of the First Baptist Church. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Moses, Solem Also Present: Acting City Attorney Lennard, City Admin- istrator Dangleis, City Department Heads, City Clerk Solis There being no additions or corrections, the Minutes of the February 4, 1980 regular meeting stand approved as written. Council adjourned to Community Redevelopment Agency at 7:40 p.m. CRA reconvened as City Council at 7:44 p.m. Invocation Roll Call Ap vl.Min. 2/4/80 mtg. Adj. to CRA Reconvened The hour of 7:30 p.m. being the,time set for Public Hearing Pub.Hrg.re: on proposed Ordinance relating to the adoption by reference Adopting L.A. of the County of Los Angeles Uniform Building Laws, the Cnty.Uniform Mayor declared the Hearing open. Bldg. Laws City Clerk read affidavit of proof of publication of Notice of Hearing published in the Azusa Herald on January 31st and February 7th, 1980. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried to close Hearing. Councilman Fry offered for second reading and adoption an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING SECTION 15.04.010 OF THE AZUSA MUNICIPAL CODE RELATING TO THE ADOPTION OF THE COUNTY OF LOS ANGELES UNIFORM BUILDING LAWS. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried by roll call to waive further reading. Moved by Councilman Fry, seconded by Councilman Moses that Ordinance be adopted. Ordinance passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None The hour of 7:30 p.m. being the time set for Public 'Hearing on appeal of action by Planning Commission denying a variance request to allow a one -car garage instead of the required two -car garage; reduced rear yard setback of 17'5" instead of the required 25' and a reduced side yard setback of 20" instead of the required 5' on property located at 103 S. Lemon Ave., the Mayor declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of Hearing published in the Azusa Herald on February 7, 1980 and affidavit of proof of posting of said property dated February 8, 1980. Moved by Councilman Moses, seconded by Councilman Fry and unanimously carried by roll call to approve variance request of Arleene G. Cardenas, with conditions as set forth by the Planning Commission with the exception that the one -car garage be allowed rather than two -car garage; and that City Attorney prepare necessary Resolu- ' t ion. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call that letter of support be directed to the City of Tiburon with regard to land use case. Moved by Councilman Cruz, seconded by Councilman Fry and unanimously carried by roll call to approve purchase of ad in the Gladstone High School Annual, the Arena, in the amount of $125.00. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that permission be granted for Cub Scout Pack #405 to paint house address numbers on curbs and sell oranges within the City on March lst, 15th and 29th, 1980. I .43 Ltr. of Support to City of Tiburon Appvl.purchase ad in Gladstone High Arena Appvl.painting curbs by Cub Scout #405 Moved by Councilman Moses, seconded by Councilman Decker ABC Notice and unanimously carried to receive and file ABC Notice, 113 E. person to person transfer, on sale beer and wine, eating Newburgh place, from Robert J. Miranda to Cathy J. Bass, for (Gerry's Place) premises located at 113 E. Newburgh St. (Gerry's Place). Moved by Councilman Fry; seconded by Councilman Decker ABC Notice and unanimously carried to receive and file ABC Notice, 612 E. 8th St. original fee, on sale beer and wine, eating place, Doo (Hui's Rest.) Mon and Yun Bick Hui, for premises located at 612 E. 8th St. (Hui's Restaurant). Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried by roll call to approve request of the Census Complete Count Committee for additional $1,000.00 for various office supplies; allocate $2,000.00 in the event CETA personnel cannot be hired to fill clerk typist and community aide slots and also assistance be given by the Public Works Department in repainting City banners publicizing Census. Councilman Decker requested that Finance Officer contact Sal Velasquez of the East San Gabriel Valley Consortium roith regard to salaries being paid by the Consortium for all Census personnel. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to approve step raises/permanent status for the following employees; NAME TO STATUS EFFECTIVE Bryant, A., Acct. Step 3 02/24/80 Census - Complete Count Committee Appvl.step raises, perm, status Notice was given that Planning Commission by Resolution P.C.Res.