Mayor Solem called the meeting to order and led in the salute Call to Order to the flag. Invocation was given by Reverend Frank Herber of the Church of Jesus Christ, Latter Day Saints. Present at Roll Call: Councilmen: Decker, Fry, Cruz, Moses, Solem Also Present: City Attorney Newton, City Administrator Dangleis, City Department Heads, City Clerk Solis. There being no additions or corrections, the Minutes of the April 21, 1980 regular meeting stand approved as written. Mayor Solem presented Proclamation, which the City Admin- istrator read in full, to Doctor Charles Cline on behalf of the Los Angeles County Chiropractic Society, proclaim- ing the month of May as Correct Posture Month. Council adjourned to Community Redevelopment Agency at 7:40 p.m, CRA reconvened as City Council at 7:45 p.m, The hour of 7:30 p.m. being the time set, for Public Hearing on ?roposed amendment to the Azusa Municipal Code relating to `R" zones, the Mayor declared the Hearing open, _ City Clerk read affidavit of proof of publication of 'Notice of said Hearing, published in the Azusa Herald on April 17, 1980. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried to close Hearing. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried by roll call, that amendment be approved, further that City Attorney prepare necessary Ordinance. The hour of 7:30 p.m, being the time set for Public Hear- ing on proposed amendment to the Azusa Municipal Code relating to condominiums and condominium conversions, the Mayor declared the Hearing open. City Clerk read affidavit of proof of publication of Notice of said Hearing published in the Azusa Herald on April 24, 1980. Moved by Councilman Cruz, seconded by Councilman Fry and carried by roll call to continue Public Hearing on amendment regarding condominiums and condominium conversions to meeting of May 19, 1980, for further study, Councilmen Decker and Moses dissenting. ' Moved by Councilman Decker, seconded by Councilman Moses and carried by roll call that City Attorney be directed to prepare necessary Ordinance with regard to condominiums and condominium conversions, in the event that amendment is,;approved at meeting of May 19th. City Clerk announced that bids were opened in his office 6niThursday, May 1, 1980, at 10:00 a.m. for the instai- lation of traffic signal system in the intersection of Calera Avenue and Alosta Avenue, Project No. 604. Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried to approve Use Policy for the Azusa Woman's Club, i.e., use is intended for local community groups and organizations only; further that fees cover appropriate utility and custodial costs, and that an appropriate department handle reservations for use, department to be determined at Budget sessions. Moved by Councilman Moses, seconded by Councilman Cruz and unanimously carried to approve adjustment in compen- sation for Aquatics Staff in the Recreation Department. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to approve revised fee schedule for use of City pools. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried to approve participation of the Community Services Department in the Retired Seniors Volunteer Program, with funding for five volunteers through the Older Americans Act Grant. Councilman Fry offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DETERMINING THE AUTHORITY AND RESPONSIBILITY FOR INSPEC- TION OF CITY BRIDGES, INDEMNIFYING THE COUNTY OF LOS ANGELES FOR SUCH INSPECTION, AND PROVIDING FOR PAYMENT OF COSTS THEREOF. It was consensus of Council that report be made regard- ing costs for said project at Memorial Park using in- house personnel to perform the work. Moved by Councilman Moses, seconded by Councilman Decker and unanimously carried to recognize the Azusa City Employ- ees Association as bargaining unit for certain city employees, with the exception of the Senior Secretary positions in the City Clerk's Office, Personnel Depart- ment and Police Department, as they are termed 'confi- dential employees'. However, the Senior Secretary classification will be otherwise represented by this association. Councilman Fry offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA HONORING THE MEMORY OF PARKS AND RECREATION COMMISSIONER RUTH RIVERA. Moved by Councilman Fry, seconded by Councilman Moses and unanimously carried that resolution be adopted. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEN: Decker, Fry, Cruz, Moses, Solem NOES: COUNCILMEN: None ABSENT: COUNCILMEN: None Moved by Councilman Decker, seconded by Councilman Fry and unanimously carried by roll call to approve the appointment of Jennie Avila to the Parks and Recreation Commission, filling the unexpired term of Ruth Rivera. Moved by Councilman Fry, seconded by Councilman Cruz that Mayor and Council be authorized to make appoint- ments to various Boards and Commissions on a rotating basis failed by the following vote of the Council: AYES: COUNCILMEN: Fry, Cruz NOES: COUNCILMEN: Decker, Moses, Solem ABSENT: COUNCILMEN: None Moved by Councilman Decker, seconded by Councilman Moses and unanimously carried by roll call to include handi- capped persons along with Senior Citizens in the City's horsing and community development rehabilitation grant program, subject to certification by the Social Security Administration or a doctor's certificate that states they are qualified, together with low income criteria.