#1631 No. 1631 conditionally approved a variance to allow cond.appvd.Var. waiver of the two -car garage requirement on the property (V -660 -L. -Castro) located at 543 East Fifth Street (Variance Case No. V -660 - Luis Castro). No action taken by Council. Notice was given that Planning Commission by Resolution No. 1632 conditionally approved a variance to allow a 6' high decorative block wall in the required front yard setback on the property located at 543 E. Case No. Z-214 - William C. Dolan). Public Hearing set Dolan before Council on March 3, 1980. Notice was given that Planning Commission by Resolution No. 1634 conditionally approved Tentative Tract Map No. 39645 located at the southeast corner of Nirth Street and Dalton Avenue (Richard E. Justus). No action taken by Council. Notice was further given that Planning Commission by Resolution No. 1635 declared intention to amend Title 19 (The Zoning Chapter) of the Azusa Municipal Code relating to condominiums and condominium conversions. Public Hearing to be held March 5, 1980. No action taken by Council. Councilman Decker offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ACCEPTING THE CONVEYANCE OF THE AZUSA WOMAN'S CLUB BUILDING AND DECLARING ITS INTENTION REGARDING OPERATION THEREOF. Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried to waive further reading. Moved by Councilman Decker, seconded by Councilman Fry that resolution be adopted. Financial Statement showing a balance of $6,472,830.08 as of January 31, 1980. Moved by Councilman Fry, seconded by Councilman Decker Acept.of resign. and unanimously carried to accept resignations of Mrs. S.Figueroa & Sylvia Figueroa, Police Clerk, effective February 21, B. Tanner 1980 and Bobby Tanner, Reserve Police Officer, effective February 14, 1980. Moved by Councilman Fry, seconded by Councilman Decker labor Relations and carried by roll call to retain Mr. Charles H. Goldstein, Consultant of the firm of Goldstein, Freedman and Klepetar, as the City's labor Relations Consultant. Councilman Moses dissenting. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to alprove reimbursement of $50.00 for lost wrist watch when,evacuating people from burning apartments by Officer Gary Parisi, further that Officer Parisi receive a letter of commendation. Moved by Councilman Fry, seconded by Councilman Decker and unanimously carried by roll call to authorize informal quotations for the purchase of cable by the Light & Power Department, waiving formal bidding procedures, finding. it impracticable, useless or uneconomical in such in- stance to follow such procedures and that the public welfare would be promoted by dispensing with same. Moved by Councilman Fry, seconded by Councilman Decker Appvl.attndnce. and unanimously carried to authorize attendance of at narcotic Council members and Police personnel interested at a paraphernalia 'one day seminar sponsored by the League of California seminar Cities and the City of Lakewood on the "Merchandising of the Drug Habit: Strategies for Regulating the Sale and Display of Narcotic Paraphernalia", Monday, March 10, 1980 at Palms Park Community Center in the City of Lakewood. It was consensus of Council that City Administrator and Mtg. with Director of Community Services meet with officers of the Esperanza Esperanza Senior Citizens Club to solve problems with officers regard to access of the Recreation Center for their meetings and possible change of'hours allowed; further, that copy of list of "on-call" personnel from the Recreation Department be furnished them. Moved by Councilman Cruz, seconded by Councilman Moses Rpt.from Dir. and unanimously carried that Director of Public Works of Pub.Wks.re: prepare a report regarding breached irrigation canal, storm problems problems caused by Monrovia Nursery and Rainbow Angling Club during current storms, with possible steps to correct deficiencies and unsafe conditions. Moved by Councilman Cruz, seconded by Councilman Fry Inspection of and unanimously carried that Building Inspector, City 451 W. Foot - Engineer and Fire Department ie�inspect building at hill Blvd. '451 W. Foothill Blvd., and that City Attorney research possible methods City can take to legally make owner correct hazardous and unsafe conditions of building. Moved by Councilman Fry, seconded by Councilman Moses Appvl.increase and unanimously carried by roll call to authorize comp.for Bde. increase from $15.00 to $25.00 per meeting for all & Comms. Boards and Commissions and that City Attorney prepare necessary Ordinance. Councilman Fry apprised Council of written complaints Complaints re: he had received with regard to utility bills, further, utility bills requesting that city employees be courteous and con- siderate when contacted by citizens of the City. Councilman Fry offered a resolution authorizing payment Res. #6870 of wn.rrants by the City, which the City Clerk read in Warrants full. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Fry, seconded by Councilman Moses that resolution be adopted.
